4 Sectin 1: Purpse This Technical Guideline TG 19 is intended as a dcument utlining the existing practice f prviding a water reticulatin netwrk design fr majr land develpments in Suth Australia, t ensure all aspects/cncerns are addressed when assessing the impact f land develpment prpsals n SA Water s water distributin netwrk. Sectin 2: Backgrund - Water Reticulatin Planning and Design Prcess Water supply planning and design prcess invlves a number f activities and specific tasks which are perfrmed by SA Water, Develpers and their agents (Surveyrs and Cnsulting Engineers), Planning SA and ther utilities. Initially the Develper engages a Surveyr wh ldges the plan f divisin with the Develpment Assessment Cmmissin (DAC). The Cmmissin is supprted by the Department f Planning and Lcal Gvernment (DPLG) wh then refers the applicatin t SA Water, Lcal Gvernment Authrity and ther utilities. SA Water undertakes initial assessment f the prpsal and makes preliminary recmmendatins n the water netwrks requirements t the Develpment Assessment Cmmissin and t the Develper s agent. If extensins f main are necessary, the Develpers are required t prvide water reticulatin infrastructure fr their develpments. SA Water enters int an Agreement with each Develper which states that upn satisfactry cmpletin f the infrastructure, SA Water agrees t take ver wnership f the infrastructure. The agreement requires the Develper t engage a Cnsulting Engineer and Civil Cntractr, bth f whm must be accredited by SA Water. The Cnsulting Engineer prepares the water netwrk design drawings in accrdance with SA Water s current standards and specificatins and ldges them with SA Water fr audit. Once the water design drawings are accepted, SA Water is able t calculate the Develper s cntributin and issue the Land Develper Agreement. The Civil Cntractr is required t cmplete the cnstructin f water netwrks in accrdance with the apprved design. On cmpletin f the wrks the new netwrk is tested and fllwing a satisfactry test utcme the Develper s agent is required t prepare As Cnstructed drawings and ldge them with SA Water. SA Water s assessment f the prpsed land divisin and the water netwrks requirements are the result f the extensive analysis and investigatins undertaken by fficers frm Custmer Services (CS), Systems Planning (SP), Estimating (Est) and Water and Wastewater Netwrks () Teams. 4 f 7

CS/SP Prpsals fr Land Develpment Assessment Land Divisin Prpsal Check the zning fr the develpment. Calculate the likely peak demand frm the land develpment, eg: Number f Services Type f Service Demand per Service Obtain cmments frm Operatrs n the prpsal and inspect the site if deemed necessary. Check that the Develper s prpsals fr the Land Develpment cmplies with the design criteria dcumented in the Water Planning and Design Manual. Frm the develpment layut check: Identify pssible needs fr lnger term planning as a result f the land divisin prpsal. Internal easements/land (which will be acquired as a cnditin f the subdivisin) SP SP Existing water services within the develpment CS/ alltments within the develpment which can be served by water mains that already exist alltments utside the develpment which can be served by the new infrastructure fr the develpment 5 f 7

Check that the headwrks/trunk main/feeder main system netwrk has the available capacity and sufficient pressure t cpe with the additinal demand generated frm the Land Divisin. Identify and assess any changes and additins t existing infrastructure such as: apprach mains, pumping statins, HOCV installatins, Tanks sites etc required and any special cnditins relating t each installatin and land required fr any new infrastructure. SP Prepare Cncept Design Update hydraulic netwrk mdel if applicable. Identify any further develpment that may ccur and the effect this may have n the present infrastructure. Obtain estimate f cst f infrastructure and establish augmentatin charge areas and financial cntributins. Prepare CAD drawings shwing the pipe netwrk, apprpriate pipe sizes and lcatin f stp valves and fireplugs. Ensure all alltments are apprpriately serviced Ensure stp valve lcatin permits the islatin f nt mre than 50 custmers. Ensure that the distance between any prperty and the nearest fire plug is nt mre than 80 metres. Fr develpments within mre than ne pressure zne, ensure stp valves are marked n drawing as clsed and have fire plugs n bth sides f these valves. Shw additinal wrks required eg apprach main, duplicatin main, PRV, bster pump etc CS/Est Reprt Cmpile a Minute / Reprt and prepare drawings/sketches in apprpriate frmat Draw pipe netwrk in Crprate GIS 6 f 7
