It can refer t chsing HL7 standards, and/r incrprating HL7 standards int the "utside wrld" (external t HL7) (e.g. RFPs, strategies, specificatins, sftware) HL7's rle and value prpsitin in the verarching standards landscape has been clarified Descriptin: HL7 must wrk clsely with natinal (fr example, ONC, US TAG t ISO, NHS, Infway, NEHTA), internatinal (fr example, ISO JIC, IHE, IHTSDO), and ther cmplementary (such as. NQF, CIHI) stakehlder grups s as t ensure a cmplete interperability slutin including implementatin guides. HL7's rle, and HL7's relatinship t these ther rganizatins, needs t be clear, s as t minimize duplicatin f effrt and the cst f standards adptin Key stakehlder grups have been identified, with value prpsitins and actin plans fr engaging each grup Descriptin: Grups that play a valuable rle in the develpment f HL7 standards, whether thrugh technical develpment, functinal requirement r identificatin have been defined. There is a written plan that describes hw HL7 will seek t engage and invlve each grup in the standards develpment prcess.

3 2.2 HL7 Internal Prcesses: Streamline the HL7 standards develpment prcess Descriptin: Optimize HL7 internal prcesses t mre efficiently deliver glbal and realm-specific standards A glbally applicable business mdel has been develped Descriptin: An efficient HL7 standards develpment prcess relies n engagement and cntributins frm acrss the glbe. Cmpnents f a glbally applicable business mdel include, but are nt limited t, plicy fr use and redistributin f HL7 IP, membership and gvernance, and dues structure Wrking Grup Meetings have been effective Descriptin: Ensure that all WGMs have all strategic business areas represented by healthy Wrk Grups as measured by the TSC with apprpriate crss sectin f expertise Prduct quality has imprved Descriptin: Prduct quality can be defined as "fitness fr purpse". As part f quality imprvement, there is a need t clearly define the purpse fr which a standard is created, and t articulate the desired fitness criteria End t end V3/CDA template and implementatin guide infrastructure has been develped Descriptin: A template infrastructure supprts requirements analysis, develpment f templates that are cnsistent with dmain mdels, and instance validatin. This infrastructure must align with ther Strategic Initiatives (e.g. must facilitate standards implementatin), and must address the ptential fr layered cmplexity, where ne artifact cnstrains anther, which cnstrains anther, and s n. Implementatin guides further prfile r characterize the use f an HL7 standard, and may describe hw HL7 specificatins perate within a brader health infrmatin exchange ecsystem. Infrastructure supprts publishing and develpment f sample instances. The requirement is fr infrastructure that prvides fr the develpment f *cnsistent* implementatin guides, with easy t use human and machine readable representatins Requirements traceability has been enabled Descriptin: Traceability refers t the ability t link back, frm a specificatin t the requirements that lead t its develpment, t the requirements that lead t certain design decisins.

4 2.2.6 Crss-artifact incnsistency is reduced Descriptin: This applies within a prduct "family" and between families (CDA, messages, services). Once incnsistencies can be measured, and nce we have a plan fr decreasing incnsistencies, we need t execute the plan and measure the effects. 2.3 HL7 Implementatin: Develp standards that are easier t implement and mre respnsive t custmer needs Descriptin: Imprve HL7 prcesses t enable clinicians, technical experts, plicy makers, SDOs and ther stakehlder t cllabrate in the develpment f standards and related slutins that are easier t implement, and mre efficiently deliver glbal and realm-specific standards in respnse t new "custmer" requirements Industry respnsiveness has been demnstrated thrugh the timely develpment and maintenance f key standards Descriptin: HL7 demnstrates its ability t assess and respnd t key interperability challenges (e.g. a natinally priritized interperability use case) and business needs thrugh the timely develpment f relevant standards HL7 Standards implementatin has gtten easier Descriptin: "Implementatin" refers t the use f HL7 material in the develpment f sftware applicatins and messaging systems, fr the exchange f health infrmatin HL7 Educatin Plan has been develped Descriptin: An educatin plan lays the HL7 strategy fr dramatically increasing the number f flks with V3/CDA implementatin-level knwledge. HL7 shuld be supprting the delivery f training - bth training develped and prvided by HL7, and that develped and prvided by the market. Demand fr HL7 prducts can be stimulated by bth direct and indirect users f HL7 (an example f the frmer is implementers f HL7-based prducts and the latter is a user f HL7-based prducts) Tling strategy has been develped Descriptin: Efficiency in HL7 implementatin is supprted by tls. The prduct strategy shuld lk at the prducts already held ut as prducts and determine thse that have a psitin where they can exist independent f ther prducts, r as part f a frmal prduct we have nt yet recgnized.
