1 Development of Policies of e-freight transport for a friendly environment transport system and a competitive business sector INTERREG EUROPE Brokerage Session 15 th April 2015
2 Who we are Regional Government of Extremadura. Regional Ministry for Development, Housing, Planning and Tourism. Is a regional administration regularly involved in policy and administrative activities related to Development, Housing, Planning and Tourism. The main services provided in Transport System are: - Territorial Information System of Extremadura ( - The Spatial Data Infrastructure of Extremadura ( - Dissemination and download of the current urban planning. - Processing of administrative files for urban and regional planning. - Processing of files for urban rating. - Registration files of urbanism and spatial planning. - Network of permanent GNSS stations of Extremadura. Its main Regional Strategy in Logistic, Transport and Infrastructure has been awarded in 2014 as the Best Multimodal Logistic Initiative in Spain by the National Ministry. It aims to completely fight bottlenecks in transport issues and promote a low-carbon transport. Experience in Interreg: - INTERREG SUDOE E4R Project Proyecto E4R - Estudio Prospectivo del Sistema Urbano del Sudoeste Europeo, cofinanced by the INTERREG II C Programme European Southwest Operational Programme/ Continental Diagonal, 1999/ Elaboración de una guía de recomendaciones para una mejor gestión del agua en las regiones de la Diagonal Continental, cofinanced by the INTERREG II C Programme European Southwest Operational Programme/ Continental Diagonal, Patrimonio Natural y Cultural. 3 What our idea is 4 - Supporting the shift towards a low-carbon economy in all sectors. Investment Priority 4(e: Improve the implementation of regional development policies and programmes, in particular programmes for Investment for Growth and Jobs and, where relevant, ETC programmes, addressing the transition to a low-carbon economy. State of the Art and solutions According to the EU by 2030, 30% of inland freight transport covering distances of over 300 kilometers should be carried by rail, inland or sea transport. A pan-fluid transport goods accessible and user-oriented further internalize the external costs requires a new European multimodal information system, management and payment, and that includes efficient interfaces between networks of long-distance mobility and urban. Achieving a better European transport system will contribute to more efficient use of these will improve the lives of citizens and contribute to a healthier environment. In this regard ICT can help redefine the demand in our energy-dependent economy, reducing energy consumption and consequently CO2 emissions, particularly in transport, logistics and public sector. With regard to rail transport, optimizing management and network interoperability will improve the efficiency of infrastructure and facilitate cross-border transactions. Thus the idea is to develop in the EU, a framework for cooperation and information systems and comprehensive coverage based on communication between vehicles and between them and the infrastructure. The activities to be included in this cooperation framework should also support the development of the vision of e-freight transport as a paperless process in which electronic information flows, services and payments are linked to physical flows of goods for all modes of transport. Also programming is a major contributor to delays, congestion, pollution and high operating costs. For them it would be of interest converge in the interest of many ports and transport operators to study how to improve routing and scheduling your freight. The activity thus ensure business efficiency and to rely heavily on the cooperation between shipping lines, ports, transport and railway undertakings, deposits and final customers.
4 What our idea is 4 - Supporting the shift towards a low-carbon economy in all sectors. Investment Priority 4(e: Improve the implementation of regional development policies and programmes, in particular programmes for Investment for Growth and Jobs and, where relevant, ETC programmes, addressing the transition to a low-carbon economy. Regional Strategies on Logistic Infrastructure and Transport - Extremadura This strategy is becoming palpable with investments of over 30 million euros to start work on the first phase of the Logistics Platform of Badajoz and rail connections. The logistics platform will rely on three main railway lines: the new high performance rail corridor Madrid- Cáceres-Badajoz already under construction (Atlantic corridor), the current line of Puertollano to Badajoz (Central Corridor), and the new line of goods Sines-Évora-Caia, announced by Portugal and whose construction will start soon. The implementation of these infrastructures is vital for the economic development of Extremadura, and by extension, of Portugal, since the entry of goods from the Panama Canal, that the extension will be a finished in 2017, places Portugal and Extremadura as a major node logistics for its strategic location, becoming a gateway to the EU for much of the volume of goods from America. Therefore, the Luso- Extremadura collaboration will be essential to achieve objectives whose aim and benefit both parties. Extremadura towards their schedule has included as a priority Plan of the Government the Competitiveness Project: logistic and transport infrastructure, through which it will develop the Logistic Platform of the southwest Europe, framed in ERDF Investment for Growth and Jobs and in the Regional Funding Budgets. Given the proximity of the set up of these Business Areas of multimodal exchange of goods, and based on the obvious needs of our regional the rail network, the Regional Government is driving the optimization of freight traffic on the network and wants a low environmental impact of these new systems. Many other EU member states are already working with the launch of online management tools supporting the development of the vision of e-freight transport as a paperless process in which electronic information flows, services and payments are linked to physical flows of goods for all modes of transport. Extremadura needs to complete its Transport Infrastructure Policy with tools not only based in construction or infrastructures but also in Innovation and New Technologies. This is the reason why they would like to exchange points of view with other EUR Regions to include activities and actions regarding this thematic. The Regional Ministry aims to design and implement an innovative tool (software platform) around its Extremadura productive sector exporter, carrying the smallest unit of sale - container - the smallest unit of sale - Train - positioning it in Iberian ports and railway junctions. And over all try to introduce these kind of Actions in a Common Stategic Plan for European Partners.
5 Whom we are looking for We are looking for public institutions responsible for policy design and implementation of ERDF in Transport Low carbon economy and ICT Tools. Role searched: Partner or Leader Especially: - Institutions affording good practices in EU funds application in PPP and other financial instruments, due to proven experiences. - Institutions issued from the regions integrated in the Atlantic Corridor and integrated in the Central Corridor. - Institutions with no experience but with current transport regional investment plans. - Plataforma Logistica del Suroeste Europeo
