2 Cargo Safety Sub-Group Update (1/8) Background Recent discussions by various expert groups have highlighted that risks posed by the transport of cargo by air may not be sufficiently mitigated because of: Inadequate or missing information provided to operators for conducting effective risk assessments lack of guidance for the operators on conducting risk assessments. In particular, the carriage of lithium batteries as cargo has been identified as a major safety concern. The prohibition/limitations on the carriage of lithium-ion batteries as cargo should be considered temporary until the risks are adequately controlled. Accordingly, a new Job card FLTOPSP related to the mitigation of risks posed by the carriage of cargo by air was approved by ANC in June The CSSG is created in October 2017 to complete this task The CSSG is a cross-discipline group, led by the FLTOPS/P, and comprised of FLTOPSP, DGP and AIRP members

4 Cargo Safety Sub-Group Update (3/8) Activities As of today (July 19 th ), all the work has been conducted through Web Meetings The work of the CSSG was kicked-off on Feb. 28 th, members attended 6 other Web Meetings have been conducted: Meeting 2 on 21 st March 2017 (14 members attended) Meeting 3 on 13 th April 2017 (13 members attended) Meeting 4 on 5 th May 2017 (12 members attended) Meeting 5 on 23 rd May 2017 (10 members attended) Meeting 6 on 12 th June 2017 (14 members attended) Meeting 7 on 29 th June 2017 (11 members attended) Next Web Meeting 8 is scheduled on July 26 th, 2017
5 Cargo Safety Sub-Group Update (4/8) Activities Meetings 1 to 3 have been dedicated to: Review and finalization of Terms of References Applicability of helicopters agreed as out of scope for the CSSG. HSG will integrate the dangerous goods provisions included in Chapter 14 of Annex 6, Part I into Part 3 as necessary, as part of its work in the harmonization of Annex 6 Issues related to Weight and Balance were confirmed to be out of the scope of work of CSSG Presentations from subject matter experts on: The conduct of Risk Assessments, by KLM Airlines Cargo compartment fire protection certification standards, by ICCAIA The Safe Transport of Dangerous Goods by Air, by ICAO Agree on scope of work, tasks and associated priorities/tasking, and way forward As an outcome, the CSSG Secretary provided a draft of the proposed amendments to Annex 6 that reflect the first task defined in the Terms of Reference, namely to introduce a requirement for operators to conduct safety risk assessments on the carriage of cargo. Meeting 4 to 7 have been dedicated to review of the proposed update to Chapter 14 of Annex 6
6 Cargo Safety Sub-Group Update (5/8) Proposed amendment to Annex 6 Chapter 14 (initial draft) CHAPTER 14. CARGO SAFETY 14.1 GENERAL The operator shall conduct a safety risk assessment on the carriage of cargo in aircraft engaged in commercial air transport operations. The safety risk assessment shall include at least the: capabilities of the operator; type of operation (i.e. passenger, cargo); overall capability of the aeroplane and its systems (e.g. cargo compartment fire suppression capabilities); containment characteristics of loading containers; specific hazards and safety risks associated with cargo to be transported either alone or in combination; packing, packaging, and quantity of any dangerous goods; and composition and properties of any dangerous goods transported.
7 Cargo Safety Sub-Group Update (6/8) Current draft has significantly evolved and is split in 3 main sections: Section 14.x to request that the AFM (or other relevant manual) includes a description of «the elements of the aeroplane design associated with cargo compartment fire protection, and a summary of the demonstrated standards that were considered in the process of aeroplane certification. Section 14.xx to request that the Operator establishes policy and procedures for the safe carriage of cargo, and in particular that these procedures include adequate consideration of possible fire event involving and/or caused by the cargo to be transported. The goal is to ensure that the fire can be detected and sufficiently suppressed or contained by the elements of the aeroplane design associated with cargo compartment fire protection, until the aeroplane makes a safe landing. Section 14.xx.y to allow approval, based on a safety risk assessment demonstrating that an equivalent level of safety is maintained, of operations involving the carriage of items that may, in the event of a fire, result in a fire that was not considered in the certification of the aeroplane cargo compartment fire protection.
8 Cargo Safety Sub-Group Update (7/8) Guidance material will be proposed to support each of these sections, and in particular Guidance related to Section 14.x should provide information on the elements of cargo compartment fire protection and associated demonstrated standards Guidance related to Section 14.xx.y should provide information on the elements of the specific safety risk assessment to be conducted (see draft list below) :. specific hazards associated with the properties of the contents of the cargo to be transported alone or with other cargo, including the properties of any dangerous goods; capabilities of the operator; type of operation (i.e. passenger, cargo); overall capability of the aeroplane and its systems (e.g. cargo compartment fire suppression capabilities); containment characteristics of loading containers (e.g. unit load devices); packing, packaging, and quantity of cargo; and specific mitigation measures
9 Cargo Safety Sub-Group Update (8/8) Next Steps / Way forward Finalize the proposed amendments of Chapter 14 of Annex 6 Target: have the final draft ready for next FLTOPS/panel meeting (4 th QTR2017) Develop associated guidance material as per the work packages allocated amongst CSSG members
