The environmental factors, physical and functional demands for this Job Task Analysis were documented by Andersen & Baim Physical Therapy, Inc. The methodology for documentation consisted of on-site visits, using various measuring devices such as dynamometers and scales, as well as observation and interviews with employees and managers. A detailed record was made of the physical and functional demands of the job in terms of force pounds, weight, frequency, height, distance, anthropometric measurements, stamina, and degrees of range of motion. The determination of the frequencies of functional activities are based on standards provided by the National Institute for Occupational Safety and Health (NIOSH) and the Work Practice Guide for Manual Lifting (U.S. Department of Commerce, National Technical Information Service). 2 GENERAL WORK DESCRIPTION: The frequency of the following activities may vary according to the physical requirements of the specific job tasks that the employee may be required to perform at random intervals. Under the general supervision of the department manager, the Application Specialist I,II will perform a broad range of skills spanning both hardware and software. This classification requires experience in supporting specialized application in government or corporate environments as well as technical judgment and initiative in making decisions in accordance with established guidelines. The Application Specialist III perform a broad range of skills in both hardware and software, but with the greater emphasis on applications. ESSENTIAL FUNCIONS SPECIFIC DUTIES Application Specialist I- The Following Reflects the Job Task Functions: Task 1: Develop a strong working knowledge of applications used at the departmental level. Task 2: Provide technical support to end-user staff, including help desk activities and end-user training. Task 3: Assist with application deployments. Task 4: Participate in application installation, configuration, upgrades and maintenance. Task 5: Participate in desktop hardware installation, configuration and maintenance. Task 6: Trouble-shoot end-user problems with desktop PCs, printers and network-connectivity issues. Task 7: Assist with end-users with application problems. Task 8: Assist with end-user training. Task 9: Prepare handbooks, manuals and other training related materials. Task 10:Work independently and/or able to work closely and contribute as a team member on large projects. Task 11: Conducts feasibility studies for possible automation of manual processes. Task 12: Ability to pick up applications completed by someone else and make appropriate changes. /Marginal Task(s) Application Specialist II- ( in addition to the Application Specialist I) The Following Reflects the Job Task Functions: Task 1: Assist with applications analysis, at the workgroup or department level. Task 2: Assist in developing functional specifications used to procure and deploy specialized applications. Task 3: Provide backup support for network administration, configuration and maintenance. 3 Task 5: Plan and implement desktop operating system and application upgrades, patches on a large scale. Task 6: Document technical procedures/diagrams. Task 7: Stay current on emerging application software technologies, as appropriate for the application supported. Application Specialist III- The Following Reflects the Job Task Functions: Task 1: Under general direction, coordinate departmental technology activities to ensure established and accepted standards are met. Task 2: Develop and share a strong working knowledge of applications used at the department or enterprise level. Task 3: May develop and program basic application programs/software on departmental computers. Task 4: Install Windows operating systems and troubleshoot issues with such systems. Task 5: Provide backup administration and maintenance of Local Area Network servers running specialized applications. Task 6: Provide technical support to end-user staff, including help desk activities and end-user training. Task 7: Develop end-user training programs. Task 8: Implement application deployment plans. Task 9: Carry out applications analysis, at the workgroup, department or enterprise level. Task 10: Analyze, evaluate and make recommendations on technology programs and procedures. Task 11: Assist in developing functional specifications used to procure and deploy specialized applications. 4 Required Job-Related Knowledge, Education, Ability or Experience: Application Specialist I, II- ABILITY: 1.) Assist with applications deployment (installation, configuration, testing and transition), support and maintenance. 2.) Transfer knowledge to end-users. 3.) Assist in developing effective presentations. 4.) Possess a sound working knowledge of emerging technologies and applications noted above. 5.) Demonstrate, develop and support a strong commitment to customer service. 6.) Communicate clearly and concisely, both orally and in writing. 7.) Hold and maintain a valid California Driver s License and remain free from repeated moving violations and/or accidents as defined by specific position requirements. Application Specialist III- 1.) Provide leadership skills. 2.) Organize work, establish priorities and meet project schedule integrity. 3.) Develop and implement operating procedures. 4.) Carry out application deployment (installation, configuration, testing and transition), support and maintenance. 5.) May customize new commercial (and in some cases, internally developed) application software. 6.) Design and develop specialized application documentation. 7.) Transfer knowledge and provide direction to other staff. 8.) Carry out effective presentations. 9.) Keep current and maintain a strong knowledge of emerging technologies and applications noted above. 10.) Demonstrate, develop and support a strong commitment to customer service. 11.) Communicate clearly and concisely, both orally and in writing. EDUCATION: Application Specialist I- 1.) One year or more of full-time experience in supporting hardware and/or software in specialized computer applications, OR, 2.) Six months of full-time experience in supporting hardware and/or software in specialized computer applications and 15 units of relevant computer college coursework, or equivalent professionally recognized systems engineering certification, OR, 3.) A Bachelor s degree in a computer related field. Application Specialist II- 1.) Two years of full-time increasingly responsible experience in supporting hardware and/or software in specialized computer applications. No less than 30 units of relevant computer college coursework or equivalent professionally recognized systems engineering certification may be substituted for one year of the required experience, OR, 2.) Two years of relevant experience performing duties comparable to an Application Specialist I. Page 4
5 Application Specialist III- 1.) Equivalent to four years of full-time relevant, increasingly responsible experience in supporting hardware and/or software in specialized computer applications. No less than 30 units of relevant computer college coursework or equivalent professionally recognized systems engineering certification may b substituted for one year of the required experience. KNOWLEGE: Application Specialist I,II- 1.) Desktop applications. 2.) Developing end-user documentation and training materials. Application Specialist III- 1.) Specific application software packages required by the assignment and a general understanding of other software applications. 2.) Procedures for developing and maintaining end-user documentation and training materials, including the use of presentation tools. 3.) Effective organizational, communications, and cross functional skills EXPERIENCE/QUALIFICATIONS: 1.) Successful completion of a post-offer, pre-placement physical abilities test. All employees within the Application Specialist I,II,IIIr position are required to provide physical assistance for all weight and frequency requirement needs of all job tasks in order to maintain a safe work environment. Employees must be physically capable of working in any of the job tasks within the Application Specialist I,II,III position. Variables to overhead reaching will be the employee s height and anthropometric reach. 7) OVERHEAD REACH: MAXIMUM FREQUENCY: Seldom Comments: Overhead reach is performed to a maximum height of 84 inches when adjusting and moving controls (e.g. reach for control switches, buttons, knobs; plug/unplug wire, cable, cords). A ladder (appropriate height) or step stool may be utilized to bring items to eye or shoulder level. Variables to overhead reaching will be the employee s height and anthropometric reach. 8) FORWARD REACH: MAXIMUM FREQUENCY: Frequent Comments: Forward reach is performed to a distance of 28 inches when manipulating, retrieving, returning, storing, adjusting, moving, and/or transporting product, equipment, controls and supplies (e.g. reach lateral or forward for desk top support work; push/pull; lift/carry; office work; build/break down computer components; replace computer components; computer diagnostic evaluation). The degree of elbow extension required for reaching will vary according to the employee s anthropometric reach. 9) STOOP: MAXIMUM FREQUENCY: Occasional Comments: Stooping is performed when manipulating, retrieving, returning, storing, adjusting, moving, and/or transporting product, equipment, controls and supplies (e.g. stoop for desk top support work; push/pull; lift/carry; office work; build/break down computer components; replace computer components; computer diagnostic evaluation). Variable to stooping will be the employee's height. Stooping of the head, trunk and knees can be minimized or avoided by substituting alternate positions of squatting, kneeling or bending when performing job tasks. 10) SQUAT: (Unloaded) Page 9

Maximum forward trunk flexion required is 60 degrees.
