1 1. Scope SPECIFICATION International Atomic Energy Agency (IAEA) inspectors must maintain continuity of knowledge on all destructive analysis (DA) samples shipped from nuclear facilities to the IAEA`s Safeguards Analytical Laboratory (SAL) in Seibersdorf, Austria. The samples are drawn from plutonium product and spent fuel input tanks at a nuclear reprocessing plant`s blister sampling stations. The samples are placed in the uniquely marked plastic vial, called the, (SVSC) which is the subject of this specification. Loss of DA sample integrity can have serious impact on the ability to draw timely conclusions. 2. Definitions, Acronyms, and Abbreviations The following definitions, acronyms, and abbreviations shall apply throughout this Specification unless defined otherwise hereinafter: SVSC:, RFID: Radio frequency identification device 3. Requirements 3.1. The SVSC has a unique swirl pattern within the polysulfone material of the body and the end-caps. These patterns are photographed so that, after use, they can be re-photographed and compared with the original pattern to permit a safeguards conclusion as to whether any tampering has occurred. They are used to maintain continuity of knowledge on safeguards samples taken in vials in reprocessing plants, in the facility s pneumatic transfer system within different areas of the process, in glove boxes, hot cells, in safes where the samples are stored while awaiting further activities and transportation to SAL. The SVSC eliminated the need for human surveillance on these or the application of other types of seals on the samples Technical Requirements The SVSC shall be constructed based on the images and drawing below. In addition it shall be: Capable of containing standard 10ml plastic sample bottles and standard penicillin vials; Tamper resistant when closed, and tamper attempt be easily recognisable; Bearing unique markers for confirmation of its identity as shown below; Page 1 of 6
2 Usable in the pneumatic transfer system of the reprocessing plant; Made of materials suitable for the use in radioactive and acidic environment, material that can be cut open to retrieve the sample vial, material that is transparent enough to enable examination of the sample contents; The Supplier shall provide the option for a high security radio frequency identification device (RFID) that will contain the entire image of the individual SVSC; For dimensional see attached pages 1 and SideView: Top: Bottom: Page 2 of 6
3 4. Packing The Supplier will package the SVSC for the shipment to the IAEA in accordance with international standards that are applicable for the shipment by air of this kind of equipment. Each SVSC shall be individually packaged vial and top in such a way that the surface will not be damaged. Groups can be placed in on container for transport to the facility. 5. Quality Requirements 5.1. The SVSC shall be manufactured and shipped in accordance with the Supplier s ISO quality assurance system or an equivalent quality assurance system The Supplier shall document the compliance with this quality assurance system; suitable photographs shall be supplied for visual comparison The Supplier shall provide images of the SVSC s side views (profiles) and two end-cap in a JPEG format If the Supplier provides a RFID option then the RFID encryption key and details shall be provided for each vial. 6. Testing and Acceptance All SVSCs must be tested for conformance prior to shipment as specified above. Each individual image shall match 100% with the surface of the SVSC. Random samples may be taken for visual check and reference. Page 3 of 6
