1 Mike Bowman SCDOT Incident Response Management 1412 Shop Road Columbia, SC Columbia TIM Team Meeting Minutes 4/26/17 Meeting Agenda Introductions SHRP2 Responder Training Updates SHRP2 Program Updates Center-Lane Incident Training Vest Updates from MUTCD OneView I-85 Bridge Collapse Debrief Introductions Attendees expressed the following reasons as their motivations for participating in the TIM Team meeting: Focus on preventing secondary crashes Learn more about fire dispatch Making sure towing / recovery operations responsibilities are performed correctly Networking with other responders Promote cooperation across agencies Gain greater TIM understanding to share Learn something new with fellow responders Gain more insights into on-scene operations SHRP2 Responder Training Updates S.C. is currently at 25.9 percent of its responders trained through the nationally deployed FHWA TIM training known as SHRP2. The 2017 goal is to have at least 30 percent trained statewide. Ideally, more of the 203 SHRP2-certified trainers in S.C. will step up to conduct at least one training session per year. Trainers in Charleston are exceptionally active in delivering the TIM training in their area. No train-thetrainer events are scheduled currently. While there is a convenient online version of the training available, it does not include S.C.-specific applications such as the use of amber lights and the Move Over Law. A question was asked regarding whether S.C. had considered an update to the Move Over Law to include a specific rate of speed reduction like the Florida law. Currently, a legislator is needed to champion such an amendment. Additionally, data would be required to determine whether an update is needed (numbers of citations written vs. those dismissed, for example). S.C. Troopers had a hard time working a case where a Columbia police officer was stuck as the driver indicated that he couldn t move over, but he has slowed to what he believed was a reasonable speed. But unfortunately, the officer entered the roadway and was struck. Failure to prosecute these cases is leading to fewer citations. 2 Mike Bowman SCDOT Incident Response Management 1412 Shop Road Columbia, SC SHRP2 Program Updates The four-hour SHRP2 TIM training is being improved, including updates / revisions to the S.C.-specific version. Deliver of the new training will being later this year. Additionally, the train-the-trainer program has been reduced to eight hours. Center-Lane Incident Training Island incidents First consideration should be whether to work it or move it. The best solution is to move everything to the right shoulder (out of the travel lanes), when circumstances permit. Otherwise, place cones to send motorists along one side of the incident only. Reminder: one minute of lane closure generally leads to four minutes of delay in travel returning to normal flow. Vest Updates from MUTCD Classifications are changing for vests and high-visibility safety wear. The old Class 2, for example, is changing to a new designation R; Class 3 is becoming P. Manufacturers are already updating their naming / labeling to reflect the new standards. OneView The S.C. 511 app is available for almost all devices. It offers streaming access to the network s more than 300 traffic cameras. It affords such customizable options as color-coded traffic overlays, construction event updates, congestion alerts and travel corridor / route details, including text and updates. Government agencies can sign a special waiver agreement to allow increased camera access for use by responders. OneView allows multiple cameras to be open for a video wall effect. For high-profile, highdemand incidents where the public is ordinarily blocked, OneView continues to stream for responders. In special circumstances, such as hazmat scenes, agencies can request the temporary adjustment to a camera. Contact Mike Bowman for more details, including how to sign up for OneView access. I-85 Bridge Collapse Debrief Please see the accompanying PowerPoint presentation for complete details. Additionally, Mike Bowman is available to share operational lessons learned from the April demolition of the heavily damaged Leaphart Road bridge in Columbia. The process was completed quickly and with minimal impact to travel lanes. Closing Comments Please contact Mike Bowman or Danny Thompson with regards to hosting future training and TIM Team meetings as well as incidents to debrief. SHEP reported a successful operation where a tractor trailer was struck by lightning. The incident impacted travel lanes on I-77. All responders were safe.
