1 KEMPTVILLE CAMPUS EDUCATION & COMMUNITY HUB JOB DESCRIPTION JOB TITLE: Facilities Manager DATE: April 2019 LOCATION: Kemptville Campus Education & Community Hub APPROVED BY: NFP Board REPORTS TO: Executive Director EFFECTIVE DATE: April 2019 Position Summary: The Facilities Manager is responsible for maintaining the buildings, roadways, walkways, trails and all lands belonging to the Kemptville Campus Education & Community Hub. Accordingly, the Facilities Manager is responsible for managing operations, coordinating maintenance and repairs, overseeing contractors and maintenance suppliers as well as prioritising building assessment and producing a campus-wide long-term capital plan. Position Qualifications: Post-Secondary education in the fields of a building maintenance, building operations or building construction, or equivalent required Minimum five (5) years experience in Facilities Management required, preferably in a multi-tenant, mixed use setting (long-term leases and shortterm rentals) Thorough understanding of building operations, maintenance, repair, and HVAC operation and maintenance Superior customer service, interpersonal and conflict resolution skills combined with excellent written and oral communication Demonstrated experience in staff hiring, supervision, training, evaluation and staff deployment combined with human relations abilities such as listening, assessing, team building Computer literacy in a Microsoft environment and demonstrated experience with computer maintenance management software (CMMS, Angus or similar), database management and other relevant software Demonstrated experience in financial management including preparing budgets, procurement and cost monitoring processes Thorough knowledge and understanding of the workplace health and safety legislation, the Occupational Health and Safety Act including WHMIS training Strong team and leadership abilities 1

2 Proven project management skills Knowledge of policies, procedures, by-laws and all applicable legislation Standard First Aid and Level C CPR certification required, or willingness to obtain Physically fit to perform the essential duties of the job Valid and in good standing Class G Driver s License Valid and satisfactory Police Records Check with Vulnerable Sector Search Position Description: Human Resources: Day-to-day supervision of staff including planning, scheduling, work distribution, follow up and monitoring Hires, trains, disciplines, dismisses, evaluates all facilities staff (full and parttime) pursuant to the approved Human Resources policy Ensures compliance with approved health and safety policies and procedures and any other applicable legislation relating to workplace health and safety Operational Planning: Assists with the development of the campus master plan Develops and updates building assessment plans Develops and updates the multi-year capital plans Manages special projects, including capital projects relating to facilities Prepares tenders and requests for proposals such as for janitorial services, security, grounds, snow removal, waste management, pest control, fire and intrusion alarms and monitoring, HVAC, information technology, and audio visual technology and after-hours on-call services Operations: Develops, recommends and implements facilities operating and capital budgets, including on-going monitoring of such budgets and takes corrective actions, as necessary Arranges and provides services relating to programming, maintenance, bookings/contracts for all campus facilities 2

3 Manages resources for maintaining facilities and establishes systems for preventative maintenance to equipment and facilities, energy efficiencies, security, accessibility and quality assurance, aiming for full compliance with all health and safety policies and legislation Ensures that proper risk management programs and systems are in place Ensures that all facilities are in compliance with the Building Code, Fire Code and any other building-related legislation Regularly meets with tenants and partners to ensure their facility management concerns are addressed Works with user groups to ensure excellent customer service and ensure they meet all campus expectations, including compliance with approved policies and procedures Prepares reports for the Executive Director and the NFP Board of Directors relating to facilities management Reviews all incident reports in accordance with the Occupational Health & Safety Act and other relevant policies and procedures Attends Community Hub meetings as required Performs other duties relevant to the position as assigned Facilities: Coordinates and plans maintenance programs that are to be executed by subcontractors, to maintain high levels of condition and appearance of all infrastructures and facilities (i.e. buildings, roads, walkways, trails and parking lots) Monitors and inspects contractor services Purchases necessary supplies and equipment to maintain facilities, roads and parking lots Performs scheduled inspections of facilities, ensuring that standards are met Maintains accurate records and maintains an inventory of materials and equipment Coordinates with Infrastructure Ontario/CBRE to ensure repairs are carried out Provides oversight and functional guidance to facilitate janitorial contractors and staff deployment 3

4 Vendors & Suppliers: Initiates procurement processes for all facilities purchases and contracts, reviews and makes recommendations Verifies invoices for payment Obtains price quotations for equipment, furniture, supplies, and services Recommends and prioritizes projects for minor capital expenditures Directs the enforcement of parking policies and regulations Reviews the security guard s daily reports, ensures assignments are met and are accomplished. Ensures all buildings are accessible daily. Ensures that the security systems function properly and that alarms are responded to appropriately Organizes and maintains key control system, and security alarm systems by assigning codes for the security system and maintains files of authorized personnel Maintenance & Repairs of Equipment: Ensures campus pool vehicles are serviced (as per schedules), repaired, cleaned and supplied with appropriate safety equipment (i.e. fire extinguishers, first aid kits) and that vehicle safety inspections are carried out as per Community Hub policies Coordinates the scheduling of preventative maintenance agreements for cafeteria equipment, security systems and monitors the work performed Ensures audio visual equipment is cleaned, maintained and available for staff, tenants and rental clients Fire, Health & Safety Procedures: Facilitates fire drills with the local fire department for staff, tenants and rental clients Prepares evacuation plans and posts in the appropriate locations in all buildings Ensures that fire suppression equipment is functioning properly and checked monthly Short-Term Rentals & Events: Assists with special events/short-term rentals, to ensure that rental clients requirements are met: cleaning, set-up, take down and audio-visual equipment (pre-test of video conferencing equipment) Ensures that staffing requirements are met for clients 4

5 WORKING CONDITIONS & PHYSICAL REQUIREMENTS Based on a 40 hour work week. Regular office hours are Monday to Friday 7:30 am to 4:30 pm Ability to facilitate a response to after hour emergencies Office / team environment plus continuous oversight over campus facilities for maintenance and inspections Position required to carry a campus-issued cell phone for the proper discharge of duties Ability to lift and move objects under 50 pounds Attend meetings, and training as required.
