1 UNIVERSITY OF NORTHERN IOWA Hillside Courts Demolition Request for Qualifications The University of Northern Iowa is seeking requests for qualifications to provide complete design services in conjunction with the proposed Hillside Courts Demolition project on the UNI Campus in Cedar Falls, Iowa. Proposals are due no later than 4:00 p.m. on September 12, Background Hillside Courts Apartment Complex was originally constructed in the early 1970 s to provide married student housing. The complex, located on E, F, & G streets on the south side of the University of Northern Iowa Campus is comprised of 26 buildings containing 277 apartments. The approximately 202,600 gsf apartments are wood frame with concrete block foundations. Exteriors are vinyl windows, wood siding, wood decks, and a combination of EPDM and shingled roofs. The buildings are served by Mediacom Cable and Cedar Falls Utilities (water, electricity, sewer, and gas). As the complex has aged many maintenance issues have come to the forefront. The foundations have shifted, sliding down the hill, walkways have shifted, and wooden stairways, decks and siding continue to deteriorate. The units are not ADA compliant and do not contain a fire suppression system. Additionally, asbestos containing materials were used throughout the apartments during construction. Floor tile, drywall joint compound, sink coating, roof seams, and caulk all contain asbestos. Project Description Due to the increasing amounts of deferred maintenance and other deficiencies of the apartments, the University has determined the best course of action is to demolish the Hillside Courts apartment complex, remove foundations, streets, utilities, and regrade and seed the site (approximately 15 acres). Asbestos abatement and the removal of any other hazardous materials onsite will be performed in a separate contract. The Proposed budget for the project is $3.2 million which includes all demolition and site restoration, asbestos and hazardous material abatement, professional services, equipment, and contingency. The successful firm will provide all design services required for the project which is anticipated to be delivered using the design, bid, build delivery method. The proposal will be for all phases leading to construction/demolition documents, construction documents, bidding/negotiation, and construction administration.

2 Scope of Services This request for qualifications is for design professionals with an emphasis in demolition and site restoration for higher education institutions. To that end, the consultant may be required to provide services beyond those listed in the description below. University Services The university will provide surveys, maps and all base data available on the proposed site, including existing building plans, utilities and related work completed to date. The university will provide the asbestos abatement assessment and initial cost estimate created to the selected design team. The latest design guidelines (standards of construction) can be viewed on line at: Consultant Services The list of services that are requested by the university include, but are not limited to: Lead design efforts that maximize user participation to collect relevant data about the project requirements, scope and quality. Resolve conflicting interests and assist the university in prioritizing needs. Audit the existing buildings and site fully to understand the building and site condition. Verify and identify the locations of all streets, lights, and utilities (electric, gas, water, storm sewer, sanitary sewer, phone, cable, etc.), and provide plans for terminating, capping, and removing. Lead design team meetings, documenting results and decisions made and distributing them to design team members. Provide conceptual, schematic, design development and demolition/construction documents necessary to secure approvals of the University. Each submission shall include appropriate architectural, utility, and site information. All drawings shall be submitted in AutoCAD (Autodesk Inc.) DWG format at the highest release level or level that is 100% compatible to the current highest release level. The Iowa Board of Regents encourages sustainable design. Specifically, the university is looking to obtain a sustainable, easy to maintain site. Additionally the consultant will be responsible for preparing the NPDES permit documentation. Provide supporting documentation necessary at each phase for proper review by the university s Facilities Planning, Physical Plant and client including but not limited to opinion of probable cost, specifications with appropriate detail, code analysis, narrative description of project and other materials appropriate to each phase of design. Participate in the university s technical review process and respond to all comments made during the review. Refer to Project Coordination procedures for information at: Work diligently and in good faith to meet the schedule. Provide bidding documents in sufficient quantity to facilitate competitive prices for this project. Respond to questions made by bidders and documenting those answers in the form of addenda.

3 Provide construction administration services including field observation, shop drawing and submittal review, participation in biweekly construction meetings, responding to Requests for Information, issuing Proposal Requests, review of progress payments made to the contractor, review and comment on contract change orders and other services required for successful construction of the project. Provide project close out services including operations and maintenance manuals, record documents, and other necessary materials. Record documents including as built drawings must be complete and delivered within three months of the completion of the project. Provide warranty reviews at six and eleven months after acceptance of the project by the university. Utilize owner s electronic filing database (Submittal Exchange) throughout all phases of the project. Coordinate with the asbestos and hazardous material abatement consultant (who will have a separate contract with the university) during both the design and construction phases of the project. Schedule The successful consultant must demonstrate that they have sufficient resources to meet this tentative schedule: Issue RFQ for Consultant Services August 24, 2017 Pre Submittal Meeting August 31, 2017, 10:30AM Deadline for Submittals September 12, 2017, 4:00 PM Notify Shortlisted Firms September 15, 2017 or earlier Oral Interviews October 3, 2017 Begin Design Work November 1, 2017 Design Development Owner Review December 15, 2017 Construction Document Owner Review February 5, 2018 Bid Date March 22, 2018 Asbestos Abatement Begins June 11, 2018 Demolition Begins July 2018 Demo and Site Restoration Complete June 2019 Selection Criteria and Format Qualified applicants will be determined as those that can meet the criteria that will be used for selection by a Screening Committee and the requirements of the Iowa Code. The successful applicant will demonstrate broad based experience in all phases of project planning, design, and construction. 4 description of the applicant or firm and its consultants including credentials, experience, and three current references before 4:00 pm on September 12, The university will not accept submittals received after this noted time and date. Each packet must be in the following format or the university may be deem the submittal to be nonresponsive. (1) Cover Letter one page, bound in, summarizing the overall qualifications of the team in particular the member responsible for leading the design team and including address, phone, e mail and fax numbers for one primary contact person. (2) Table of Contents Identifying page numbers for criteria requested below. (3) Professional Licensure Provide evidence of ability to perform work in the state of Iowa (Iowa based office). (4) Integrity and Reliability of the Firm Overview of the firm and key personnel that will be involved in the project. Include their roles on this project and similar projects included in this booklet. (5) Past Performance on Projects of a Similar Scope Experience, quality and timeliness of similar project for a higher education institution and/or for the State of Iowa. Describe between 3 and 5 similar projects. Provide references for 3 projects for which the firm(s) have provided services. Include the owner s name, address, phone number and . (6) Proposed Terms of Delivery and Understanding of the Project Consultants methods of achieving the University s goals and objectives. Include an understanding of how the firm(s) will follow the owner s schedule, design process, and goals. Also include a description of the cost estimating process. (7) Appendices Other materials the consultant wishes to submit not to exceed 3 pages front and back. Submittals should be a maximum of 15 pages front and back including the cover (30 pages total). The university is not responsible for any submittal preparation expenses, submission costs, or any expenses incurred in negotiations or site visits. Pre submittal Meeting An information pre submittal meeting will be held Thursday, August 31, 2017 at 10:30 AM in the Center for Energy and Environmental Education Auditorium (Room 011) on the UNI Main Campus. All interested parties are encouraged to attend or send their representative in order to be better able to prepare viable submittals. A building tour will be conducted immediately afterward. Please see the attached map showing the locations of the Center for Energy and Environmental Education, Hillside Courts, and parking. Addenda The university reserves the right to issue addenda to the RFQ at any time as a result of questions, change in schedule or other matters. Such information will be posted on the project web page: The university also reserves the right to cancel or reissue the RFQ. Selection of Firms for Interviews Shortlisting Upon receipt of submittals by those interested firms the screening committee will review and determine those firms best qualified to be interviewed. This determination will be based on the criteria discussed previously in the section entitled Selection Criteria and Format. Those firms deemed best qualified for interviews will be notified by telephone and U.S. mail immediately after screening is completed. Interviews An oral presentation will be required after the university screens written submittals and selects those firms best qualified to be interviewed for this project. The scheduled date for oral interviews by the screening committee will be Tuesday, October 3, Each shortlisted firm shall have 30 minutes for presentation and 15 minutes for questions and answers from the selection committee. Each firm should be prepared to discuss and substantiate any of the areas of the RFQ it has submitted, its own qualifications for the services required and any other area of interest relative to this RFQ. Interviewees should focus their presentations on relevance of their qualifications to this specific project, rather than repeating information contained within the submittal.
