4 Believed that sewers are self-cleaning Sewer jetting/cleaning equipment used reactively Aries televising equipment purchased 2009 Operators received two days of training System sat hidden at lift station until spring of 2011 Purchased and outfitted televising trailer Launched CCTV program w/goal to TV 10% of system/yr. 4
5 Televised nearly 7 miles of sewer TV team mistook goals for objectives Televised recently installed/televised lines in order to reach mileage goal Due to lack of training, no coding of defects Defects recorded with digital camera pictures of laptop screen Unsure of line segments televised, camera direction etc. Several defects were discovered in one area as noted on the next slide 5

9 Expedited current state characterization of entire collection system in 12 months! NASSCO PACP & MACP coding of defects ICOM3 Asset Management Software and Hosted Data GIS Location of assets (X/Y of All Manholes) Four annual payments Immediate Board Approval! 9
10 CCTV of all 8-10 via Robots CCTV inspection of larger diameter piping via traditional camera PACP Coding Completed later in a warm office Incorporated & coded District s CCTV work Inspected all 1,505 manholes Daily progress report s & problem alerts ICOM allows quick analysis of problem areas Asset Management/CMMS, Work Order etc. 10

17 Completed CMOM Process Evaluated and Scheduled O&M based on actual condition for sewer cleaning etc. Assess and prioritize system repair needs based on criticality: potential for failure and consequence of failure Completed Comprehensive Capital Improvement Plan (CIP) Identified all urgent system needs, utility wide, not just what we can see 17
18 Completed a gap analysis of revenues vs. needs Created a sewer rate model that achieves goal of maintaining a sustainable utility Assured full cost of service rates achieved over time Fully justified needs based on an actual, full system assessment Exported data to Google Earth KML file for field use (work in progress) 18
19 Identify & re-evaluation needs of minor defects Schedule and execute point repairs Update Sewer Atlas with GIS data adding RedZone X&Y data to existing rim and invert elevations OR Invest in ArcGIS and export RedZone data to system Repeat 19
20 Total Project cost $359,530 Televised 302,832 Feet of Sewers +/- 60 Miles Plus 1,508 Manholes = $1.18/foot for pipe including Manholes in about 6 months time. Cleaned >80% system in prep for CCTV Work Space for RedZone Equipment, Internet connection for daily data upload Notice to Village Officials in service area Assisted in locating lost or buried manholes Responded to daily reports of blockages Received ICOM Training Only received two resident calls during program Added 8TB local network storage for CCTV files Have processed three annual payments 20
