3 TIM Data Collection and Performance Measurement Critical Element in Advancing TIM. is a Data can improve TIM programs by helping agencies: Understand current performance. Identify improvement opportunities. Estimate program or improvement benefits. Data can also increase TIM program transparency and accountability by helping agencies: Demonstrate program effectiveness to the public. Justify future funding and planning. Support reporting requirements. 3
4 Every Day Counts (EDC4) Helps States Advance TIM Data Collection and Use Practices. EDC is a Federal Highway Administration (FHWA) State-based model to: o o o Rapidly deploy proven, but underutilized innovations. Shorten the project delivery process. Enhance roadway safety, reduce congestion and improve environmental sustainability. Using Data to Improve TIM is one of 11 Innovations. 36 States chose to pursue Using Data to Improve TIM o o Two year focus on TIM Data (January 2017 December 2018) Many have since advanced in their collection, analysis, and/or use of TIM Data. 4

8 Raising Awareness & Changing Practices 1-on-1 with States Workshops Peer Exchanges Tech Assistance National Webinars Data Integration Training Modules 150+ calls and meetings held with 33 States 15 multi-disciplinary workshops - VT, NH, ME, NE, IA, NV, CA, OR, AZ, PA, KY, TX, SC, OH, CO 4 peer exchanges 2 in person and 2 webinar-based involving 3-8 States + multiple agencies. 15 states received tech assistance, including 4 site visits FL, OR, AR, NH, NY, NV, IN, VA, MA, MI, CA, OK, TX, KY, TN Leveraging the State Crash Report to Improve Responder Safety and TIM attended by nearly 400 individuals Gathered, assessed, and integrated data from 8 States including NJ, NY, FL, MI, MS, OR, AZ, CA. Developed and delivered 6 training modules to support States implementation of TIM performance measures 8

10 EDC4 TIM DATA By The Numbers 17 States now collect 1 or more TIM Performance Measures (PMs) on State Crash forms. Of these, 7 States now collect all 3 TIM PMs. (AZ, TN, VA, KY, NV, FL, IA). 9 States collecting more/new data through Traffic Management Center (TMC), Safety Service Patrol (SSP), or Computer Aided Dispatch (CAD). (CA, IN, OH, PA, PR, SC, TN, TX, UT) 6 States are now using data to inform training needs, improve after action reviews, justify funding, resource allocation, performance management, or other uses. (AR, AZ, FL, KY, TN, UT) 10
11 Data Collection Success - Crash Report Numerous States have or will add Roadway Clearance Time (RCT) and secondary crashes to statewide crash report systems. States are beginning to collect more detailed data. Tennessee - TITAN crash system expanded secondary crash attributes from 5 to 17. Arizona - Collecting responder type/discipline involved in secondary crashes. States are training officers in reporting secondary crashes and other TIM data. Iowa Created a roll call training video on TIM data elements in the crash form. Nevada Created a PowerPoint presentation to train officers on the new data elements. 11
12 Broader Data Collection Success: TMC, SSP, and CAD Puerto Rico Created an application to collect incident data from service patrols. California - Demonstrated use of California Highway Patrol (CHP) CAD media feed to estimate Incident Clearance Time (ICT). Texas - Integrated SAFEClear Towing and Safety Service Patrol data into TMC software. 6 States improving TMC (training, software) data collection (IN, OH, NH, SC, TN, TX). 12

14 TIM Data Analysis Success Examples Kentucky Analyzing WAZE and HERE data along with TMC data to understand incident detection better. Arkansas Reviewing new secondary crash data element to verify quality/id training needs. UTAH Combining data from roadway sensors (speeds) and Utah Highway Patrol (UHP) CAD to investigate the relationship between the number of incident management vehicles and the user cost savings optimize deployment. Florida Is evaluating reflex time (notification to dispatch) and response time (dispatch to arrival) in addition to RCT & ICT. 14
15 TIM Data Reporting Success Examples Alabama Created AlgoReports to pull TIM PMs from TMC data (month, quarter, year) Florida Created a TIM Data Dashboard, which graphically presents all 3 measures in both crash and TMC data statewide Mississippi Creating a custom reporting tool to merge crash and TMC data sets for ICT Connecticut Conducted a self-assessment and added a query tool for ATMS software Pennsylvania Created its first TIM Report 15

18 EDC-4 Success Stories: Applying Data to Change Operations Tennessee Uses TIM data to augment content for their live training facility Florida The Florida Highway Patrol (FHP) incorporated all 3 TIM measures in their quarterly CompStat-type management review system Troop TRAC (Timely Review of Accountability and Compliance) Arizona The Department of Public Safety (DPS) identified that clearing calls and notifying wreckers aggregated to hours that equal adding FTEs Utah Used TIM data to justify additional funding for Incident Response Vehicles 18
19 Looking Back and Forward: Beyond EDC4 Over the 2-year period, States have: Increased the quantity and quality of TIM Data. Improved the Reporting and Using TIM Performance. Beyond EDC 4, States will continue to advance: Some plan to explore/access other sources of TIM Data they may not yet have tapped (in particular, CAD and Crowdsource data). Most plan to apply TIM Data to continue to improve and expand TIM operations. Some are focusing on institutionalizing the collection of TIM Data within and among partner agencies. 19
