1 IEP (Individual Employment Plan) The primary purpose of this plan is to satisfy basic programmatic requirements for tracking an IEP/ISS, as required by Employment and Training programs, such as the Workforce Investment Act (WIA). The VOS IEP/ISS is conceptually designed around the requirements outlined in Section of the WIA Regulations, which states: The individual employment plan is an ongoing strategy jointly developed by the participant and the case manager that identifies the participant s employment goals, the appropriate achievement objectives, and appropriate combination of services for the participant to achieve the employment goals. Summary of Business Rules: WIA is not the only program with requirements for an IEP/ISS but establishment of goals, achievement objectives, and planning a combination of services to achieve the goals is common practice across Employment and Training program requirements. The Plan is meant to be coordinated among programs providing and tracking services to the individual in VOS. Therefore, the VOS IEP/ISS is designed with the following considerations to meet the varying requirements of programs contained in VOS systems: An IEP/ISS plan will be required in VOS for all new WIA youth participants and all new Adult/Dislocated Worker participants at the intensive level. Multiple Plans may be created over time; only one is active at any given time. When a Plan is opened: o Plan will identify the One-Stop Office/Youth Provider originating the plan. o Goals and objectives are established within an open plan. There are no limits to the number of goals or objectives that may be created in a Plan.! Goal(s) may have multiple program associations, based on VOS system program interfaces, and will track staff creation and editing of goal record.! Only programs with active status records may be associated to a goal. For Example: a goal may not be created/associated to WIA until the individual meets the registration/enrollment requirement of WIA.! Objectives may be created within an established, open goal, and associated to only one program with an active status Objectives are created in the standard Objective screen, or from a pre-defined list of objectives that will be defined by the State.! Actual services provided to the individual will be displayed as part of the Plan: Wagner-Peyser Labor Exchange, Veteran, and Profiled program services displays Service/Activity records from the Service plans (activity history) WIA program services displays Registration/Enrollment (activity) records falling within the Plan s date range. Other Employment and Training programs within VOS will display defined service records falling within the Plan s data range as they are added to VOS. VOS will insert a 205 Completion of Individual Employment Plan service record, in the WP service plans, when a Plan is created and the first goal is established. Every time a new plan is established as described, this will occur. Section 10 - B Page 1 June 2005
2 The print view displays all goals, objectives, and services that are assigned to the client user. Goal types are set in Goal records to facilitate data consistency and reporting. Defined goal types are used for all programs, and for all Regions in a multi-region system. Security will allow staff within the same LWIA/Region and Program privileges the ability to modify/update a goal or objective. Staff from other LWIA/Offices may view goals, but no updating will be allowed. Edits for goal descriptions will be allowed for correction of typographic errors only. If the participant wants to substantially change or delete a goal, do not edit the goal description instead closed the goal and chose Void as the reason for closing the goal. 3 Individual Employment Plan IEP Instructions An IEP/ISS plan will be required in VOS for all new WIA youth participants and all new Adult/Dislocated Worker participants at the intensive level. In the Case Management Profile folder, click the Plan tab to work with an individual s personal employment plan record. The IEP/ISS record is used to list an individual s goals, objectives, and services provided in relation to employment programs such as Wagner-Peyser and WIA. The acronyms IEP and ISS stand for Individual Employment Plan and Individual Service Strategy. The following figure contains a sample of the Plan tab. Click the Create an IEP/ISS link to enter a record. Plan Tab No IEP/ISS records have been created for the individual shown in the Plan example above. Click the Create an IEP/ISS link to establish an IEP record for the individual. Note: An individual may have only one IEP plan open at any given time. The Create an IEP/ISS link does not display again once an IEP is created for the individual. Section 10 - B Page 3 June 2005
4 A screen similar to the following one will display. New IEP Record Screen From this screen, enter or select information as follows: Enter information in the required fields marked with a red asterisk. Enter the Plan was started on date using the MM/DD/YYYY format or by clicking the calendar icon to select the date. Click the Save button to save and continue with this IEP record. Click Cancel if you do not want to save the information. Once you have saved this record, the screen will refresh so you may enter additional IEP information relating to the individual s goals and objectives. It is similar to the following example. 5 IEP Record Screen with Goals Link If services or activities have been provided, they will display in the Services Provided Against Plan section. The Services Provided Against Plan cannot be modified. They are view only in the Plan function. Goals Click the Add new goal link (as shown above) to enter the individual s desired goal from this individual employment plan. Goals must be added before objectives. 6 Click Back to IEP link to return to the previous screen. Select from the boxes, drop-down lists, or type your entry if there is not a list. New Goals Screen From this screen, enter or select information as follows: Complete required fields marked with a red asterisk *. Click your selections from the drop-down lists or check boxes.! 7 Definitions: Employment Includes full-time, part-time and temporary employment goals Examples: Welding job, Part-time job while attending training. Training Includes Advance training post secondary training and occupation skills training. This does not include High School, GED Preparation, Basic skill or Job Readiness. Work Readiness Includes a wide variety goals that assist the in preparing the individual for Examples: Prepare resume, improve interviewing skills, make adequate child care arrangements, get a drivers license Basic Skills Includes goals related to improvement of reading, math and language skills Example: Increase reading and math to 10.0 to qualify for nursing program. Education (HS/GED) Includes goals for participants in high school and GED preparation programs only. Examples: Be promoted to 9th grade, get high school diploma, get GED! Term of Goal Short (90 days or less) Intermediate (91 to 365 days) Long (More than 365 days) Type a Description of the Goal Once the goal is saved the edits for goal descriptions will be allowed for correction of typographic errors only. If the participant wants to substantially change or delete a goal, do not edit the goal description instead closed the goal and chose Void as the reason for closing the goal. Type the Date Established using the MM/DD/YYYY format. You may also click the calendar icon and select the date. Type the Estimated Completion Date using the MM/DD/YYYY format. You may also click the calendar icon and select the date. This date must be equal to or greater than the Date Established field entry. For example, if the date established is 2/11/2004, the estimated completion date must be 2/11/2004 or a later date such as 03/30/2004. Section 10 - B Page 7 June 2005
8 Once you save the goal, the screen will refresh with options to add objectives. The Add New Objective or Select predefined objectives links appear at the lower section of the page. These objectives will be associated with the goal above. It is similar to the following example. Objective Links on IEP/Goals Screen Objectives Click the Add new objective link (as shown previously) to enter a related objective for the individual. The Add Objective screen is similar to the following one. Objectives are the steps participant should follow to meet the related goal. Click the Back to IEP link to return to the previous screen. 9 From the Objective screen, enter or select information as follows: Complete required fields marked with a red asterisk *. Type the Objective. Type the Date Established using the MM/DD/YYYY format. You may also click the calendar icon and select the date. Type the Review Date using the MM/DD/YYYY format. You may also click the calendar icon and select the date. This date must be equal to or greater than the Date Established field entry, as described earlier for goals. Click Save when you are finished. Click Cancel to exit without saving. Once the objective is saved, edits will be allowed for correction of typographic errors only. If the participant wants to substantially change or delete a goal, do not edit the goal description instead closed the goal and chose Void as the reason for closing the goal. Predefined Objectives: (WIA will not use predefined objectives at this time.) When a Goal is saved in the system, the user may add predefined objectives to the record. The predefined objectives for your system are set up using the Virtual OneStop Administration system. Click the Select predefined objectives link as shown on the previous page. 10 Click to check the boxes that apply. Plan Predefined Objectives Screen From this screen, enter or select information as follows: Complete required fields marked with a red asterisk *. Click the check box for each objective you want to add to this individual s program goal. You can select more than one check box, if applicable. Type the Date Established using the MM/DD/YYYY format. Type the Review Date using the MM/DD/YYYY format. This date must be equal to or greater than the Date Established field entry, as described earlier for goals. Click Save when you are finished. 11 Closing Goals / Objectives From this, enter the following information: Change Completion Status to Closed! Select the appropriate Closed Reason Successful (Make this selection when the participant successfully completes the goal/objective) Unsuccessful (Make this selection when the participant unsuccessfully completes the goal/objective) Void (Make this selection when the participant wants to substantially change or delete a goal/objective. Do not edit the goal/objective description) Section 10 - B Page 11 June 2005
12 Working with Existing IEPs If an individual IEP Plan record exists in the system, the screen that displays is similar to the following one. Click the link to view the IEP. Plan Tab Screen with Existing IEP Click the link to work with or review the existing record. The first screen that displays is similar to the following one. To review or modify the goal, click the link. If services or activities have been provided, they will display here. Existing Plan Information Screen Section 10 - B Page 12 June 2005
13 From this screen, you can perform the following tasks: Enter a date to close the plan in the Plan closed on field. Click the calendar icon to select the date or enter a date using the MM/DD/YYYY format. If the date entered does not meet the business rules set in your system, you will see a message window advising you to correct the date. Before closing a plan, you must close all goals and objectives associated with the plan. If you do not close the goals and objectives first, you will receive a warning message advising you to close all goals and objectives before closing the plan. The WIA Plan should be closed at exit. Click the Save button to save entered information. Click Cancel to exit the screen and return to the Plan tab screen. From this screen, you can Review or Close an existing goal. Click the link in the Goal column. Enter the modifications and/or objectives on the screen that displays and click Save to save any changes. Add a new goal by clicking the Add new goal link. Complete information for goals as previously described in the Goals section. Review services provided to the individual from various programs such as Wagner-Peyser and WIA that are entered in the VOS system. Various program services are entered in the Case Management Profile > Activities Tab > Service Plan, the Case Management Profile > Programs Tab > Create Registration / Activity Records, and the Manage Individuals > Manage Individual Services functions. Click Print View to see a printable form with a signature section. Use the standard MS Word File > Print method to print the form. Click Return to Plan Folder to exit and return to the Plan tab screen. The original IEP must be printed from VOS and signed and dated by the participant and case manager. Each time a new goal is added, the IEP must be printed and signed and dated by the participant and case. Change Request Forms will not be processed for any WIA IEP Screen.
