4 1 INTRODUCTION Prmting autmated brder slutins glbally With internatinal travel and the exchange f gds cnstantly grwing, increasing thrughput capacity is vital fr brder cntrl authrities, airlines and airprt peratrs. New technlgies can be used nt nly t increase security but als t enhance cnvenience, e.g. t reduce queuing time at brder cntrl. An Autmated Brder Cntrl (ABC) system can imprve the management and cntrl f travel flws at the brder by reinfrcing checks while speeding up brder crssing f regular travelers. This can enable brder guards t cpe with the ever-rising number f brder crssing withut cmprmising security. Sme Gvernments have even suggested that security is enhanced because additinal brder fficers resurces can be fcused n ptentially higher risk travelers. The rapid increase in the number f electrnic machine readable travel dcuments (emrtds) cntaining bimetric data facilitates innvative autmatin cncepts and enables integrated secure prcesses at brders that rely n machine-assisted cntrl. 2 OBJECTIVES AND SCOPE The first implementatins f ABC systems started in In 2012 IATA saw the need t pr-actively prmte ABC slutins aiming at imprving brder crssing in supprt f passenger grwth. IATA s field ffices cllect infrmatin n deplyments, mbilize and engage lcal stakehlders (primarily gvernments), industry experts and strategic partners. IATA is the unique surce f infrmatin fr ABC deplyments wrldwide. 2.1 Enhance infrmatin n existing ABC deplyments In the early days f ABC, fingerprint and iris were cnsidered mre secure than facial recgnitin. The technlgical gap has clsed cnsiderably and any f the three may be preferred in different parts f the wrld. In recent years, many gvernments are allwing citizens frm ther cuntries t use their ABC system and therefre the need t implement multimdal e-gates t supprt a range f bimetric ptins. The campaign served the purpse t validate and enhance existing infrmatin. 2.2 Prmte autmated brder slutins Many cuntries have yet t deply autmated brder cntrl slutins. Based n the success f the first-mvers, it is wrth sharing with ther cuntries the lng-term benefits that autmated brder slutins can bring t all stakehlders invlved: aircraft peratrs, airprts, gvernments and ultimately the passengers. 5 3 CAMPAIGN SCOPE AND METHODOLOGY 3.1 Methdlgy The campaign was launched thrugh a live webcast bradcasted t all lcal and reginal ffices invlved. It cnsisted f tw streams: Stream 1 validate existing deplyments at airprts Validate infrmatin fr airprts with existing deplyments, and prvide updates r missing infrmatin (if applicable): Name f the autmated system (if applicable) Lcatin in the airprt (Arrival, Departure, Transit) In which Terminal(s) the autmated systems are deplyed Wh is eligible t use the autmated system (cuntries/natinalities) Is there a need t enrll r can an emrtd be used withut enrllment Bimetrics used (face, fingerprint, iris, ther) Usage: Number f passengers that used the autmated system in 2014 and/r % f passengers that used the autmated system cmpared t manual brder crssing Prf f implementatin (link t press release, pictures, etc.) Stream 2 prmte ABC with gvernments that have nt yet deplyed Apprach gvernments and prmte ABC slutins. Stakehlders were prvided a package cntaining dcuments and materials n the benefits f autmated brder cntrl: Generic ABC presentatin ABC Implementatin Guide 1st Editin Case Studies (Canada, Indnesia, Prtugal, and United Kingdm) Identify new deplyments, if any Fr bth streams, infrmatin was captured using nline surveys. Lcal and reginal ffices were invlved in cntacting stakehlders and cllecting data. The nline survey was kept pen frm June t August Passenger Experience Managers perfrmed weekly quality checks t ensure n-time cmpletin. Page 5

7 4 KEY RESULTS Types f ABC systems Number f Implementatins Lcatin f ABC systems Bimetrics Eligibility Usage 48% f ABC slutins wrldwide are based registratin. 35% n electrnic machine-readable travel dcument (e-mrtd) at 35%. 33% increase in the number f cuntries were ABCs were identified (15 additinal cuntries) frm 2014 t Similarly, an increase in number f airprts where ABCs have been identified (27%). 63 additinal ABC deplyments identified. 53% f ABC systems are present n Arrival, 34% are fund n bth Arrival and Departure, while 10% have them n Departure (mst likely t be US Preclearance). 42% use face, 37% use fingerprint and 14% use bth. The remaining 7% are either iris, r a cmbinatin f face, fingerprint and iris. 83% f ABC systems are based n multilateral agreements therefre allwing multiple natinalities t use the gates/kisks. The remaining 17% nly allw Natinals and permanent residents fr the time being. Thse cuntries that were amngst the first nes implementing autmated brder cntrl systems have a usage f 23% up t 46%. 9 5.1.2 ABC Slutin Types Varius types f ABC slutins exist: Registered Traveler Prgram (RTP) 1 Als knwn as trusted traveler scheme, it facilitates entry f lw-risk, registered travelers at prt f entry, typically by allwing members t access dedicated lanes fr expedited prcessing thrugh immigratin, custms and agriculture. In turn, brder agencies can better allcate their resurces t fcus n unknwn, ptentially higher risk travelers. Autmated brder cntrl gates / kisks Utilizes electrnic machine-readable travel dcuments (e-mrtds). They may perate n the basis f e-passprts alne but may als use e-id cards and e-residence permits as tkens when cnsidering entry r exit. Autmated Passprt Cntrl (APC) 2 Autmated Passprt Cntrl (APC) is a U.S. Custms and Brder Prtectin (CBP) prgram that expedites the entry prcess fr U.S., Canadian and eligible Visa Waiver Prgram internatinal travelers by prviding an autmated prcess thrugh CBP s Primary Inspectin area. Travelers use self-service kisks t submit their Custms declaratin frm and bigraphic infrmatin. APC is a free service, des nt require preregistratin r membership, and maintains the highest levels f prtectin when it cmes t the handling f persnal data r infrmatin. Travelers using APC experience shrter wait times, less cngestin, and faster prcessing. Mbile Passprt Cntrl (MPC) 3 Mbile Passprt Cntrl (MPC) is an authrized U.S. Custms and Brder Prtectin (CBP) smartphne r tablet app that expedites the entry prcess fr U.S. citizens and Canadian visitrs by prviding an autmated prcess thrugh the CBP Primary Inspectin area. 10 Nrth America and Eurpe have the mst ABCs acrss their airprts. The fllwing graph shws that the mst cmmn type is based n registratin (48%) fllwed by e- MRTDs (35%) Number f ABC Types RTP emrtd APC MPC The reasn why ABCs based n registratin have the highest number is due t glbal entry prgram 4 fund in 59 lcatins wrldwide. Over the years, passengers became mre familiar with ABC s system and the glbal passenger survey 5 shws that 90% f passengers are very satisfied using the e-gates.
