UIC ERTMS World Conference 2007 Key factors in the successful roll-out of ERTMS on international corridors TEN corridors in Europe Main railway corridors in Europe ATC systems deployed in Europe today Railway corridors in the European Union General corridor approach by objectives Key factors in the successful roll-out of ERTMS Organisation of corridor management System & product requirements Implementation schedule Organisation of testing & approval Conclusion Klaus Junker, VB, DB AG VB, Delegate of DB AG Member of the Management Committee Corridor A Frankfurt,
TEN corridors in Europe In the early 1990s, the idea of a European Rail Transport Management System was born and subsequently pursued 3

TEN corridors in Europe The ERTMS corridors are defined in the EC/ERA MOU signed on 17 March 2005 as the future strategy guiding rail freight transport policy objectives Corridor A: Rotterdam-Genoa Corridor B: Naples-Stockholm Corridor C: Antwerp-Lyon Corridor D: Valencia-Ljubljana Corridor E: Dresden-Prague Corridor F: Aachen-Warsaw 5
TEN corridors in Europe Corridor A is the most important in relative terms because of its very high transport volumes, which are expected to double by 2020 Transport volume (2006) Corridor A international 35 mt national 115 mt Total 150 mt Corridor C Basle branch 7,2 t mt Lyon branch 3,6 mt Total 10,8 mt Corridor length (geographical) Corridor A Corridor C 1300 km 770 km Corridor A: Rotterdam-Genoa Corridor B: Naples-Stockholm Corridor C: Antwerp-Lyon Corridor D: Valencia - Ljubljana Corridor E: Dresden-Prague Corridor F: Aachen-Warsaw Travel time (2006) Corridor A Corridor C ~ 25 h ~ 14 h Source: "ERTMS implementation: getting a European corridor solution, Comparison between the Corridors A and C, 24. 7 TEN corridors in Europe Each corridor must define its own objectives and means of improvement in order to meet future transport demand in Europe Areas for improvement Anticipated future objectives Achievements Technical parameters e.g. travel time, axle load, train length etc. Competitiveness e.g. Interoperability, more capacity, lower cost etc. Social/ecological benefits % Quality 30% Capacity 30% Transport time 30% Cost noise, pollution, energy etc. 30% improvement 7
UIC ERTMS World Conference 2007 Key factors in the successful roll-out of ERTMS Organisation of corridor management System & product requirements...only now can the entire corridor be a success Implementation schedule Organisation of testing & approval 8
Organisation of corridor management..full integration of corridor activities..full coordination of corridor interfaces..monitoring & consolidation of progress on corridors Commitment of all parties to the Common Corridor Goals..support & coordination of corridor issues at European level..scheduling of corridor programme and optimisation of baseline integrated management of communication, risks & chances The whole corridor must be managed in a unified way to ensure shared success 9
Organisation of management for Corridor A Integration of all corridor stakeholders & unified action will produce common results 10
ETCS system requirements on the Rotterdam Genoa Corridor SRS NL KIJFHOEKk ZENENAR EMMERICH ROTTERDAM OBERHAUSEN DUSSELDORF KOLN BONN D KOBLENZ GROSS GERAU BIBLIS MANNHEIM KARLSRUHE Total length : 2123 km NL D c ETCS Level 2 +Crs ETCS Level 2 Zevenaar - border -Border ETCS Level 2* ETCS Level 2* ETCS Level 2* OFFENBURG CH I FREIBURG BAS -FRE OLTEN BERN ARTH -GOLDAU THUN BRIG DOMODOSSOLA LUINO CHIASSO SEREGNO BERGAMO NOVARA GALLARATE PAVIA CREMONA MORTARA VOGHER PIACENZA ALESSANDRIA A TORTONA OVADA GENOA CH I c ETCS Level 2 Lötschberg c ETCS Level 2 Matt - -Rothrist 2011 P 44 & ETM completed ETCS L1 limited Limited supervision Supervision ETCS Level 1 Radio radio infill ETCS Level 1 additional line * (partial migration by temporary use of Level 1 limited supervision) The complexity of a corridor means ETCS must be managed as an integrated system 11
System & product requirements..design freeze.. Operational Requirements Specifications & corridor rules..version mgmt...assessment of the corridor s functional system requirements..input situation..assessment of all prerequisites for ETCS engineering, installation & tests..interoperability..implementation..compatibility of HW & SW is essential for economic roll-out process..preparation of common tender specifications for HW & SW interfaces..go live, 2 EIV..Development of harmonised test & approval procedures Expert working groups needed to liaise closely at EU & manufacturer level 12
System & product requirements SRS Feb European law SRS change requests (Selected by corridor 2007 group) 47 additional change requests (to be assessed by triage) Consolidation & Development Process SRS about 240 CRs, DCs, fault corrections The corridor must not become a testing & development ground 13
Implementation Schedule Time for installation & tests Time slot requirements Time for commissioning Time for interoperability tests Time for upgrades Inclusion of time slots in schedule Time for systems integration tests Time for lab tests Time for declaration of approval How does this fit together? Realistic schedule to be confirmed by all parties 14
Organisation of testing & acceptance..sharing test experiences & improvements..day-by-day monitoring of test results & upgrades..early and close involvement of all NBCs & contractors..coordination of technical & operational solutions Competence Centre for Corridor Testing & Approval..scheduling of cross-border & IOP tests..supervision of approvals & certification..step-by-step programming of corridor tests..coordination of test labs, simulators and locos Testing & approvals must be integrated and closely monitored by a joint corridor steering body which is highly competent and capable of providing strong leadership 15
Standard roll-out for a given section The standard roll-out will require revision in the light of initial experiences 16
Standard testing scenario Manufacturer A - Track Conformity Declaration & Hand Over to IM ( HdF) Manufacturer B - Track Conformity Declaration & Hand Over to IM ( HdF) IOT-Tests in Laboratory (90 %) Track A with Loko A Track A with Loko B 3 6 Month IOT-Tests in Laboratory (90 %) Track B with Loko B Track B with Loko A Transitions-Tests in the field (10%) Track A & B with Loco A & B 1-2 Month ACCEPT. SAFETY EU-CERT Acceptance Declaration 2EIV (EBA)/ Start of Operations Track A Acceptance Declaration 2EIV (EBA)/ Start of Operations Track B Extensive lab tests help reduce dependency on installations & operations 17
Systems integration Integration of infrastructure & ETCS is absolutely vital and requires early attention 18
UIC ERTMS World Conference 2007 Conclusion The first factor in guaranteeing success will be the experience gained during roll-out of the first corridor 19
