3 1 Background 1.1 About Us Manchester Jewish Museum opened in 1984 and is housed in a former synagogue on the edge of Manchester city centre. We hold over 31,000 items in our collection, documenting stories of Jewish migration and settlement in Manchester. The collection is considered by historians to be of national and international significance. In 2016 we were listed by The Times as one of the 10 best small museums in the UK. Our permanent gallery tells the story of Manchester s Jewish community and is brought to life by volunteer-led ipad tours. Our temporary gallery hosts changing exhibitions and is used for workshops, meetings and events. Our award-winning schools programme offers unique learning sessions inside our Grade II* listed synagogue. Last year we welcomed visitors from all faiths and backgrounds, educating 7,000 schoolchildren and 4,000 visitors about Jewish faith, culture and heritage. Event highlights included a Bollywood concert, comedy nights, hip hop acts and an Irish folk/klezmer music mash-up all inside our synagogue. Now referred to as SynaGigs, this diverse programme is attracting new, younger audiences to the museum. As the museum has developed so too has our vision. A new manifesto has been written setting out a vision to be bolder, braver and inspirationally inclusive, ensuring we have relevance, meaning and impact. Our aim is to share stories of Jewish Manchester to as broad an audience as possible, and in so doing to actively promote the appreciation and understanding of all faiths and cultures. Governed by a Board of Trustees, the museum is an independent charity and company limited by guarantee. The Board recently doubled in size after six new trustees were recruited, bringing with them valuable skills and experience in finance, capital projects, PR, marketing and audience development. The museum is managed by our CEO with a team comprising a Curator, Learning Manager and Learning Officer. A Finance Manager and PR & Communications Manager will be appointed in In addition to the staff team, we have over 40 volunteers, working as museum guides, front-of-house/shop assistants and learning facilitators. 3

4 1.2 The Project New Audiences, New Experiences is an ambitious 5million development project that will transform the museum, creating a new visitor experience, tripling the numbers of visitors to make the museum a more resilient and sustainable organisation. The capital works will result in a two-storey extension (459m²) to accommodate a new gallery, collection store, café, retail space and visitor facilities. Our Grade II* listed synagogue will be repaired and restored and a new learning and community studio will be created at the rear of the synagogue. The project s development phase started in 2015 and we will be starting our delivery phase in December 2017 with the aim of opening the new museum in The project design team is led by an architect and comprises a QS, Structural & Services Engineers and landscape architects. Exhibition designers have been working alongside this design team to develop gallery plans. Our Chief Executive, Max Dunbar, is Project Sponsor and is responsible for steering the project forwards. A Capital Group sub-committee has been established, comprising trustees and staff. This sub-committee regularly reviews and monitors project progress. To help meet project deadlines, the Board of Trustees has delegated decision-making powers to the Capital Group sub-committee. Any major project decisions are still made by the Board of Trustees. Total project cost is 5million, which includes a capital works budget of 3.6million. We were recently awarded a HLF Round 2 grant of 2.89million, and have raised an additional 1.56million in match funding. To support our successful Round 2 HLF submission, the following documents have been produced consistent with RIBA Stage 3: Architectural Report, including Plans and Drawings Conservation Management Plan Management & Maintenance Plan Gallery Designs Project Costs Project Timetable & Risk Assessment Activity Plan Business Plan These documents are available to all tenderers on request. 4

5 2. Capital Project Manager The Capital Project Manager will have overall responsibility for managing the capital works programme, ensuring the design team and contractors meet all set deadlines within agreed budgets. Reporting directly to the Project Sponsor, the Capital Project Manager will chair regular project meetings and produce monthly progress reports for the Board, project team and funders. Key objectives Develop and maintain project management structure and governance Manage capital project schedules and documentation Manage project risks particularly the budget for the capital building work Adhere to reporting cycles for funders, primarily HLF Main Responsibilities and Key Tasks Manage all aspects of the delivery of the museum s building works programme, including all tender processes, construction, restoration and fit-out work Manage and co-ordinate the design team and contractors to meet set deadlines and agreed budgets Coordinate and supervise overall planning, capital project structure, schedule, budgets, risk management and tender processes Lead the procurement of all contractors, managing the tender process and all contractual agreements Chair regular project meetings with consultants and Capital Group members ensuring proper meeting documentation and communication processes are established and adhered to Produce monthly progress reports for the Board, staff, project team and funders, comprising finance report, programme progress, risk/opportunity and procedural updates Review current project management structure and make any necessary changes as agreed with the Capital Group Review and process all project related purchase orders and invoices, confirming accuracy with contracted scope of work, and contracted rates Review all proposed plans and construction documents to identify possible value engineering and cost reduction opportunities and work with the various teams to incorporate these changes 5

6 Responsible for the flow of information between the capital project team and others as required Devote sufficient time and resource to the project bearing in mind that the museum is not an experienced or sophisticated client 3. Selection Criteria Experience Minimum of 5 years experience project managing mid to large-scale capital projects, preferably in the arts and culture sector Experience managing restoration projects in listed buildings Knowledge Demonstrable expertise of tender and procurement management for capital and restoration projects Sound knowledge of the construction industry, including laws, contracts, policies and procedures relating to listed buildings Professional qualifications in project management preferred Skills Robust project management skills, including project mapping, cost control and budget management Effective management of third parties Highly articulate with first class drafting skills, methodical with excellent attention to detail Excellent organisational skills, self-sufficient in administrative terms efficient record management and maintenance of monitoring systems Highly computer literate (MS Project and MS Office applications, especially spreadsheets and master cost plans) Strong negotiator and effective presenter to all levels 6

7 Strong commercial acumen and negotiation skills to ensure best rates with a range of contractors Able to manage budgets and work with complex spreadsheets Excellent time management skills, able to prioritise and multi-task in order to meet deadlines Ability to prioritise and to show initiative Good logical, analytical and problem solving skills Self-reliance and ability to think creatively Able to deliver advice to client even if it is not what the client wants to hear. Terms of Contract & Fee The Project Manager will be appointed in December 2017 and will work on a parttime freelance contract until the capital programme is completed in The total budget available for this work is 48,000 plus VAT. 5.
