STAD SHIP TUNNEL Fire Protection & Safety in Tunnels conference 2017 Terje Andreassen, Project Manager Bergen, 20. September 2017
Increased Safety and Improved Navigation for Maritime Transport past Stad peninsula! Increased Safety reduce the risk of accidents at sea! Improved Efficiency reduce waiting time, more efficient transport of people and freight! A shift towards more transport of goods on keel instead of trucks better for the environment, new regional opportunities
Main fairway Voyage in rough weather Alternative fairway through Stad Ship Tunnel
The Stad Sea A Dangerous Voyage? > Underwater topography > Currents and waves > stormy days > More extreme weather
Length: 1700 m. Cross section: 1661 m2. Volume extraction bedrock: Ca. 3 million m3. Equivalent to ca. 8 million tons of blasted rock. Total costs: Ca. 2,7 billion NOK. Construction time: Ca. 3-4 years. Scope and Costs
Operational Concept Capacity: vessels per day 81 % of today s traffic could pass through Relevant vessels: passenger ships, cargo ships and motor driven leisure crafts Systems for safety Monitoring
Traffic Management One-way Queueing system, Exact-time-intervals Pilot Exemption Certificate or Pilot
Technical Feasibility Study A total and functional description of a probable project/enterprise Foundation drilling and seismic studies Geotechnical/geological considerations Marine structures Guiding structure Ventilation and insulation Electrical installation Risk assessment Fire protection Restructuring of public roads Depositing tunnel mass Data-simulated Voyage Ship Model Trails
Filling for c+ 3,0 Parking Turning-place for buses Walkway and safetyfence Terraces and trenching in bedrock Rig area Overbridge structure
Portal in Moldefjorden
A view inside the tunnel
Vessel Traffic Service (VTS) An international service that is managed in Norway by the Norwegian Coastal Administration to improve safety at sea and protect the environment. The VTS centers prevent incidents and accidents by monitoring and regulating ship traffic in defined areas along the Norwegian coast. Established radar sensors, video cameras, meteorological sensors, the Norwegian Coastal Administration's AIS network and AIS satellites, and the SafeSeaNet Norway (SSNN) ship reporting system are important support tools for the VTS centers.
Examining estimated risk Dimension vessel is the coastal steamer MS Midnatsol with capacity of 1000 PAX. The worst case scenario is a fire and total engine and electrical blackout inside the tunnel. The calculated risk of this scenario taking place, is once per one million years, which is fare below the accept criteria.
Worst case scenario workshop Gathered an expert group to explore possible fire causes on board MS Midnatsol. Fire in the engine room Fire in the galley Fire in passenger areas All areas in the ship are divided into firesafe sections, same as in public buildings
How to prevent a fire from occurring on board the vessel inside the tunnel Safety procedures before tunnel entry, similar to existing procedures in narrow waters Cancel entry if any abnormalites are detected Require redundant engine system if PAX > 500?
How to manage an emergency situation inside the tunnel On all passenger ships, the crew are trained to handle passengers in a emergensy situation There are a path on both sides inside the tunnel, which have the capasity to evacuate 1000 PAX Dynamic led lights will show the right direction for evacuation
