1 SETPlan Information System (SETIS) SETPLAN IMPLEMENTATION The Steering Group of the SETPlan in its last meeting on October 28 th, 2010 agreed to speedup the execution of activities of the Implementation Plans (IPs) of the European Industrial Initiatives (EIIs). It was decided to collectively identify the possibilities for launching joint actions between Member States and/or Member States and the European Commission. The mapping exercise carried out through this questionnaire builds upon this decision of the Steering Group. It aims to identify topics for leveraging best ongoing efforts with complementary joint actions, as prioritized by the Implementation Plans. In this phase the mapping will focus on projects and activities with a total budget higher than 1 M. We trust that you also consider the success of this exercise important for the immediate implementation of the SETPlan. This is achieved considering the time and spatial aspects of the development of the energy sector and other industrial activities in those countries as well as the location, capacity and availability of potential CO 2 storage geological formations. Special attention is given to a balanced decision on transport modes, matching the sources and sinks, addressing safety and lifetime objectives, meeting optimal cost benefit tradeoff, for a CCS network infrastructure as part of an international cooperation policy. The need for a joint CCS infrastructure in the West Mediterranean is related to the geographical proximity, to the increasing connections between the energy and industrial sectors in the area, to the continuity of sedimentary basins that can act as possible storage reservoirs and to the existing experience in managing a large gas transport infrastructure, such as the natural gas pipeline coming through Morocco, to Spain and Portugal. The consortium is coordinated by LNEG (Portugal), and comprises 7 research institutions, 4 Universities, 1 SME and 5 energy companies from 6 European countries and Morocco. COMET aims to optimise the connection between sources and sinks by comparing the several possible transport modes (pipelines, trains, ships and trucks) and existing and to be realized Rev. 1 January 2011 Page 2 of 6

3 SETPlan Information System (SETIS) infrastructures and expects to find the leastcost transport mode and routes from clusters to sinks. It is expected that each source cluster will be rigorously matched to the most suitable sink, while minimising the required investment in infrastructures and taking advantage of the effect of scale associated to an integrated infrastructure. COMET will be an important step towards the safe and commercial deployment of large scale near zero emission power plants in SW Europe and North Africa. PERFORMANCE OF THE PROJECT Assumed stateoftheart: Describe quantitatively the stateoftheart that the project objectives are based upon Extensive research within the field of CO 2 capture and sequestration (CCS) has been carried out internationally over the past years. To a large extent, CCS research has focused on three main areas: developing knowledge and technology related to CO 2 capture from power production and to some extent the energy intensive industry; estimating capacities for longterm CO 2 storage and developing frameworks for CO 2 risk assessments. However, when it comes to analysing the whole CCS chain, limited research on transport and storage infrastructures is reported so far. Rev. 1 January 2011 Page 3 of 6
