10 Towards a Transforming Economy Exiting the crisis through greening the economy and towards a low-carbon path requires transforming jobs, occupational profiles and business operations in ways yet quite uncertain so new skills are required not just for innovation and competitiveness but also for adjusting to climate change policies and regulations. Adapting labour markets to this new economic environment requires strengthening education and training systems and supporting skills development activities both at the industry and public sector levels. 10

15 Challenges for a Green Jobs Transition Global Focus: technological innovation, green skills & eco-development, recreation, green energy, circular economy but need to emphasize: Skills, training and entrepreneurship as pillars of development and local development transition; Training as a pathway to high skills equilibrium; SMEs as key to the transition to a low-carbon economy; Green knowledge, green human capital; Global eco-innovation networks; Boosting the green value-chain capabilities of local business. 15
