4 SMS The Canadian Perspective 10 years ago, Safety Management was introduced to Canadian Airports The size and breadth of the new regulation was daunting. It included: Development of Non-Punitive Hazard Reporting program Develop a process for identification and reporting of hazards Ensure incidents were documented and corrective actions were implemented Track results Once we truly analyzed the new regulations, we realized: We already do all that! We initiated implementation of SMS around 2006.
5 First Steps Development of SMS occurred in four phases: 1. Identification of an Accountable Executive 2. Formalized development of SMS Policies, and Reactive Hazard Identification process 3. Development and implementation of a Proactive Hazard Identification Process (Quality Control) 4. Development of a Quality Assurance Program
6 The New Paradigm Culture Shift Full rollout of SMS occurred around 2010 We streamlined the way we received and processed Safety Reports through introduction a web based Data Management Program. Once we made it easy to file reports, staff and business partners began Feeding the System. Reporting back to people on action take allowed staff to make the connection between their efforts and how they can directly affect safety on a day-to-day basis. It s not yet a perfect system, but we are trending in a positive direction.
7 Airport Security Programs There is no Canadian Requirement for formal Security Management Systems. Airport Security Programs have been implemented at Canadian airports over the past six years. Like SMS, ASP s were rolled out in a phased approach.
8 Basic Components of ASP Define, document and communicate all security related roles to employees Develop a Security Policy that establishes overall commitment to security Implement procedures for responding to and containing security related events Establish an Airport Security Committee to discuss security related issues with tenants, law enforcement, staff and business partners. Conduct regular security exercises to test the effectiveness of existing security plans
9 Additional Requirements Develop local Aviation Security (AVSEC) levels and an associated Menu of Additional Safeguards to address elevated risk conditions as required Establish a Security Awareness Program to promote a culture of vigilance Does this sound like SeMS to you?
10 How do we do things in London? Don t reinvent the wheel! SMS and ASP have several common components, both regulated and unregulated. Why develop and maintain two systems when you can do it with one? Very early on we made the decision to merge the two systems.
11 Don t Overcomplicate it! We modified existing SMS Hazard Reports to include security related issues such as: Suspicious Persons Unattended Baggage Weapons at Pre-Board Screening Open Gates or Doors The reporting individual to selects what stream (Safety or Security) their report is logged under. And the Security Official confirms their selection upon receipt of the report.
12 Awareness Empowerment Culture It has to start at the staff level. Development of a robust Security Awareness Program is key to ensure that all staff, business partners and contractors are aware of their security related responsibilities. We developed an awareness program that includes: Staff and Tenant Training Sessions Face to face meetings Posters and Contact Cards
13 Awareness Empowerment Culture By making staff and business partners aware of security responsibilities and reporting avenues, we have effectively increased our airport security team from a dozen to several hundred. Simple things like allowing the reporting individual to categorize their own report creates a sense of by in at the floor level and builds on the Safety and Security Culture.
