2 1.0 PURPOSE AND SCOPE Contract Proposal Appendix A - Specifications This specification defines the minimum requirements for structural firefighter personal protective equipment (PPE) providing limited protection as defined by NFPA 1971, Standard on Protective Ensemble for Structural Fire Fighting, Latest Edition. In the absence of comment on a particular point, industry standard practice shall be presumed to prevail. Every exception to specifications must be clearly spelled out at the time of bid. 2.0 UNITS OF MEASURE Current NFPA standards applicable to this product specification express values for measurement requirements in SI (metric-based) units, followed by US (inch-pound) approximate equivalents in parentheses. For the convenience of the Fire Department, this product specification reverses the order and presents the more familiar US approximation first, followed by the SI requirement in parentheses. 3.0 CERTIFICATION The manufacturer must certify that the garments proposed in its bid meet or exceed all requirements of NFPA The manufacturer must also list and label this product with Underwriters Laboratories Inc. (UL) or Safety Equipment Institute (SEI), as the third party certification organization prescribed in NFPA All certification testing and test preconditioning must have been performed by an ISO certified laboratory. UL, SEI or a UL Authorized Client Test Data Program laboratory will fulfill this requirement. The manufacturer shall be registered to ISO 9001, Quality Management Systems Requirements, WARRANTY The turnout gear manufacturer must provide a five-year warranty against defects in seams and workmanship with the bid package. In addition, a five-year warranty on the proposed outer shell, moisture barrier, and thermal liner shall also be included in the bid package, and any warranty information shall be included with the bid proposal. 5.0 PRODUCT COUNTRY OF ORIGIN For liability reasons, garments must be manufactured in the United States of America by companies with their assets and incorporation within the United States of America. 6.0 LABELING REQUIREMENTS Labels shall be permanently and integrally printed onto materials that meet all the requirements for labels of NFPA The garment shall be clearly labeled to fully identify the material content of all three layers: outer shell, moisture barrier and thermal liner. In addition, each separable outer shell component shall be labeled in an obvious location including the size, date of manufacturer and an individualized serial number and bar code that matches the corresponding garment liner. 3 7.0 CARE INSTRUCTIONS Contract Proposal Appendix A - Specifications The manufacturer shall provide a user information guide for the garments, which complies with user information requirements of NFPA Topics shall include, but not necessarily be limited to: pre-use information, preparation for use, inspection frequency and details, don/doff, use consistent with NFPA 1500, maintenance and cleaning, and retirement and disposal criteria and considerations. This document shall be packaged with each garment along with a specification summary sheet describing garment custom options, sizing and production details. This written information shall be in complete compliance with NFPA 1971 requirements, and shall reference same. 8.0 SHIPPING REQUIREMENTS The manufacturer shall provide orders for emergency situations (chemical contamination, natural disasters, acts of terrorism, etc.) and recruit classes of 100 sets or less in 30 day intervals, after all sizing has been received by the manufacturer. Any order for 100 sets or more shall be provided in 45 days or less, after all sizing has been received by the manufacturer. Any delays in meeting this requirement will cause a 2% additional fee of the individual order. 9.0 TRACEABILITY PROGRAM The manufacturer shall have in place a computer maintained traceability program that provides for the assignment of a production control number to each garment. The traceability program must be capable of tracing the garment through production, from the bolts of cloth used in all three layers of the garment composite construction, to the assignment of the garment to the individual firefighter. This production control number shall be visibly located on the garment label and on other protected areas of garment PATENT CONSIDERATIONS The Bidder, without exception, shall indemnify and save harmless the City and its employees from liability of any nature and kind, including cost and expenses for or on account of any copyrighted, patented or un-patented invention, process, or article manufactured or used in the performance of the contract, including its use by the City. If the Bidder uses any design, device, or materials covered by letters, patent or copyright, it is mutually agreed and understood without exception that the bid prices shall include all royalties or costs arising from the use of such design, device, or materials in any way involved in the work SIZING To ensure a perfect fit, sizing shall be determined by actual measurements taken of the personnel by a trained measurement specialist and sizing try-on gear. A plan for the sizing of the personnel should be in place and implemented within 30 days of any turnout gear order. Garments shall be available in custom sizing as follows: coat chest in 2-inch (5.1 cm) increments, coat sleeve in 0.5-inch (1.3 cm) increments, coat back length in 1-inch (2.5 cm) increments, pant waist in 2-inch (5.1 cm) increments and pant inseam in 1-inch (2.5 cm) increments. A full range of women s sizing, on women s patterns, must also be available. Each sleeve and inseam length shall provide 100% gradation from shoulder to wrist and from hip to ankle, to provide proper fit for individual arm and leg lengths. Pattern tailoring to custom-fit neck, bicep, hip/seat and thigh circumferences must also be provided at no additional charge. Neither Page 3 of 16

4 Small-Medium-Large-Extra Large sizing nor women s garments cut to men s patterning are considered acceptable, since proper fit facilitates mobility and minimizes stress SELF-BINDING Liner and moisture barrier shall be stitched together and turned, then topstitched, to create a self-binding edge. The extra bulk of separate binding material is specifically prohibited THREAD All thread used in structural seams shall be Nomex of minimum Tex size T-90 and shall feature black thread STITCH METHODS 14.2 MAJOR A & B SEAMS Except for the collar Major A seam, which is single-needle lock stitched three times, all Major A & B seams (as defined by NFPA 1971) shall be double stitched, double feld throughout all three layers (outer shell, moisture barrier and thermal liner), and shall be made with Nomex thread, minimum Tex size T-90. Also, all moisture barrier seams shall be tape-sealed to meet all requirements of the NFPA 1971 Liquid Penetration Resistance Test MINOR SEAMS Most Minor seams, such as storm shields and mated hems, shall also be stitched with the specified Nomex thread 14.4 POCKETS Flat garment pockets shall be stitched with the specified Nomex thread. 3-Dimensional pocketing shall feature these same construction details, but the reinforced single stitch Seam Type LSd-1 may be substituted for LSd TRIM Trim shall be stitched with the specified Nomex thread POCKETS All pockets and flaps shall be reinforced at the top corners with bar tack stitching. All pockets shall be fully lined with an extra layer of 3 rd party certified NFPA compliant 8.0 oz. 100% Kevlar material for extra durability. All pockets shall be equipped with two drainage grommets and shall have a means of closure. All lower edges of the pocket flaps shall be constructed with the outer shell folded around two layers of 3/8 Kevlar rope to create a rigid rolled lower edge to make gripping easier. Page 4 of 16

5 16.0 TAILORED GRADING OF GARMENT LININGS All garment layers shall be graduated in size to fit within each other in the overall composite without causing bunching or binding when the garment is worn POINTS OF STRESS All points of stress shall be reinforced with sturdy bartacks. Rivets are not acceptable because of their potential for rust and electrical or heat conduction ASSET TRACKING SERVICES The manufacturer shall provide a Windows-compatible software program for the tracking of care, cleaning and maintenance of the Department s PPE. This tracking program shall meet or exceed all record-keeping requirements of standard NFPA 1851, Standard on Selection, Care, and Maintenance of Structural Fire Fighting Protective Ensembles, Latest Edition Labels on each separable part of the garment shall include a standard style interleaved 2 of 5 barcode containing (at a minimum) an individualized serial number for asset tracking purposes. The manufacturer must provide onsite or internet training to Department personnel who are involved with the daily use of tracking program. The tracking program must be provided to the Department at no additional cost REPAIRS AND ALTERATION SUPPORT The manufacturer shall furnish, free of charge, reasonable quantities of NFPA 1971-certified thread, materials and other supplies to allow the Department to manage its own ongoing internal maintenance efforts. Also, the manufacturer shall provide on call at no charge, during normal business hours, a liaison for the repair Department to assist the Fire Department on a telephone consultation basis, on all maintenance or repair questions that might arise. Additionally, when the Department or the Department s selected verified independent service provider cannot perform the repairs for any reason, the manufacturer shall agree to expedite, on its own cost-only basis, all repairs that must be performed at the manufacturer s plant over the life of the contract BREATHABILITY R E Q U I R E M E N T Excluding where required by NFPA standard, necessary for functionality, or specifically called out in the custom option sections, all materials fabrics and reinforcements used in the construction of the garments shall be breathable and all moisture barrier material must be as specified in the Materials Section. The breathability requirement includes but is not limited to: collar, chinstrap, storm shield, fly, water wells, front coat facings, and reinforcement cushioning where applicable. Areas where non-breathability is allowed (absent Custom Option specifications): trim or other items placed externally on the arms that might need extra material to pass NFPA required Stored Energy Testing, hook and loop fastening, hardware or hardware backing, and pocket linings where used exterior to the outer shell. 6 21.0 CONDUCTIVE AND COMPRESSIVE HEAT RESISTANCE (CCHR) Using breathable materials as outlined in the section titled Breathability Requirement, there shall be: A minimum area of 4 x 4 (10.2 cm x 10.2 cm) at the shoulders that provide a minimum of 25 CCHR at 2 psi. with a minimum 6 x 6 (15.2 cm x 15.2 cm) area at the knees that provide 25 CCHR at 8 psi. In all three of these compression areas at least a portion of the protective area shall be made from high temperature fiber based materials sewn to the thermal liner on the inside of the liner toward the moisture barrier SEAM PROTECTION AT CUFFS At the coat and pant cuff Major A seams, the reflective trim shall stop just before the folding of the full feld seam and for additional abrasion protection be covered by a sewn on strip of Arashield material laid on top of the Major A seam and covering each end of the trim APPLICABLE DOCUMENTS The following standards in their active versions on the date of invitation for bid shall form a part of this specification to the extent specified herein. STANDARD TITLE ASTM D 6193 Latest Edition S t a n d a r d Practice for Stitches and Seams NFPA 1500, Latest Edition NFPA 1851, Latest Edition NFPA 1971, Latest Edition Standard on Fire Department Occupational Safety and Health Program Standard on Selection, Care, and Maintenance of Structural Fire Fighting Protective Ensembles Standard on Protective Ensemble for Structural Fire Fighting 24.0 EXCEPTIONS TO PRODUCT SPECIFICATIONS The Fire Department has sole right to determine if any exceptions to the product specifications are acceptable and/or equivalent to the given product specifications. The Fire Department reserves the right to request a sample garment from manufacturer as part of bidder s proposal. Page 6 of 16

7 COAT To avoid liability and interface problems, coats and pants shall be procured from the same manufacturer DESIGN CONCEPT (STYLING) The standard coat design shall be a 32 or 35 straight hemmed coat and provide continuous and unbroken moisture barrier and thermal liner protection from the collar seam to m a x i m u m of 2 from the hem. Each coat length shall be determined by each individual s torso length to provide the coat-to-pant interface as defined by NFPA Coat design must interface properly with standard waist high bunker pants PATTERNING CONCEPT Garments shall feature a tailored three-piece body (with one-piece back) and one-piece, set-in sleeve construction throughout the outer shell, moisture barrier and thermal liner layers. Onepiece garment body (either all layers or some layers) will not be considered acceptable since they cannot be tailored to hard-to-fit personnel. To facilitate individual tailoring needs, the major A & B seams joining the one-piece back to the right and the left front body panels (outer shell and all interior layers) shall be located at the most lateral position when the coat is laid flat for inspection DRAG RESCUE DEVICE (DRD) Manufacturer shall supply an NFPA required and certified Drag Rescue Device with each coat. Each strap will be properly labeled with the chest size(s) the Rescue Strap is designed to fit. Rescue Strap shall be designed in a fashion that it functionally provides a dynamic and articulated action and to eliminate excess strapping material hanging down the back when installed between the garment s liner and outer shell. The device shall be constructed using two components: a 1.75 (4.45 cm) Kevlar webbing grab handle; and a free-floating loop of 3/8 Kevlar rope to go around each of the wearer s arms/shoulder. The grab loop shall extend upward and pass through a tunnel of outer shell and pass out through a reinforced clean finished slit in the coat outer shell just below the center rear of the collar seam. The protruding grab loop shall then fold back down and be stored by hook and loop fastener. The end of the grab loop shall be covered with an outer shell flap sewn below the collar and held in place with hook & loop fastener to reduce the chances of snagging the grab loop by accident. The Grab Handle shall be constructed of soft and pliable Kevlar webbing meeting the following specifications: Description Width Thickness 100% Kevlar Double Plain Weave 1.75 (4.45 dm) 0.064" ± 0.010" (.163 cm ±.0254 cm) Page 7 of 16

8 Tensile 5,000 lb. minimum (22.24 kn) To facilitate comfort and safety the free-floating loop shall be constructed of soft and pliable Kevlar rope meeting the following specifications: Description Width Thickness Tensile 100% Kevlar Tubular Plain Weave - Natural.375 (.95 cm) 0.144" ± 0.005" (.366 cm ±.013 cm) 3500 lb. minimum (15.57 kn) Rescue Strap shall be sewn with Kevlar thread. The outside flap shall have 2" red/orange Reflexite Brilliance strip of trim for better visibility LINER ATTACHMENT The completed liner-moisture barrier assembly shall attach by means of four (4) evenly spaced glove snaps to each outer shell front facing to reduce weight, bulk and stiffness. To provide continuous moisture and pathogen protection at the front, the liner shall be positioned so it is sandwiched between the coat front facing and a breathable pathogen shield. Liner sleeves shall be attached at the cuff by means of snaps on two (2) sets of Arashield tabbing per liner cuff. Attachments shall be color coded to prevent twisting of the liner sleeves in the shell sleeves. To provide continuous moisture protection and pathogen protection at the neck, the liner shall be positioned so that it is sandwiched between an outer-facing pathogen shield and an inside facing of black Nomex material. Attachment at the neck shall be by means of four (4) glove snaps that penetrate only the layer of the black Nomex attachment strip facing towards the liner, so that metal contact at a wearer s neckline is completely eliminated COAT CERTIFICATION LABEL ON LINER The coat certification label on the liner shall be affixed to the inside right body panel of the liner in a fashion to provide an inside liner pocket COAT CERTIFICATION LABEL ON SHELL The coat label on the shell shall be affixed in a conspicuous location once the liner is removed COLLAR The collar shall be of layered construction, consisting of a layer of waterproof moisture barrier and a layer of NFPA 1971-certified insulating material, sandwiched between two (2) layers of specified outer shell material. Collars shall be 3 inches (7.6 cm) high. The design shall incorporate in its patterning a natural contour that will allow proper fit and performance in the standing (upright) or stowed position. There shall be no vertical or horizontal seams or stitching in the body of the collar. The left and Page 8 of 16

9 right outside of the collar shall have a sewn piece of 2-inch x 3-inch (5.0-cm x 7.6-cm) hook fastener tape for closure-to-collar interface. Each collar shall be graded to individual coat sizes STORM FLAP AND COAT CLOSURE The front T-Closure system shall consist of a storm flap measuring 6 ¼" wide. The storm flap shall have an integrated extension at the top insuring that there is no gap in protection. The storm flap extension shall be a contoured continuation of the storm flap and constructed of two layers of specified outer shell sandwiching a layer of specified moisture barrier and a layer of specified thermal liner. The ply of moisture barrier shall not be pre-cut and shall be of the same type of moisture barrier as the rest of the coat for continuous protection throughout. The storm flap extension shall measure not less than 11-½" wide by 3" high. The storm flap extension shall be secured to the collar, and shall be adjustable in the horizontal and vertical planes, by means of a 2" x 2" strip of loop fastener attached to the inside of each wing of the storm flap extension. The storm flap extension right wing shall have a 2" x 1" strip of hook fastener sewn to the inside so that the storm flap extension left wing may be folded under and attached to the strip of hook fastener on the right wing in the stowed position. A 2" by 3" strip of hook fastener shall be sewn to each side of the collar for attachment and adjustment of the storm flap extension throat protector. For added functionality, two additional snaps, vertical to one another, shall be located on the bottom and top of the right interface of the storm flap extension throat protector and collar. The positive coat closure shall be by means of four (4) hook and dee rings riveted to the coat and covered by a 6¼ storm flap. There shall be an additional snap located between each of the four (4) hook and dee rings, for a total of 3 snaps. The hooks and dee rings shall be reinforced with leather. The storm flap shall cover the positive closure system and shall be secured in the closed position with a continuous 2 wide strip of hook fastener on the left side of the coat body and a continuous 2 wide strip of loop fastener on the underside of the storm flap. The leading edges of the hook and loop fastener on the storm flap shall be double lock-stitched. The same side of the storm flap which is sewn to the body of the coat shall be attached to the body of the coat by means of a 6.5 strip of hook and loop closure from the bottom of the flap finished with a bartack where the stitching attaches remainder of storm flap to coat. The underside of the storm flap shall have a horizontal mic tab bartacked to the single layer of outer shell aligned with the upper most snap on the closure system. The mic tab shall have excess length that will allow the remote mic of the deparment s radio to pass through HANG-UP LOOP An 80-pound (36.3 kg) tear strength hang-up loop shall be provided at the interior collar seam. The loop shall be constructed of triple layers of the specified outer shell material, lockstitched to the coat. Webbing is not acceptable SLEEVES The sleeves shall be individually graded by coat size and sleeve length. For maximum freedom, the sleeve design shall feature extra full cut one-piece set-in sleeves with built-in bellows. To reduce the chances of possible top seam failure in that high thermal exposure area, the sleeve Major seams shall follow the underside of the arm and shall not cross over the outside of the elbow joint. Sleeve seam and sleeve attachment to coat body in all layers shall be 100% double feld and double stitched for maximum strength. Page 9 of 16

10 35.0 INNER WRISTLET & WATERWELL Every coat shall feature a minimum 4.5-inch (11.4-cm) long, double-layer knit inner wristlet protected by a flame-resistant and moisture-resistant inner waterwell. The inner wristlet shall be sewn to the thermal liner sleeve end (not to the outer shell). The specified moisture barrier shall form an inner waterwell with an elastic gather sewn to the moisture barrier sleeve end. The inner wristlet shall be constructed with a minimum 1.75" diameter thumb hole recessed 1- ½" from the leading edge. The wristlet shall be constructed of Kevlar/Nomex material EXTERNAL WRISTLET Every coat shall feature a 2.5-inch (6.4 cm) long knit outer wristlet, which shall be mounted to the end of each outer shell sleeve to prevent liquid and debris movement up the sleeve between the outer shell and the moisture barrier/ thermal liner assembly. The wristlet shall be constructed of Kevlar/Nomex wristlet material FRONT CLOSURE PROTECTIVE OVERLAP Two-inch-wide (5.1 cm-wide) panels of specified breathable moisture/ pathogen barrier and specified thermal liner materials shall be provided at coat front closure facings to preclude any type of break in the protective envelope. The entire circumference of a closed coat shall consist of specified shell, moisture barrier and thermal liner materials. An additional layer of specified breathable moisture/ pathogen barrier material shall be sewn between the 2-inch-wide (5.1 cm-wide) panels and outer shell coat body for the entire length of coat front in a fashion to prevent liquid entry during the NFPA 1971 Whole Garment Liquid Penetration Test COMPOSITE MATERIALS The specifier has determined the ONLY acceptable combination of materials. Any substitution of materials shall be grounds for immediate disqualification of bid without further consideration. OUTER SHELL Outer shell shall be PBI Max designed in a lightweight, 7 oz. twill weave. Outer shell shall be constructed with 70% PBI/Kevlar spun yarns and 30% 600 denier Kevlar filament yarns. A DuPont Teflon F-PPE durable fuel/chemical/water repellent finish shall be applied to the outer shell and water absorption must be less than 8% after 5 washes. Fabric must be made in the U.S.A. PBI containing fabrics with trap tear strength under 80 lbs. are not acceptable (as tested by UL according to NFPA and ASTM test method requirements). Dyed fabrics must use Solution or Producer Dyed fiber. THERMAL LINING Thermal liner shall be Glide with PBI G2, with a total weight of 6.8 ounces per square yard. Page 10 of 16

11 Thermal liner shall be constructed with a Glide face cloth designed with a lightweight, 3.6 oz./sq.yd twill weave and shall be constructed with 60% DuPont Kevlar filament and 40% DuPont Nomex /Lenzing FR spun yarns. The Glide face cloth shall be quilted to 2-layers of PBI/Aramid spunlace; one-layer of spunlace shall weigh 1.4 oz. and the other layer shall weigh 1.8 oz. MOISTURE BARRIER Moisture barrier shall be Stedair Gold. The Stedair Gold moisture barrier material shall be a 5.2 ounce per square yard two-layer laminate comprised of an enhanced component membrane and 2.8 ounce per square yard woven pajama check substrate. The Substrate shall be a blend of PBI, Kevlar and Nomex. The enhanced Bicomponent membrane shall be comprised of an expanded PTFE (polytetrafluoroethylene i.e.: Teflon ) matrix having a continuous hydrophilic (water-loving) and oliophobic (oil-hating) coating that is impregnated into the matrix. The moisture barrier shall meet and exceed all requirements of NFPA edition, which includes water penetration resistance, viral penetration resistance, and common chemical penetration resistance and provides excellent total heat loss (THL) and thermal protective performance (TPP) RETRO-REFLECTIVE FLUORESCENT TRIM The trim shall be lock-stitched to the coat using stitch type 301 at the edge of the trim. For additional abrasion protection at wristlet, the back trim is covered by a sewn on strip of Arashield laid on top of the Major A seam. The trim type shall consist of 3 inch wide lime two-toned Reflexite Brilliance. The trim shall be configured in the following manner. NFPA Combo pattern consisting of: - 1 band around forearm of each coat sleeve - 1 horizontal band around entire circumference of the chest - 1 horizontal band around entire circumference of the coat hem - 2 vertical bands on the back 40.0 POCKETS There shall be two cargo pockets on the coat, 10" x 10" with a 2" deep bellow and with a 10.5" wide flap. The flap shall be secured by one piece of hook fastener locked-stitched on the pocket and three 1.5" x 4" loop fastener locked-stitched vertically on the flap for adjustment. The bottom 5 of the pocket shall be constructed with Black Arashield. The right coat pocket shall contain a Kevlar pocket divider placed 3.5 from the front of the pocket. The right coat pocket flap shall be separated into two pieces 3.75 from the front edge of the flap. The right coat front pocket flap shall be constructed with a 1.0 x 2.0 antenna notch cut-out at the front-rear corner closest to the storm flap. Pockets shall be fully line with Kevlar with upper exterior ply constructed of outershell with a seam located in the center of pocket height. The lower external portion of the pocket shall be compromised of black Arashield. Page 11 of 16

12 41.0 FLAG An embroidered US flag made of Nomex shall be placed on the left sleeve HOOD/LINER ATTACHMENT A 1.5 x 5 piece of loop tape shall be sewn to the thermal liner in the neck area, placed horizontally, 1 below the finished liner edge INTEGRATED MICROPHONE CORD PROTECTION The coat shall incorporate an integrated protective cover to protect the mic cord from thermal damage LINER INSPECTION PORT The coat shall have an inspection port to permit visual inspection of the moisture barrier film and thermal liner batting without the need to undo seams. The inspection port shall consist of an opening in the thermal liner hem, closed with 5/8 hook and loop fastener tape. The opening shall have a minimal opening of 20" EXTENDED DEAD AIR The coat s composite shall have additional thermal enhancement in the shoulders, upper back (4 down from crest of shoulders), upper chest (4 down from crest of shoulder) and extending down the outside of the upper arm and tops of the forearms. The CCHR rating in this area shall not be less than 35 wet and 43 dry. When requested the manufacturer must provide ISO certified lab results and samples of designs they intend to submit. Design shall use three layers of one-inch wide, nine ounce Aramid attached side-by-side and spaced 2.25-unches on-deadcenter. Design shall not inhibit moisture vapor transmission. Comfort and flexibility of the system shall be used by trained Fire Department personnel to determine the design s acceptability SLEEVE CUFF REINFORCEMENTS The sleeve ends shall be reinforced at the cuffs with a 2" wide band (minimum 3/4" finished to the exterior) of leather (split cow-hide), lock-stitched to the cuff. The color of the reinforcement shall be Black MIC TABS The front right and left chest microphone loops shall be 1" x 3 long, constructed of specified outer shell material and shall be installed with bartacks. One microphone loop shall be sewn to the left chest. The mic tab shall be on an approximate angle of 40 o to accommodate the SCBA strap. One horizontal microphone loop shall be sewn to the right chest, placed 1 over from sewn edge of shield. Page 12 of 16

13 48.0 LINER RETENTION TABS Contract Proposal Appendix A - Specifications Three loops constructed of Nomex webbing shall be located on the outershell side seams and in the center of the back, 1 ½ from the bottom of the interior hem. The male and female snap parts shall both be located on Nomex webbing that is sandwiched in the moisture barrier and thermal liner at the hem seam. To insure the bottom of the liner does not retract, the Nomex webbing with snaps shall be fed through the corresponding loop on outer shell and snapped. Page 13 of 16

14 PANTS To avoid liability and interface problems, coats and pants shall be procured from the same manufacturer PATTERNING CONCEPT Garments shall feature a tailored four-piece body plus a one-piece, over-sized crotch diamond pattern in the specified outer shell, moisture barrier and thermal liner SUSPENDERS The pants shall be equipped with super-heavy-duty removable suspenders. These suspenders shall consist of 2" wide red cotton webbing, and a 2" wide by 8" long piece of elastic strapping shall form an "H" at the back of the suspenders. The suspenders shall be attached to the front and the back of the pants by four (4) single layer 2 wide elastic straps assembled at each of the four (4) circular connectors located at the ends of the front and back of the suspender. At each end of the elastic straps, male and female snaps are installed to attach the suspender to the pant. The design shall then provide (4) loops attached to the waist of the pant with bar tacks. The suspender elastic straps shall be threaded through the loops on the pants from the interior to the exterior finished with the snaps facing outward. The suspenders shall be adjustable by means of 2" wide slider buckles at the front of the suspenders LINER ATTACHMENT The moisture barrier and thermal liner assembly shall be attached to the outer shell at the waistband with seven (7) evenly-spaced snaps. Pant leg liners shall be attached at the outer shell leg cuff by means of snaps on two (2) sets of Arashield tabbing per leg opening. The attachment points shall be reinforced and located in the center front and center back of the leg panels. Attachments shall be color coded to prevent twisting of the liner leg in the shell leg PANT CERTIFICATION LABEL ON LINER The pant certification label on the liner shall be affixed to the inner left hip area of the liner PANT CERTIFICATION LABEL ON SHELL The pant label on the shell shall be affixed to the facing at the fly PANT CLOSURE Pants shall have a 2" (5.1 cm) fly with a hook and dee primary closure, and a 1.5 (3.8 cm) hook and loop secondary closure. The pant fly shall also include a zipper closure. Page 14 of 16

15 55.0 FLY FRONT The outer shell fly shall be lock stitched to the left side of the front opening and shall be in proportion to waist size and crotch rise in both length and width. Fly inner lining shall extend at least 2 inches (5.1 cm) to the left of the outer shell fly attachment seam and shall be constructed of certified breathable moisture barrier and thermal liner. The right front pant opening shall have an internal facing extending at least 2 inches (5.1 cm) to the right and constructed of specified fabric. In combination with the liner, the system shall offer 360-degree protection without gaps during movement of the specified outer shell, moisture barrier and thermal liner. Secondary closure shall be by means of a minimum 1.5-inch-wide (3.8-cm-wide) hook and loop fastener, and all construction techniques used shall provide liquid penetration protection under the NFPA 1971 Whole Garment Liquid Penetration Test. The fly shall be graded to the waist size of garments and crotch rise. The fly shall also include a zipper closure system COMPOSITE MATERIALS The specifier has determined the ONLY acceptable combination of materials. Any substitution of materials shall be grounds for immediate disqualification of bid without further consideration. OUTER SHELL Outer shell shall be PBI Max designed in a lightweight, 7 oz. twill weave. Outer shell shall be constructed with 70% PBI/Kevlar spun yarns and 30% 600 denier Kevlar filament yarns. A DuPont Teflon F-PPE durable fuel/chemical/water repellent finish shall be applied to the outer shell and water absorption must be less than 8% after 5 washes. Fabric must be made in the U.S.A. PBI containing fabrics with trap tear strength under 80 lbs. are not acceptable (as tested by UL according to NFPA and ASTM test method requirements). Dyed fabrics must use Solution or Producer Dyed fiber. THERMAL LINING Thermal liner shall be Glide with PBI G2, with a total weight of 6.8 ounces per square yard. Thermal liner shall be constructed with a Glide face cloth designed with a lightweight, 3.6 oz./sq.yd twill weave and shall be constructed with 60% DuPont Kevlar filament and 40% DuPont Nomex /Lenzing FR spun yarns. The Glide face cloth shall be quilted to 2-layers of PBI/Aramid spunlace; one-layer of spunlace shall weigh 1.4 oz. and the other layer shall weigh 1.8 oz. MOISTURE BARRIER Moisture barrier shall be Stedair Gold. The Stedair Gold moisture barrier material shall be a 5.2 ounce per square yard two-layer laminate comprised of an enhanced bicomponent membrane and 2.8 ounce per square yard woven pajama check substrate. The Substrate shall be a blend of PBI, Kevlar and Nomex. The enhanced Bicomponent membrane shall be comprised of an expanded PTFE (polytetrafluoroethylene i.e.: Teflon ) matrix having a continuous hydrophilic (water-loving) and oliophobic (oil-hating) coating that is impregnated into the matrix. The moisture barrier shall meet and exceed all requirements of NFPA edition, which includes water penetration resistance, viral penetration resistance, and common chemical penetration resistance and provides excellent total heat loss (THL) and thermal protective performance (TPP). 16 57.0 POCKETS Pant pockets shall be 10 x 10 semi-bellow, sewn flat at the front. The 10.5 wide pocket flap shall be secured by two square pieces of hook fastener locked-stitched on the pocket and two 1.5" x 4.5 loop fastener locked-stitched vertically on the flap for adjustment. Pockets shall be fully line with Kevlar with upper exterior ply constructed of outershell with a seam located in the center of pocket height. The lower external portion of the pocket shall be compromised of black Arashield LINER INSPECTION PORT The pant liner shall have an inspection port to permit visual inspection of the moisture barrier film and thermal liner batting without the need to undo seams. The inspection port shall consist of an opening around the fly, closed with 5/8 hook and loop fastener tape. The opening shall have a minimum opening of 15" RETRO-REFLECTIVE FLUORESCENT TRIM A single band of trim shall be lock-stitched to the pant around the lower pant leg using stitch type 301 at the edge of the trim. For additional abrasion protection, the trim at the inseam is covered by a sewn on strip of Arashield laid on top of the Major A seam. The trim type shall consist of 3 inch wide lime two-toned Reflexite Brilliance PANT CUFF REINFORCEMENT The bottom of the pant legs shall both be reinforced at the cuffs with a 2" wide band (minimum 3/4" finished to the exterior) of leather (split cow-hide), lock-stitched to the cuff. The color of the reinforcement shall be Black KNEE PROTECTION The knee area shall be provided with increased thermal protection consisting of one (1) layer of Black Arashield covering multiple layers of 9.0-ounce, Aramid batt insulating and cushioning material. These knees shall consist of 9 horizontal corrugations down the center to allow for ease of bending while still providing an extra high level of protection. At the sides of each pad vertical corrugations of specified outer shell material will allow the knee pad to wrap around the cylindrical shape of the leg. Pads shall measure approximately 13" high by 9" wide, and sewn onto the knee area of the outer shell TAKE UP STRAPS Each side of the pant shall incorporate two adjustable straps. Each strap shall be constructed of the specified outer shell material, and utilize a polymer buckle that locks the strap in place when adjusted. The maximum extension shall be 6, with a minimum of 2.
