2 GON has Constituted Nalsing Gad Hydropower Project Development Committee in 2069 BS (2012/13) pursuant to Clause 3 of Development Committee Act, 2013 BS (1956 AD) Formation Date: (21 Sep 2012) First Amendment: (26 Feb 2013) Second Amendment: (15 Dec 2014)

3 Background The identification and Feasibility study of Storage Projects was carried out during to identify potential storage hydropower projects in the country so that the projects could be implemented to fulfill the increasing power demand of peak power in the Integrated Nepal Power System. Nalsing Gad Storage Hydroelectric Project was considered as one of the attractive project among the screened and ranked storage projects during feasibility study in Among identified 93 potential storage projects, Nalsing Gad Storaege Hydroelectric Project has been one of the selected projects recommended. Project Development Department (PDD), Engineering Services, Nepal Electricity Authority (NEA) has conducted the Feasibility study of Nalsing Gad Storage Hydroelectric Project in 2012.

Dam site -Just downstream of the confluence of the Adheri Khola and Nalsingad (Appxo km upstream from the confluence of the Nalsing Gad and the Bheri River at Dalli) 4. Powerhouse - Identified at the right of bank Bheri River on Dalli.

Designing of a Bridge is ongoing. As per the demand of community Construction/ Renovation of School, Roads, Irrigation, Electricity Drinking water project etc. has been initiated with the direct involvement of local users committee as a part of community support program.

Selection of the appropriate Contract / Implementation modality. Formulation of the appropriate legal / Institutional framework to involve local people to participate in financing of the project. Rehabilitation and Resettlement of people affected by the project. 18

19 Strength & Opportunities Highly prioritized Candidate project to solve current energy crisis of Nepal. The proposed storage project has envisaged generating 410 MW electricity, which is one of the suitable projects to meet the seasonal peak demand of the INPS and regional power system balance in western grid of Nepal. High head available at short reach of headrace tunnel i.e maximum gross head 698m available within 8 km head race tunnel. The reservoir area measured for 200m high dam is only 6.3km² and the sediment concentration of the river is very small as compared to the other projects of the same scale. The project area is accessible from motor able road up to power house site. 19

20 Contd.. No visible riparian water sharing issues. National and International private Investors, multinational funding agencies like World Bank and Asian Development Bank, national financial Institutions inside Nepal as well as international financial institutions have also shown high interest in investing in the Hydropower Projects of Nepal. Ample possibilities to mobilize local and Private sector capital by issuing shares during execution of the project. Expansion of energy market because of accomplishment of Power Trade Agreement with India and power development agreement. Increasing demand of power in Northern Grid of India has also added enormous opportunity for Power development in Nepal. 20

21 Conclusion Despite a storage type of Hydropower project, the problem of rehabilitation & resettlement seems to be less as compared to the other reservoir projects of the similar scale in Nepal, because of the sparse settlement in the reservoir area and small subsequent submergence area. The project site is accessible through different access routes like Dolpa Rajmarg & Puspa Lal Lok Marg as well as the extended part of Chhinchu- Jajarkot feeder road after completion of bridges which are under construction. Preparation of updated detailed project Report, expansion of access road from power house to dam site, establishment of office building and land acquisition for the project is ongoing.

22 Conclusion contd The project Feasibility Study shows encouraging economic Indices with favorable environmental and technical aspects. The Government has prioritized this project as a priority no 1 project of GON constituting a semi-autonomous body, NHPDC, for detailed study and implementation of the project. GON has allocated resources to prepare this project ready for implementation in near future by fulfilling all the prerequisites of the project (DPR, Land Acquisition, Resettlement and Rehabilitation plan, Access Road, Site office/camps, Construction power, Transmission line, Financing and Implementation modality, Institutional arrangement etc). Necessary to formulate legal and institutional framework to mobilize local and private sector capital to issue shares in the project system.
