3 Nuclear Power Plants Authority Mission: Establish nuclear power plants for electrical generation and water desalination in accordance with Egyptian Regulations Develop NPP related infrastructure project specifications using the latest scientific, technological and safety guidance Maximize utilization of national resources Meet Egyptian and International laws, codes, standards and regulations Provide NPPA consulting services and expertise to government ministries 3
4 Since 2007 Top level committees have been restructured for overseeing, monitoring progress, and coordinating activities necessary for NPP development. Drafting of Nuclear and Radiation Legislation covering nuclear safety, security, safeguards, civil liability issues. Establishing independent Regulatory Agency to regulate and monitor nuclear and radiation facilities, activities and practices. Existing NPP program elements have been revisited and updated. Additional Site Survey and Selection Studies have been performed to identify new sites for NPP development. El Dabaa Site is being re-evaluated to current nuclear safety codes and standards and studies are being performed to support a Site Approval Permit Application Pre-contract strategic studies to support the development and evaluation of an NPP Specification are being prepared. 4
5 Additional Site Survey and Selection Study completed in The site survey process consisted of three steps: Regional analysis to identify candidate areas Screening of candidate areas and identification of candidate sites Comparison and ranking of candidate sites to identify the preferred option(s). 5
6 Additional Site Survey and Selection Study: Regional Analysis The Regional Analysis reviewed eighteen potential siting areas in the following regions of Egypt: Red Sea Coastal Areas Mediterranean Coast Nile Basin Lake Quran 6

8 Five candidate site areas were selected for additional investigation and in-depth study: El Negeila East (north-western Mediterranean coast near West Mersa Matrouh) El Negeila West (West of the El Negeila East site area) Hammam Pharoaun (on the east bank of the Suez Gulf) South Safaga (along the Red Sea coast) South Mersa Alam (along the Red Sea coast) 8

10 Additional Site Survey and Selection Study: Candidate Area Screening Within these candidate areas, NPP sites were identified and the candidate site/ areas screened based on the review of published technical data, conducting site visits, and performing an assessment for compliance with discrete NPP siting criteria. The screening process involved reviewing each candidate site area for ease of compliance with safety regulations, engineering and economics factors and environmental / social issues The screening process identified one candidate area/site (Hammam Pharoaun) for elimination from future consideration due to the presence of a capable slip-fault that visibly caused displacement of a nearby coastal road. This capable fault is located within 5 km of the site. 10
11 Additional Site Survey and Selection Study: Candidate Site Comparison The remaining candidate sites were characterized in greater detail by developing a conceptual NPP site development plan documenting the locations for power blocks, intake and discharge structures, pipelines, emergency cooling and infrastructure items, such as rail, road, barge and transmission corridors. Based on conceptual development schemes, differential site development costs were prepared to assess the engineering/economic merits and each site assessed/rated based on a more in-depth review of regulatory compliance and environmental/social issues. The candidate sites located on the Mediterranean Sea coastline were determined to be preferred over the Red Sea sites. The El Negeila sites exhibit characteristics that are favorable in all categories for NPP site development. 11

14 El Dabaa Site possess favorable characteristics for NPP Development: Low regional seismic activity No recent or active faults in region Suitable area, topographic features and foundation materials Adequate cooling water supply Close proximity to rail, roadway and transmission interconnections Low population density 14
