2 TH Research Framework Programme was adopted December, 2006 THE 7 TH under the legislative co-decision procedure (Article 251) of the EC Treaty. It brings together, through the partnership of Council, Parliament and Commission, the interests of the European Union, its Member States and its citizens in a unique and tangible way to create the legislative basis for our common future.

6 Theme 2 KBBE R A T I O N A L E How life-sciences and biotech research could contribute to the Lisbon objectives on economic growth, employment, sustainable development? Knowledge-Based Bio-Economy (KBBE) where food and feed, and industrial goods such as fuels, plastics, chemicals, lubricants, pharmaceuticals, are produced in a more sophisticated and environmental friendly manner by incorporating life sciences and biotechnology innovations. These new products as bio-fuels, green chemicals, bio-plastic industrial enzymes, biopharmaceuticals etc. are also referred to as eco-efficient bio-products
7 Theme 2 KBBE - O B J E C T I V E S Build a European Knowledge-Based Bio- Economy (KBBE) by bringing together all stakeholders to develop the basis for new eco-efficient and competitive biobased products Respond to social and economic challenges: High quality food and sustainable food production Food-related disorders (cardiovascular, obesity ) Infectious animal diseases and zoo-noses Sustainable agriculture/fishery and climate change Clean biomaterials from renewable bioresources Support other EU policies such as CAP, CFP, Forest Strategy, Animal Health, Environment, Energy, Development and Trade Policies Respond quickly to emerging research needs Support the coordination of National Research Programmes - ERA-NETS 4 Fs: Food, Fiber, Fuel and Feed
8 Theme 2 and Work Programmes The Commission within the Work Program defines the priorities for the calls for proposals to be launched each year. The priorities are faithful to the FP7 Framework Programme and Specific Programme decisions and in line with the main European research policy priorities. 13 FP7 - KBBE & SMEs, which ones? The Research intensive SMEs: end-users of new technologies (breeding companies, SMEs or agricultural cooperatives involved in the production, packaging or control of food or feed, etc); technology providers, engineering/software companies It is expected that SMEs are involved in all relevant research projects that aim to support the competitiveness of European industries. technology-based biotechnology companies, green or white biotechnology.
14 FP7- KBBE & SMEs, why? Medium/long term vision: it is a 7 year programme Significative commitment: 285 Mio to be spent on SMEs research Strong support: up to 75% of total R&D costs for research and up to 100% for management and training Optimal protection: IPR rules particularly attentive to SMEs needs Facilitated burocracy: reduced need for financial checks and bank guarantees
15 FP7 - KBBE & Gender issues Participation of women Equal representation of women and men at all levels is encouraged. Gender aspects have a particular relevance to Theme 2 as risk factors, biological mechanisms, behaviour, causes, consequences, management and communication of diet related disease and disorders may differ in men and women. Applicants should systematically address whether, and in what sense, sex and gender are relevant in the objectives and in the methodology of projects.
16 FP7 - KBBE & Dissemination Within Theme 2, a number of topics specifically address knowledge transfer, consortia should propose appropriate measures to increase the use of results by industry, policy makers and society. Innovation-related aspects need to be clearly addressed and action plans should be presented. These should show the optimal use of project results and would be considered an integral task of each project.
17 FP7 - KBBE & Cultural aspects Civil Society Organizations, experts in ethics, law, economy and social sciences are encouraged to participate actively in research projects. Trans-disciplinary collaboration should ensure that due account is taken of the ethical and societal concerns.
18 FP7 - Funding schemes Collaborative Projects (CP): support for research projects carried out by consortia with participants from different countries, aimed at developing new knowledge, new technology, products, demonstration activities or common resources for research. Networks of Excellence (NOE): support for a joint program of activities implemented by a number of research organisations, integrating their activities in a given field, and carried out by research teams in the framework of longer-term cooperation. Coordination & Support Actions (CSA) - : support for activities aimed at coordinating or supporting research activities and policies, such as networking, exchanges, trans-national access to research infrastructures, studies, and conferences.

29 FP7 Theme 2, International Cooperation Rules for participation in FP7 Opening to all Activities Within all projects - Third Countries are additional partners: min 3 independent legal entities from three different Member States or Associated countries. Within SICA - Third Countries are mandatory partners: min 4 independent legal entities = 2 from two different Member States or Associated countries + 2 from two different International Cooperation Partner Countries. 30 FP7 KBBE & International Cooperation with Russia Coordinated co-funded projects The EC and the Russian Federal Agency for Science and Innovation will fund two EU-Russia research projects for Plantproduced vaccines and Molecular modelling for rational design of industrial enzymes. The Russian partners will be funded by the Russian Federal Agency for Science and Innovation. Proposals will be evaluated within the peer-review evaluation system of the European Commission and following the criteria of FP7, with the participation of Russian evaluators.
