The Benefits of Building Commissioning Jay Cederberg, P.E. Energy Solutions Specialist

All of these jobs would work nicely and probably give satisfaction if the man who knew the most or paid the most attention to detail had the low bid. Edward Richmond Pierce October, 1911

What is Commissioning? Commissioning is a process to verify that the owner has received what they contracted for during the programming and design phases and during the construction phase. It also gives them a comfortable feeling of knowing someone is looking out for them throughout the project and the 1 st year of occupancy It also verifies that the architects and engineers have received what was designed and approved

What Commissioning is NOT Test and Balance Start-up Plan Review Design Contract Administration Inspection

The Principal Goal of Commissioning The Principal Goal of the Commissioning Process is: The identification and correction of deficiencies and problems as early in the process as possible.

Scope The Commissioning Scope must be defined prior to entering into a commissioning contract: Whole Building Commissioning Pre-design through 1 yr warranty System Commissioning HVAC Plumbing Electrical Fire Alarm Etc.

Systems Commissioning Systems commissioning is just one piece of the Total Building Commissioning Process Verifies operation of components under various conditions Verifies interaction between systems and subsystems Documents performance of systems to design criteria Instructs building personnel on proper operation of systems Ongoing after building occupancy as requirements change

Benefits of Commissioning Project gets completed on time Establish & maintain energy and maintenance budgets Change orders are greatly reduced Claims are greatly reduced Punch list is non-existent Operators have correct training Enforce Start-Up Requirements Reduce Post-Occupancy Corrective Work

Benefits of Commissioning (Cont.) Reduce Operating Costs Develop lasting professional relationships Buildings and systems are operating as owner predicted Minimize Effects of Design Defects Improve Indoor Environment and Employee Production Increase Value through Better Quality construction Improve Energy Efficiency

So how can the commissioning process help improve energy efficiency?

Top 10 Deficiencies Discovered during Commissioning (Carl Lawson) Incorrect scheduling of HVAC and Lighting equipment Incorrect heating and cooling Sequence of Operation Incorrect Calibration of Sensors and Instrumentation Lack of control strategies for optimum comfort and efficient operation Malfunctioning air and water side economizers

Top 10 Deficiencies Discovered during Commissioning (cont.) Under-utilized computer-based control systems Short cycling of HVAC equipment leading to premature failure Lack of design intent and building documentation Lack of training for building operators or service contractors on complex systems

Energy Savings Examples Schedules Outside Air Reset Infiltration

Energy Savings Examples E-Quest Model 25,000 square foot two story office building Billings, MT Typical VAV system

Energy Savings Example #1 Schedules No schedules specified in construction documents Owner occupancy is 7:00 to 6:00 4 days per week Programmer assumed 8 to 5 occupancy 5 days per week Annual Energy Savings: Electricity - $739 Nat. Gas - $486 Total - $1225

Energy Savings Example #2 Outside Air Reset Specifications - HW Reset schedule: O.A.: 65 deg F - ->HW supply Temp.: 140 deg. F O.A.: 0 deg F - ->HW Supply Temp: 180 deg. F Cold Deck Reset schedule: O.A.: 80 deg F - ->Supply Air Temp.: 55 deg. F O.A.: 60 deg F - ->Supply Air Temp: 65 deg. Programmer did not include any reset schedules Annual Energy Savings: Electricity: $423 Nat. Gas: $4045 Total: $4468

Energy Savings Example #3 Infiltration Architecural Plans provided for a relatively tight building having a infiltration rate of cfm per sq ft Poor Construction and incorrect pressure relationships resulted in an actual building infiltration rate of cfm per sq ft Annual Energy Savings: Electrical - $86 Nat. Gas - $755 Total - $841

What about existing buildings? An estimated 85% of buildings that will exist in urban areas in 2030 have already been built. Retro Commissioning Re-Commissioning

Retro Commissioning Commissioning an existing building that has never been commissioned Only 5% to 10% of existing buildings have been commissioned 15% to 50% Energy Savings

Re-Commissioning Commissioning an existing building that has previously been commissioned Of the 5% to 10% of buildings that have been commissioned, few are ever re-commissioned 5% to 30% Energy Savings

Continuous Commissioning On-going Commissioning of an existing building Annual Energy Savings of 5% to 30%

Training a necessity Control Systems Maintenance Schedules Occupied/Unoccupied Schedules Set point adjustments Alarms Training should be in a classroom setting and also at the respective piece of equipment Use factory trainers not the local sales rep

Commissioning Where it is going It is mandatory to commission all LEED projects to a specified level Some states have mandated that state owned or leased buildings be commissioned US FEDERAL GSA has mandated that GSA buildings be commissioned More and more hospitals are now requiring commissioning Commissioning is a standard in Canada

Commissioning Where is it going? Your Thoughts....
