3 NEPAD and CAADP in Transforming African Agriculture

4 The Compelling context leading up to NEPAD and CAADP Pre-2000; Approx. 40% SSA population living below poverty line (under a $/day) Social & Economic inequality increasing (UNEP 2002) only continent No. of food emergencies tripled between the 1980s and early only continent Using the Human Development Index (HDI) measure, In 2000: - No African country in the high HDI group - Small number in the medium HDI group; - Majority in the low HDI group (32 out of the 35 countries) Tipping into a net food importer

5 NEPAD and CAADP Continental Framework Stands for the comprehensive African Agricultural Development program By Design - NEPAD and CAADP is a political response to the poverty and food insecurity challenge Chronic food insecurity and hunger - as critical hindrance to socio- economic growth and development

6 NEPAD and CAADP Continental Framework The thinking leading into NEPAD and CAADP was clear that: Issues was more than just more money ; it was about reforms in the-way-business-isdone ; It was about capacity and ability It would take technical soundness as well as political commitment and action It was about Africa raising to the occasion to take and to demonstrate responsibility including allocating financing

7 Why CAADP Framework to stimulate and facilitate capability to achieve The MDGs Food and Nutritional Security Increased Income and Poverty alleviation Sustainable socio-economic growth 6% Annual Agriculture Productivity growth rate (by 2015) 10% Public Expenditure allocation to Agriculture (by 2008)

8 CAADP, meant to impact on Quality of planning to ensure effectiveness and efficiency in delivery and in resource use Policy environment to provide desired incentives for both state and non-state players (Security, investments, Governance, etc ) Institutional arrangements and capacity for effective and efficient implementation

10 Some emerging issues The CAADP Vision and Maputo Decision on the 10% public expenditure and 6% annual productivity growth rate valid today as in 2003 The growing public call for tangible Results and Impact. Stating agriculture is important is no longer enough; is in fact, this is outdated CAADP is compelling rethinking the kind of agriculture clear connection to wealth creation and economic growth (with equitable distribution);

11 Progress in Central Africa, Central Africa Burundi Cameroon Central African Chad Congo, D em. Rep. Congo, ep. R Equatorial Guinea Sao Tome & Principe Percent Shares increased in Burundi, Rep of Congo, and São Tomé and Principe Shares declined or stagnated in other countries, which also spend less than 5%

16 Challenges still remain. o too much focus on the issue of public financing and development aid; o weak inter-ministerial and inter-sectorial coordination o multiplicity of initiatives o Africa still food insecure and high levels of hunger & malnutrition; o Low agric productivity; low rural incomes o Public investments the 10% still low???

18 Considerations for the Way forward 1. National Vision and Agenda on Economic Growth & Inclusive Development Ensure in place. o A broad-based, long-term National Economic growth and inclusive Development Agenda o An agriculture development agenda and strategy to deliver defined agriculture value addition (to economic growth and inclusive development) with regard to: a) wealth creation b) expanding economic opportunities, jobs and income for farm families and rural populations To ensure Implementation of national plans o Broad national ownership (i.e. developed through an inclusive; evidence-based process/approach) o Align with national budget o Objective and realistic on resource use

19 Considerations for the Way forward 2. Considerations at agriculture level (within the context of CAADP implementation) 2.1 Ensure two complementary components, namely: o Transformation Goals: planning and execution capacity; enabling policies and institutions; human capital; M&E and analytical capacity, and o Productivity and wealth creation goals: improved/new technologies; agro-industry; targeted commodities rice; expanding into fruit and vegetables 2.2 Provide incentive to expand agricultural-based economic opportunities through: - increased local agro-industry - Expanded agriculture service industry

20 Considerations for the way forward Regional markets and supply - Regional trade regulatory policies and frameworks - Regional policy dialogues and negotiation platforms and tools Political-economy and enabling environment - Food, nutrition; storage and food prices (local and global) - Skills development (production and postharvest processing) - Financing and investments (public; private) - Organizing rice Producer and SMEs - Inclusiveness (women; youth; rural; etc..) - Land and water
