2 Request for Information: Multi-beam Bathymetric Survey System The purpose of this document is to specify the needs of the Chesapeake Bay Bridge and Tunnel District to acquire new hydrographic survey equipment, specifically designed for the use of monitoring the scour around the 4,700+ concrete pilings of the facility, on an annual basis. The District is requesting information from hydrographic equipment suppliers and manufactures on the availability of equipment that can meet the survey needs of the District. The same information will be gathered from different companies and will be used to evaluate suppliers with which we will follow up with a solicitation. Taylor Engineering Technician (757) rtaylor@cbbt.com Facility Information: The Bridge-Tunnel is a four-lane 17.6 mile-long vehicular toll crossing of the lower Chesapeake Bay. The facility carries US 13, the main north-south highway on Virginia s Eastern Shore, and provides the only direct link between Virginia s Eastern Shore and south Hampton Roads, Virginia. The crossing consists of a series of low-level trestles interrupted by two approximately one-milelong tunnels beneath Thimble Shoals and Chesapeake navigation channels. The manmade islands, each approximately 5.25 acres in size, are located at each end of the two tunnels. There are also high level bridges over two other navigation channels: North Channel Bridge and Fisherman Inlet. 3 Current Procedure for Collecting Data: The District is currently utilizing an Innerspace Model No. 944 Echo sounder, without the use of a post processing software package. This echo sounder is currently being used in two manners - first parallel to the bridge trestles and then perpendicular to the bridge trestles in the areas determined to have excessive scour. Parallel runs are used for the initial collection of data, and are conducted by running the boat along each side (east and west) of the trestles, while keeping the transducer approximately 5 feet from the piles. In areas determined by the parallel runs to have significant or excessive scour, we then conduct surveys at a perpendicular orientation to the trestles, on both the north and south sides of the affected piles. Once all data is collected, it is then manually labeled, interpreted, and plotted in Excel to identify the level of scour at each pile location. This is an extremely labor intensive, and time consuming process. The District would like to upgrade and automate a large portion of this data collection and processing. The piles are then manually labeled for location reference. The red line indicates the Acceptable Scour Depth (ASD) designated by the Districts consulting Engineers. Data is collected for approximately 150 feet east and west from the center of each bent. Request for Information: Hydrographic Survey Equipment Page 3
4 Statement of Need: The District is currently seeking a comprehensive hydrographic survey system with all necessary components to allow for data capture, analysis, and reporting on an annual basis, the desires for each of these parameters are as follows: General System Setup: The District will be acquiring a bare boat to be outfitted with the appropriate hardware to allow for extensive, accurate, and repeatable hydrographic surveying of the bay/ocean bottom with the intent of monitoring scour around the piles of bridge. The District is requesting information regarding the installation, calibration, and training for this hardware. Hardware should have the capability of compensating for tidal variations as well as wave height variations. It will be necessary to have a real time view of data as it is collected in the field. The bridge facility consists of a north bound span and a south bound span, separated on average by 250 of open water. It is expected that for each span of the bridge, no more than 2 parallel passes should be required, one on the east side of the each span, and one on the west side of each span. These 2 parallel runs should capture the required data to create a clear image of the complete bay bottom under the corresponding span, identifying the state of scour around each pile location. Post Processing & Reporting: The most important aspect of the post processing reporting should be the ability to include a template of the bridge spans in the survey imagery, indicating the depth and location of each pile with great accuracy. It is expected that this will be accomplished with the implementation of a GPS/Navigation system that is integrated to work with the survey equipment. For example, as each bent is passed with the survey vessel, the hydrographic equipment will recognize the location of the bent, and record the resulting data that corresponds with each bent location. Furthermore, the District requires the ability to compare this data on a year-to-year basis, in order to monitor scour over time with great precision (+/- 6 ). Request for Information In conclusion, the District is seeking a viable solution to the surveying requirements as described above. In order to accurately define our equipment needs, and their associated budgetary requirements, the District is seeking advisement on several key elements that will assist in identifying a comprehensive package to meet our surveying needs. Will this system need to be mounted on our vessel by a third party, or will installation services be provided by your organization? Apart from the echo sounder, transducer, rigging, wiring, etc., what other hardware will be required for field data collection? Will you provide this hardware or will it need to be purchased from a 3 rd party? Will a laptop computer or other similar device be needed in the field, and if so, what are the minimum vs. preferred specifications of this equipment? Will you provide this equipment or will it need to be purchased from a 3 rd party? What, if any, additional power sources will be required of the survey vessel? 6 (3)Processing & Reporting Describe the software to be used for processing captured survey data, and its capability to interface with other 3 rd party software (e.g., Auto CAD, MicroStation, etc.) for additional analyzation. What reporting format(s) can be generated from the post processing software? Describe license requirements and options for analyzation software (e.g., single user, multiuser, server based, etc.). Describe the computer requirements (e.g., operating system, processor, memory, hard drive capacity, etc.) necessary for processing the captured survey data in an efficient manner. The ability to compare data over a time period of several years will be mandatory. Please provide both the minimum and preferred requirements. (4)Training What initial, on-site training options are available? To what extent will this training include equipment set-up, calibration, field collection, post-processing, etc.? Once initial training is complete, what options are available for annual or periodical training? (5)Warranty Please provide information regarding available warranty plans and post-installation support and their respective terms. What is the typical procedure for calibration of the data collection hardware? Is this conducted on a monthly, annual, or per use basis?
