3 Shutdown Sites Evaluation The purpose of the shutdown sites evaluation is to support planning for removing SNF and GTCC waste from shutdown nuclear power plant sites by collecting and documenting information related to Site inventory Site conditions Near-site transportation infrastructure and experience Identify gaps in information needed to ship SNF and GTCC waste from the shutdown sites Based on the available information, identify options for transporting SNF and GTCC waste from the shutdown sites 3 3

4 Current Status of Shutdown Sites Activities Updated Shutdown Sites Report (SSR) posted on DOE-NE website on 05/28/2015 Two site visits during 2015 Crystal River 02/18-02/19/2015 San Onofre 06/02-06/05/2015 Tribal, Federal Railroad Administration (FRA), State, and State Regional Group (SRG) representatives have now participated in 9 of the shutdown site visits Revised SSR submitted 09/18/2015 Revised SSR includes information from Kewaunee, Crystal River, and San Onofre site visits, and includes Vermont Yankee as a new shutdown site (the 13 th ) Arranging Vermont Yankee site visit, anticipated to occur spring 2016 Incorporating SNF inventory data from GC-859 data base, released 12/08/2015 4

5 When is a site included in the SSR? The shutdown sites included in the SSR are Maine Yankee, Yankee Rowe, Connecticut Yankee, Humboldt Bay, Big Rock Point, Rancho Seco, Trojan, La Crosse, Zion, Crystal River, Kewaunee, San Onofre, and Vermont Yankee These sites have no operating nuclear power reactors at their sites and have also notified the U.S. Nuclear Regulatory Commission (NRC) that their reactors have permanently ceased power operations and that nuclear fuel has been permanently removed from their reactor vessels Shutdown reactors at sites also having operating reactors are not included in the SSR (Dresden-1, Millstone-1, Indian Point-1) As additional nuclear power reactor sites such as Pilgrim, FitzPatrick, and Oyster Creek shut down, these sites will be included in updates to the SSR 5

11 San Onofre Current Conditions San Onofre site visit 06/02-06/05/2015 Also met with San Onofre Community Engagement Panel (CEP), Pacific Sun Railroad (PSR), Bragg Crane, and North County Transit District (NCTD) Three units at San Onofre San Onofre-1, -2, -3 San Onofre-1 ceased operations in 1992 San Onofre-2 and -3 ceased operations in 2013 San Onofre has loaded 51 canisters into NUHOMS horizontal storage modules (HSMs) 17 SNF, 1 GTCC from U1 in 24PT1 canisters 33 SNF from U2 and U3 in 24PT4 canisters San Onofre located on Marine Corps Base Camp Pendleton, providing an additional factor to incorporate into transportation planning San Onofre ISFSI 11

28 San Onofre Transportation Infrastructure Rail Mainline in front of San Onofre is owned by the North County Transit District (NCTD) Amtrak Pacific Surfliner and Metrolink commuter rail service operate over the same track between Orange County and Oceanside, California San Onofre has an onsite rail spur and direct rail access provided by the Pacific Sun Railroad (PSR), which interchanges with the BNSF Railroad at the Stuart Mesa Railyard, about 13 miles south of the San Onofre site Onsite rail spur was used to ship several large turbine shells, turbine rotors, three steam generators (209 tons each), pressurizer (105 tons), and low-level radioactive waste (LLW) during the decommissioning of San Onofre-1 Onsite spur is built with 90 lb. rail and mainline track is track class 5 and is built with 115 lb. rail Because of commuter traffic, freight service (provided by the Pacific Sun Railroad) is limited to 12:00am to 5:00am 28
