1 POSITION DESCRIPTION POSITION TITLE: Logistics Manager, Sr., Start date: Dec 2016, Robins AFB, GA POSITION STATUS: Full-Time, Exempt, Salaried CLEARANCE: Current SECRET ESSENTIAL AREA OF RESPONSIBILITY: Provide Depot Sustainment Logistics support to the Fixed Wing (SOF, C-130) Program, Building 300. Special Skills Desired: Knowledge of Government CCaRs database, Microsoft Office Suite, Understanding and experience with Performance Work Statement (PWS), Contract Data Requirements List (CDRLs), and Independent Government Estimates (IGEs) SENIOR Duties and Responsibilities. The Contractor shall be capable of working on high-visibility or mission critical aspects of a given program and shall be able to independently perform the most complicated and technical support tasks relevant to all the tasks in paragraph 3.2 of this performance work statement that relate to their functional discipline. The Contractor must have the experience and capability to support the assigned tasks and lead journeyman and junior level support personnel Education and Experience. Senior personnel shall possess a Master s degree and a minimum of ten (10) years of work experience in a field relevant to their functional area. A minimum of twelve (12) years of work experience in a field relevant to their functional area may be substituted for a Master s; or a minimum of eight (8) years of relevant work experience plus a Bachelor s degree relevant to their functional area may be substituted for a Master s. A minimum of five (5) years experience must have been performed on DoD programs/projects Logistics Manager Knowledge/Experience In addition to the knowledge and experience requirements for each skill level, contractor personnel possessing current, direct aircraft maintenance and logistics management knowledge and experience in support of weapon systems managed or supported by AFLCMC/WIUA (AC- 130U/J/W, EC-130J, HC-130J/N/P and MC-130E/H/J/P) is extremely desirable Logistics Manager Duty Requirements Logistics Management support personnel shall assist the Government with support of the aforementioned systems and programs. Contractor personnel shall provide a variety of direct and indirect support of the program office providing specialized logistics management tasks to include acquisition planning, information tracking, milestone planning, logistics studies, working group support, supply support, logistics analysis, depot liaison support, administrative services, technical order support/research, source data package support, review of drawings,

2 and general support documents related to repair, overhaul and modifications. Some contractor positions shall require working in a flight line environment. For those positions the contractor shall maintain access to flight line and hangars, maintain driver's privileges for industrial area and flight line, and maintain personal protective equipment (PPE Safety). PPE shall be provided to the employee by the contractor. For example, but not limited to, ear protection, steel toed boots, etc. The contractor shall assist the Government in supporting, coordinating, and scheduling aircraft modifications and time compliance technical order related activities to include, but not limited to: site/aircraft surveys, major inspections, trial installations, physical configuration inspections, physical configuration audits, kit proofs and production installations. The contractor shall be knowledgeable of SOF fixed-wing aircraft and assist the Government with providing on-aircraft technical expertise, advice, assistance and support. The contractor shall travel to CONUS/OCONUS Government locations or contractor facilities to assist the Government with providing maintenance assistance, support, problem resolution and modification program development and Field Support Visits Acquisition Planning The contractor shall assist the Government with acquisition planning support to include, but not limited to, providing review/inputs for acquisition program documents and accomplishing analytical evaluations of Integrated Logistics Support (ILS) elements affected by acquisition and modification programs Information Tracking The contractor shall assist the Government with schedule management and project execution. This includes but not limited to preparation and maintenance of software program management tools to track procurement and receipt of modification kits and assets, and aircraft installation and completion schedules. The contractor shall communicate with Government agencies, other contractors, aircraft operational units, depot and contract field teams, and vendors to assist in resolving issues. Those issues can include, but are not limited to, kit shortages, discrepancies, schedule changes, technical issues, and repair/replacement of assets found faulty upon installation. The contractor shall track aircraft induction and completion schedules, aircraft status, and shipment and delivery of installation kits and other assets. The contractor shall communicate with operational unit and contract field team representatives to maintain and distribute established installation and modification status reports. The contractor shall be cognizant of Government field unit and contractor field team points of contact Logistics Studies The contractor shall assist the Government with providing studies and analysis such as, but not limited to, life cycle cost analyses, supportability analyses, and budget/cost analyses in support of the aforementioned programs. The contractor shall coordinate with various DOD agencies (i.e., Defense Logistics Agency (DLA)), to support resolving parts availability issues and shall provide expertise in supply processes and present solutions to Government Program Manager (PM) Logistics Working Groups

3 The contractor shall assist the Government with providing logistics management services to support reviews and meetings such as, but not limited to, Program Management Reviews (PMRs), Preliminary Design Reviews (PDRs), Critical Design Reviews (CDRs), Configuration Control Boards (CCBs), Product Improvement Working Groups (PIWGs), System Safety Groups (SSGs), production status meetings, design reviews, technical interchange meetings, provisioning and supply conferences, technical data conferences, Test Plan Working Groups (TPWGs), Test Readiness Review (TRR) meetings, Crew Station Working Groups (CSWG), and other associated program meetings and conferences Logistics Supply Support The contractor shall assist the Government with exercising control over supplies, equipment, or other material. The work includes one or more phases of material management including, but not limited to, initial planning, provisioning and requirements determination, acquisition and distribution, accountability and ultimate issue for consumption, retention, or disposal. This work requires knowledge of acquisition processes, automated records and various control systems. The contractor shall be proficient with the systems/programs such as, but not limited to, Reliability and Maintainability Information System (REMIS), Web Desk, Weapon System Management Information System (WSMIS), System Management Analysis Reporting Tool (SMART), MICAP Automated Sourcing System (MASS), Air Force Master Item Identification Database (DO23A), Stock Control and Distribution Accounting System (D035), Stock Control System (SCS), Inventory Locator Service (ILS), Joint Total Asset Visibility (JTAV), Web Based Customer Account Tracking System (WEBCATS), Defense Reutilization Marketing Service (DRMS), Multi Echelon Resources and Logistics Information Network (MERLIN), Reportable Asset Management Process (RAMP), Special Support Stock Control (SSSC) and Business Systems Management (BSM). The contractor shall research queries on assets availability, requisition status, and tracking support Logistics Analysis The contractor shall be familiar with the USAF Expeditionary Logistics for the 21st Century (elog21) strategies. In particular, the contractor shall assist with the Aircraft Availability Improvement Program (AAIP) and the Chief of Staff of the Air Force (CSAF) Weapon System Review (WSR). This includes communication with Air Force Life Cycle Management Center (AFLCMC) leadership, Air Force Sustainment Center (AFSC) leadership, and Lead MAJCOMs. Analysis duties include obtaining aircraft availability data, tracking actual availability against standards, performing root cause analysis on maintenance/supply drivers hindering availability, establishing realistic availability targets, etc Logistics Administrative Services The contractor shall provide expertise and skills and assist the Government with a variety of administrative services. The requirements include, but are not limited to, set-up and managing video teleconferencing events and formal conferences for General officers, weapon system performance analysis, studies, electronic media communication, monthly higher headquarters reports, compiling and maintaining aircraft performance metrics, weapons system master plans, participating in Lean events and working groups, tracking and managing the Suspense Tracking

4 System (STS), processing Operational Requirements Documents (ORD), managing strategic type plans/documents as well as any and all types of WSRs, AAIP and CSAF briefings, filing, telephone communications, managing supply requisitions, access control, maintenance or schedules, and payroll system. The contractor shall support the preparation and timely update of meeting briefs, chart development, data compilation, conference room scheduling, conference room equipment operation, reports, and internal management control documentation Technical Orders (TOs) The contractor shall assist the Government with providing logistical and technical expertise. Those duties include, but are not limited to, evaluation of organizational, intermediate, commodity, Interactive Electronic Technical Manuals (IETMs) and depot technical orders affected by AFLCMC/WIUA common or unique modifications. This includes technical orders for system, subsystem, or support equipment development for, or modified as a result of, modifications programs. The contractor shall assist the Government in the review and verification of TOs. The specific information shall be verifiable through direct access to the affected avionics systems, weapons system platform, operators, and maintainers. This information shall be submitted in the form of attachments to the technical reports. In addition, the contractor shall review and provide source data for Time Compliance Technical Orders TCTOs to ensure technical validity Technical Order Research The contractor shall assist the Government with providing logistical and technical expertise in researching TOs and associated data for completeness, correctness, and accuracy and provide recommended changes. The contractor shall assist by researching data to ensure adequate and accurate information is available in the development of technical manual contract requirements (TMCR) documents. This support will entail the attendance at Data Calls and the interpretation of data item requirements by contractor personnel Technical Source Data Packages (SDP) The contractor shall assist the Government with providing logistical and technical expertise with a variety of tasks regarding SDPs. Those tasks include, but are not limited to, review of SDPs and providing recommendations to the Government for acceptance/rejection prior to integration and alignment into existing TOs. The contractor shall determine the effects of each package on existing On-Equipment Maintenance Set (OMMS) data, IETMs, and conventional technical orders to ascertain its impact until the conventional technical orders are rescinded. The contractor shall prepare and maintain a TO Status Log to provide the overall technical manual status of the SOF/PR Fixed Wing weapon systems. The contractor shall prepare a technical report fully documenting recommendations based on the results of studies and analyses required by this TO Status Log Drawings The contractor shall assist the Government with reviewing documents, drawings and engineering technical data generated to resolve deficiencies at system/subsystem levels. The contractor shall prepare written recommendations necessary for TO changes as the result of Government research projects, aircraft modifications, and other items that impact the TOs.

5 Government Furnished Material The contractor shall assist the Government with management of Government Furnished Material (GFM) for all aircraft in repair, overhaul, and modification at contractor facilities. The contractor shall assist the Government by tracking the cost of the GFM for each aircraft to prevent loss of funds Records The contractor shall assist the Government with update and maintenance of documentation/storage records, coordination of destination and shipping mode, development of shipping documents, and coordinating movement, handling and shipping HQ AFSOC Form 5 The contractor shall assist the Government in the preparation of HQ AFSOC Form 5, which identifies aircraft, support equipment, personnel, and any other items required to complete the mod that are needed to support or repair/modify aircraft Authorized Material The contractor shall assist the Government by ensuring only authorized material is ordered to support repair/modification of aircraft Reserved Studies and Analysis The contractor shall assist the Government by providing logistics trade studies, life cycle cost analysis, supportability and budget/cost analysis as requested by the Government. The contractor shall assist the Government in the development/updating of the following, but not limited to, studies and analysis of modification related issues, provisioning lists, Acquisition Category (ACAT) documentation, Program Protection Plans, Life Cycle Management Plans (LCMP), Life Cycle Management System (LCMS), and Risk Management Plans. The contractor shall assist in developing Source of Repair Analysis (SORA), market research, PWS, and/or Statement of Objectives (SOO) Support Equipment Requirements Documents The contractor shall assist the Government by reviewing the aircraft Support Equipment Requirements Documents (SERDS) for accuracy and completeness Aircraft Management and Sustainment The contractor shall assist the Government with the management and sustainment of associated aircraft to include, but not limited to maintenance analysis support, joint depot specification support, supply support, and operational and maintenance (O&M) budgets, and subsequent funding cycles Logistics/Depot Production Liaison The contractor shall provide Programmed Depot Maintenance (PDM) support for AFLCMC/WIUA managed aircraft as a depot maintenance liaison. The contractor shall possess practical experience and complete understanding of a variety of depot tasks to include, but not

6 limited to, PDM work flow, PDM processes, modifications, and organization for C-130 maintenance operations. The contractor shall have working knowledge of the day-to-day issues confronted regularly in a PDM environment and be able to provide recommendations for process improvements and work around. The contractor shall have an understanding of the logistics management techniques required to accomplish installation of TCTOs. The contractor shall have working knowledge of the USAF platform modification infrastructure, thoroughly understand concepts of operational maintenance, readiness and deployment. The contractor shall also be required to provide logistical support which shall include risk management/mitigation planning and analysis for SOF/PR common/unique aircraft modifications. These studies shall include risk and trade-off. Must obtain and maintain a government security clearance at the required level. Must be proficient in the use of Microsoft Office Applications (Outlook, Word, Excel) and other standard (Customer specified) applications. Must be able to transport self to various facility sites, as required. If using own motor vehicle, must possess a valid driver s license and proof of insurance. Physical Skills and Abilities: May require lifting up to 25 pounds. Requires visual acuity to use a keyboard and monitor.
