5 General goal The B2MoS Ac)on is an innovajve study which takes the form of pilot acjons principally aimed at preparing and adap)ng business communi)es and port authori)es systems to the requirements of Direc)ve 2010/65/EU, providing interoperable electronic documents and messages (ie. electronic sea waybill) intending to boost the efficiency of door-to-door MoS supply chains, facilita)ng intra-community trade and increasing European territorial cohesion. 5

21 I1: Trade facilitation with ultraperipheral regions 21
22 Trade facilita?on measures between the Spanish Peninsula and the Canary Islands The Spanish Tax Agency aware of the addijonal difficuljes in this ultra-periphery region signed an agreement in 2005 with the Canaries Tax Agency to consjtute a Customs Single Window (VEXCAN) for both agencies. On February 2014, they announced the introducjon of measures to simplify the formalijes linked to e-commerce and freight exchanges. The parjcular measures presented in Fall 2014 to simplify procedures being introduced are: The exempjon of lodging the SAD for forwarding freight exchanges of less than 3,000 value and in those shipments exchanged where there is not any transfer in the ownership of goods: The use of a commercial invoice with the menjon T2LF will be used instead of the forwarding SAD and when the introducjon SAD is presented a desjnajon a TVA exempjon cerjficate will be available in the customs website. The exempjon of lodging the SAD for forwarding goods from Canary Islands not only for shipments to Spain but to the rest of Europe, jointly with the possibility to present a T2LF document through the e-t2l system. The possibility that a simplified SAD for introducjon of goods is used by cijzens and SMEs; and The possibility that a seller or its customs broker presents the SAD for introducjon of goods, paying all the taxes, minimizing the addijonal costs of the buyer when acquiring the goods. 22
23 Ini?a?ve 1 OBJECTIVES: Design new processes to automate the documentary customs obligajons with ultra-peripheral regions by sharing informajon among different business stakeholders, PCS and customs systems to decrease the quanjty of formalijes and declarajons, the data to fill in, the Jme to compile the data, the errors introduced in the documents submiied and avoid to submit the same informajon twice. PROTOTYPES:! PROTOTYPE 1. Customs@Stream by Contenosa Prototype and pilot new shipping carrier informajon systems to improve management documentajon processes required by the customs authorijes for shipments between the Spanish peninsula and the Canary Islands.! PROTOTYPE 2. Business to trade with ultra-peripheral region Prototype and pilot measures to automate the management of informajon in the trade flows between different ports in the Spanish peninsula and the Canary Islands in order to improve the efficiency and reduce errors.! PROTOTYPE 3. Trade facilita?on with ultra-peripheral regions Prototype and pilot the applicability of the legislajve simplificajons of flows with Canary Island to the case of Valenciaport. 23

25 Ini?a?ve 11 OBJECTIVES: Reduce the Jme required for Customs physical inspecjons Ensure full traceability of the inspecjon process Improve the coordinajon of the different authorijes and bodies inspecjng the cargo PROTOTYPES:! PROTOTYPE 1. Prototype 1. Port Authority of Barcelona (APB) and PORTIC APB and PORTIC have prototyped a mobile applicajon for tablets to speed-up the inspecjons Jmes for customs brokers as well as have provided with real Jme tracking informajon during all the process.! PROTOTYPE 2. Prototype 2. MCP MCP prototype provides extended or stand-alone support opjons for the provision of real-jme informajon exchange in support of other tasks or the execujon of related funcjonal transacjons either without affecjng or complementary to the provision of other services in the port environment.! PROTOTYPE 3. Prototype 3. Port Authority of Valencia (APV) and Fundación Valenciaport In Valencia, the current administrajve process concerning container inspecjons at the Border InspecJon Point (BIP) has been re-engineered to improve traffic management and operajons of all parjes involved. An appointment system at the BIP has been prototyped and tested by APV and Fundación Valenciaport involving several external companies. 25
