3 Introduction Objective of this presentation is: to show the impact that the regional modules approach would have on the EGNOS MRD To start giving some inputs and points of discussion for the Brainstorming session 3

4 EGNOS V3 MRD Services EGNOS V3 Services identified include: Safety-of-life Aviation Safety-of-life Maritime Open Service Timing Service EDAS (EGNOS Data Access Service) NOTAM Proposal Service Different Service Levels (NPA, APV-I, Cat-I (VAL 35/10m)) for: GPS L1 Only (single frequency and single constellation) GPS L1-L5 (dual frequency) GPS/Galileo L1-L5 (dual frequency and dual constellation) Different Service Coverage areas 4

6 Services Implementation in Africa MRD foresees coverage over Africa This is final goal But step by step thanks to the modular implementation Definition of a module should be introduced in MRD Regional modular implementation should be presented Final goal would be to have similar maps than for Europe: 6

7 Module Definition Several definitions have been proposed and a final definition will be prepared on this basis A module is a sub-system of the core EGNOS V3 system. A State or Group of States whitin a given geographical region in Africa with capacity to support EGNOS V3 implementation and operations in compliance with the MRD African requirements States actors and / or organisations acting together, with an agreed upon framework to support EGNOS V3 implementation A group of African Stakeholders acting together, with an agreed upon framework to support EGNOS V3 deployment A Stakeholder or Group of Stakeholders within a given geographical region in Africa working with an agreed upon framework and capacity to support EGNOS V3 deployment and implementation 7

8 Services in Africa MRD foresees the following services over Africa Open Service SoL Aviation SoL Maritime EDAS (LBS, surveying, oil and gas exploration, mapping, construction, tracking)? Timing Service? NOTAM Proposal Service? To be included in MRD for Africa as a basis All services for all modules? Services must be integrated in MRD as such services may be of important use in some modules 8

10 Services Performance in Africa (current MRD) For aviation in Africa SoL Aviation LPV 200 with GPS + GALILEO L1-L5 LPV200 with GPS L1-L5 is not considered Delay in GALILEO programme will impact EGNOS V3 LPV200 availability for civil aviation. APV-I would be however achievable. (will be characterized in current phase B studies) with the foreseen architecture LPV200 is reachable with GPS L1-L5 but with additional ground infrastructure and implementation costs are therefore higher To be included? To include GPS L1-L5 with LPV200 as a target but implementation could be APV-I only Certification costs for moving from GPS L1-L5 to GPS+GAL? System is not certified, but whatever the change a new Safety Case will have to be developed 10

12 Services Performance in Africa (current MRD) SoL Maritime in Africa Navigation in harbour entrances, harbour approaches and coastal waters For Maritime, to be more detailed? to add: Port, restricted waters and Inland waterways In Europe: Harbour entrances, harbour approaches and coastal waters (provided by GPS L1- L5 in Europe) Port, restricted waters and Inland waterways (under study, provided by GPS/Galileo L1-L5 in Europe) RNP values acceptable? (values currently under review at IMO level) Availability: 99,8% Continuity risk: 3x10-4 / 15 min Integrity risk: 10-5 / 3 hours Accuracy requirements (95%): 10 m horizontal (although potentially to be improved up to 1 m) to be added for Port, restricted waters and Inland waterways 12

20 EGNOS V3 in Africa MRD states that The intent is that the EGNOS design is compatible with extensions to Africa as per the table above. Actual implementation will have to be decided and is not covered by the current MRD MRD structure for Africa will depend on EGNOS V3 architecture (included in current European MRD, or dedicated document) Scenario A & B: configuration management costs are transparent for Africa Scenario C: need for a dedicated MRD and configuration management costs will be supported by Africa (important costs) 20
