9 Supporting state-of-the-art technologies for Danube IWT Pro Danube supports the initiatives and developments in the field of information and communication technologies that can make Danube navigation more competitive and predictable. 11 INDanube Centre for Innovation Transfer INDanube is part of an international network of three European Innovation Centres covering Germany, France and the Danube region which are forming the cooperation platform called EIBIP - European Inland Barging Innovation Platform and they support the innovation uptake by the inland waterway sector on the TEN-T Core Network. Objectives collecting & managing all relevant technical and economic information on innovation related to IWT deliver critical mass & economies of scale with view to bringing (technological) innovation to real market circumstances by: (1) uniting technology suppliers, investors and (end)users; (2) raising their common interest by further aligning shared objectives; (3) implementing pilot innovation projects in the most promising areas of innovation as defined. 22 Investments on the Artificial Island in Constanta Port Execute the preparatory infrastructure works to transform the artificial island and the neighboring shoreline into a multi-modal platform for hydro-carbons in the southern part of Constanta Port. Parties involved in the project Constanta Maritime Port Administration XTANK REFINING SA & investors Works foreseen 50 ha of land will be levelled & compacted to ensure the basis for new transport infrastructure; Newly built road infrastructure on the island and on shore; New railway system: 3,75 km on shore connected to the road network; Capital dredging works; 2 newly built berths for sea-going vessels of up to DWT; 630 m-quay line; Works for setting up the underwater cables and pipelines to connect the island to the shoreline; Ferry-boat connection (newly built mooring area & concrete platform, purchase of the ferry boat). 23 Upgrade of the Danube fairway to provide more efficient access to the maritime Danube Ports in Romania Project objectives: to investigate into the pro and cons of upgrading the fairway of the maritime Danube which shall enable bigger and consequently more efficient vessels to reach the maritime Danube ports of Galati, Braila and Tulcea to provide facts and figures for a decision on the project on regional and national level to provide an indicative roadmap for decision makers how to implement the project in order to gain a maximum of economic growth in the region in line with the requirements of environmental protection Implementation Period: Estimated investment: approx. 2 M Euro Funding Source: Operational Programme for Large Infrastructure in Romania POIM Pro Danube s Role:Consultancy project application preparation & submission The project will take into account previous studies: Strategic Development Programme for Galati Port DABSEA - Danube Black Sea connection of European and Asian economy, a step for substantial growth of the Black Sea Basin Feasibility study for the multimodal terminal in Galati Port 23

28 Objectives of the project Improve administrative procedures and reduce bureaucratic processes as well as related charges and fees for IWT on Danube and navigable tributaries Cooperate with public authorities to develop and implement simplified administrative procedures and processes Reduce time losses and costs caused by unnecessary administrative regulations and processes for Danube businesses Eliminate/Reduce red tape and abuse of administrative power Strengthen the competitive position of companies, support economic growth and the creation of jobs in the region by increased efficient public administration Introduce stakeholder consultation procedures and processes in legal and regulatory acts of public administration relevant for IWT Harmonize regulations and administrative processes for transport and transhipment operations ( Same River-Same Rules concept) 28 Project co-funded by European Union Funds (ERDF, IPA)

29 Thematic areas (1/2) Procedures and processes of the following national authorities will be analyzed and monitored: Border Police and Tax & Customs authorities *) Navigation authorities (traffic control authorities) Port authorities (Harbor master) /administrations Waterway and Canal administrations Other authorities (such as Health Control, Disaster Management, Law Enforcement/Water Police, etc.) which impose administrative barriers to the movement of inland vessels and the transportation and transshipment of goods on the river and in the ports *) the PA1A/EUSDR technical secretariat via donau has recently carried out an investigation on border and customs procedures and processes and has developed a model process for border crossings.
