1 Appendix C: Space Allocation & Calculation Guidelines Introduction Work Space Design The suggested space guidelines represented in this section establish the basis for the square footage projections and allocations. Each sketch illustrates typical office spaces, open plan work stations (modular), specialized equipment, or support spaces that are repetitive in nature and used in multiple applications in a department. It is important to note that while these office space standards show possibilities for actual work space size or furniture placement, it is not the intention of the graphics to dictate the final room sizes, shapes or furniture arrangements. The representative sketches are merely to identify the required square footage allocations and to act as guidelines for future departmental space planning needs. This update includes suggestions to address common challenges inherent in the design of space within existing buildings. Care should be taken to address issues like: mobility access, HIPPA, HR related material, light glare on the PC monitors and similar issues. Staffing Categories The staff categories identified in this report is based on existing job descriptions and function as of July 1, Specific circumstances are taken into consideration when categorizing job titles, like: additional space required by a plan checker to accommodate a table large enough to roll out a set of building plans. As future space planning is implemented, departmental needs may require individual consideration in figuring actual space sizes. Guidelines for Work Space Areas The spaces illustrated in this section could be slightly larger or smaller in order to accommodate unusual space shapes dictated by building configuration or other uncontrollable physical characteristics of existing structures. The recommended areas are intended to be used as planning guidelines for the use indicated. Standard office furniture might also affect the size of the spaces slightly in Positions 1 through 4. 2 functions. Again, the illustrations are merely representing suggestions for the amount of square footage needed for those support spaces. Not every support space that is needed will be illustrated. Some of the illustrated spaces could be used for purposes other than those stated on the illustrations. The table below indicates the station sizes used to calculate the Space Assessments in each department. For purposes of space calculation in this report, the average area is used and is represented in the last column in the table below. Each of the agencies listed below were asked to provide their space assignment reports, copies of these reports are available at the County Architects Office for review. The Measurement of Space It is not uncommon for an area calculated from the building plans to differ from what is measured on site. It is also not uncommon for a space to be measured differently by two individuals. The calculation for an area, resulting from a site measurement by an occupant, is deemed accurate if a re-measurement gives a result with a variance of two-percent (2%) or less. To assist in a systematic methodology for the measurement of spaces, the Building Owners and Managers Association International (BOMA) in collaboration with American National Standards Institute (ANSI) have developed a measurement methodology (ANSI/BOMA Z ). The first such Standard was developmed in 191 and has been updated over the years as improvements in building technology have improved. The County of Santa Barbara, General Services Facility Services has adopted the BOMA Standard in the measurement of county-owned facilities. The basic idea is that those involved in the measurement of space allocation for whatever reason need to be using the same methodology so as to insure that measurements are consistant. This helps to reduce confusion and conflict over differing measurements. The most common elements missed during site measurements are: elevators, mechanical chases, cooridors, restrooms, storage room and similar spaces that may not be in the immediate area of the office or space being measured. These support or common areas contribute to the overall area allocated to an occupant. 4 Space Allocation The following examples are intended to help the reader understand what type of space is assigned to staff as it relates to space planning. The purpose of these guidelines is to provide a basis for estimating the area in square feet needed to carry out a certain function within county government. The general rule is to have as few assignable area types as possible to eliminate what would become an endless study in various combinations. Of the agencies questioned, most, if not all, provided not more than six workstation types. We have based our guidelines upon six basic assignable area types. In addition to space for staff to conduct their function, support space guidelines have also been developed. These include conference rooms, libraries, copier area, etc. Position types 1 though 3 are best when modular furniture are used. The exception to this is the largest allocation of Position 3, which could be within the walls of a private office. When combining position types in a modular furniture layout, additional space can result when a single panel is used between multiple stations. With the revision of the American with Disabilities Act of 1991, there are considerations to the allocation of space to address the changes. Rather than attempt to indicate all the possible impacts of these changes, departments which undertake a remodel, reconfiguration or reorganization of their office space shall work with the County Architect to insure that ADA and other code related issues are address in their project. In the graphics to the right, the Net Staff Area is represented either individually by the workstation or by the clumulative area of all workstations (A, B and C.) 14 Meeting Rooms Meeting rooms range from videoconference and interview rooms up to large classrooms and conference rooms. Their size is determined by their function.
