Proposed Design Competition for: The Re-building of the Brisbane River Ferry Terminals

1 1. Introduction The Federal and Queensland Governments are providing $145 million in joint funding for the rebuilding of the Brisbane River Walk and eight key Brisbane River Ferry Terminals destroyed during the recent floods. The rebuilding of the Ferry Terminals provides a unique opportunity to respond to the success of the City s River Cats and celebrate the role of the Brisbane River in enhancing the identity and character of the City for residents, visitors and tourists. In undertaking a competition for the design of the ferry terminals, it is intended to provide the opportunity for suitably skilled and talented designers, whether large or small, new or established to demonstrate originality and innovation in the design of the ferry terminals. The winning concept design will be selected by a panel Chaired by the Queensland Government Architect. Technical support and advice will provided to the Selection Panel by a technical advisory group including representatives from the Brisbane City Council. 2. Project Description The competition is for a single ferry terminal design that could be adapted to meet the individual contexts (physical and cultural) of a number of key Terminals, i.e. River Plaza, North Quay, Queensland University of Technology, Sydney St, Holman St, Regatta, and University of Queensland, St Lucia. The design must address the architectural and engineering requirements of the terminal including fixed furniture and fittings as well as lighting and other servicing requirements. 3. Design Objectives The successful design will: Be highly legible and identifiable as a river ferry passenger terminal Be functional and safe with excellent amenity in relation to the accommodation and movement of passengers whilst waiting, boarding and disembarking. Be functional and safe in relation to the docking and mooring of ferries and other marine craft. Positively contribute to the place making and visual amenity of the location. Represent good value for money in terms of whole of life cost and benefit delivered to the community. Be durable over the operational life of the terminal including a resilience to flood events. Exhibit high design merit consistent with the Government s commitment to making Queensland a hub for design excellence in the wider Asia-Pacific region.

Key Design Considerations The successful concept design will demonstrate appropriate consideration of (but not limited to) the following design requirements: Passengers Access, waiting, boarding, disembarking Comfort, safety, amenity, emergency provisions Shelter, seating, handrails, other fixtures information, ticketing, vending Ferries and other Marine Craft Size, number, movements, impacts, mooring Place Making Legibility Identity / character Public art Local narratives- way finding / history / local attractions Site planning- integration of access etc within the local context in relation to surrounding landscape and structures Engineering Marine structures Flood provisions / strategies Maintenance Risk management. Utilities Security power, lighting, water, potable water, sewage signage. Durability Maintenance Cleaning Corrosion Fatigue Flood resilience Vandalism Cost project budget capital maintenance whole of life cost sustainability

Technical Brief A detailed Technical Brief based upon the Brisbane City Council s technical requirements for the proposed ferry terminal(s) shall be provided to each of the three design teams selected to undertake the concept design. 6. Staging Stage One: Expression of Interest Registration of an Expression of Interest including: Design vision and intent- not a design but an idea or vision that distinguishes the design team and demonstrates its imagination, creativity, understanding and ability to deliver an exceptional outcome; and Composition of the design team including skills, experience and qualifications. Stage Two: Concept Design Three of the design teams having registered their Expression of Interest will be selected to prepare a concept design for the ferry terminal. The concept design will be required to include the following deliverable items: Coloured plans, elevations and sections that clearly illustrate the proposed design concept Three dimensional graphic representations of the design proposal A design statement outlining the design strategy and intent including a response demonstrating the successful resolution of the design objectives. A statement confirming and outlining how the concept design with further design development will satisfy the requirements of the Technical Brief. Fee to undertake the commission including design development, contract documentation and contract administration. Note- the Concept/sketch design fee will be paid in accordance with the Stage Two payment and associated Conditions of Engagement; and An estimate of total project cost Each of the three selected design teams will be paid a fee of $40,000 for the preparation of an original concept design. Payment of the fee shall be subject to the conditions outlined in the Conditions of Engagement as provided and agreed prior to the Design Team s appointment to undertake Stage Two of the competition. This will include assignment to the State of Queensland of all intellectual property rights in relation to the concept design. Stage Three: Finalisation of the Project After review by the Selection Panel one of the concept designs will be nominated as the winning proposal. The State of Queensland reserves the absolute right to determine whether or not to proceed with finalisation of the project. However, it is envisaged that the authors of the winning proposal will then be awarded the contract to undertake the finalisation of the project as the principal consultant in accordance with the Conditions of Engagement.

Time Frame Announcement of Competition 30 April, 2011 Expressions of Interest open 5 May, 2011 Closing Date for Expressions of Interest 23 May, 2011 Announcement of Shortlisted Teams 7 June, 2011 Closing Date for Submission of Concept Designs 4 July, 2011 Announcement of winning Concept Design 11 July, Submission Requirements The Expression of Interest must include the following items. The weighting given to each item is as indicated below: 1) A capability statement outlining the design teams skills, experience and qualifications. Note the team must include suitably qualified persons in relation to the preparation of the design so as to resolve architectural and engineering requirements and satisfy applicable statutory approvals and/or certifications. Registrants from outside of Queensland must include a Queensland based representative as a core member of the design team. (Selection weighting 25%) 2) A statement outlining the design team s resources and the extent of involvement of key design team personnel. (Selection weighting 25%) 3) A statement outlining the design team s understanding of the design objectives. (Selection weighting 25%) 4) A statement outlining the design team s vision and intent for the project. This must not be a design proposal but a statement of ideas, approach and/or philosophy. (Selection weighting 25%) 5) Registrant s contact details This information will be used as the basis for the selection of the Stage Two design teams. Note: The Expression of Interest must not exceed a maximum of five (5) A4 size pages. Material that is not specific to the Expression of Interest (e.g. Updates to CVs and company profiles) may be included as appendices. 9. Registration of Expression of Interest The Registration of an Expression of Interest is to be IN ELECTRONIC format. Further Information The conduct of this Design Competition does not give rise to any legal or equitable relationship. The State of Queensland may cancel or vary the terms on which the Design Competition is conducted at any time. A respondent to the Design Competition will not be entitled to claim compensation or loss from the State of Queensland for any matter arising out of the conduct of the Design Competition, other than payment upon successful completion of the Concept Design by the selected design teams. 11.
