Can Tho & Mekong Delta: Climate Change Issues and Challenges CLIMATE CHANGE COORDINATION OFFICE
NATURAL OF CAN THO Area: 1400km 2 ; # 3.5% Mekong delta Distance from: HCMC-169km; East Sea-75 km At the end of Mekong, Hau river 190Bm 3 /year Flat and low land and subsidence Rainy season Inundation July- November; deepest Sep-Nov annually 2 inundation areas: by Mekong flood and by tide Inundation by flood Inundation by tide
SOCIO-ECONOMICS OF CAN THO Population: 1,200 M; # 7% Mekong Delta Labors: 0,590M; People density: 856 p/km² Economic structure: first area 11%; second area 44.5% and third area 44.5%
CLIMATE CHANGE IN CAN THO CITY I. Physical problems-main expression 1. Higher temperature: (daytime average temperature higher than 35 O C and increasing) 2. Abnormal hydrology regime (Severe dry season at the beginning of the year and greater inundation at the end of the year) 3. Saltwater intrusion (Even in the dry season and the wet season) 4. Extreme weather events increase (Hurricanes, tornados, lightning, etc.)
CLIMATE CHANGE IN CAN THO CITY II. Physical problems-factors make CC more dangerous 1. Ground surface deformation (river bank erosion, land subsidence...) 2. Environmental pollution (solid waste, wastewater, air pollution ) 3. Unsustainable development (urbanization and industrialization, hydropower dam...) 4. Ecological imbalance (natural rice degraded, both black and white fish decline)
CLIMATE CHANGE IN CAN THO CITY II. Social problems-make CC more 1. Low public income 2. Lack of localized CC information 3. No CC specialized institutes 4. Difficulties in coordination 5. CC budget is not available.
Impacts of CC IN CAN THO CITY I. Community health problems (increased cases of Dengue fever; Diarrhea; flu; hand foot and mouth disease; SARS) II. Social production reduced (agricultural output reduced => industrial processing of agricultural products, reduced => export revenues decreased => commercial sector service was brought to a standstill) III. Livelihoods of the community unstable (Social production decreased => labor income reduced + health problems => unstable life => migration => disordered society)
HOW TO RESPOND TO CC IN CAN THO CITY I. Principles 1.Good adaptation (minimize damage/impacts on the community first, then reduce climate change) 2. Ensure a stable life (green life, stable income, appropriate housing) 3. No regrets (still applied even if there s climate change or not) 4. Bottom-up and top-down planning (create conditions for the vulnerability, local government participating in preparation, implementation and monitoring of plans to respond to climate change)
HOW TO RESPOND TO CC IN CAN THO CITY II. Measures 1. Establish Steering committee of Decision 158 (to focus the attention, the power of the entire local agencies) 2. Establish CCCO (on behalf of the Steering Committee of Decision 158, to coordinate all the local adaptations to climate change) 3. Develop and implement response plans Note: Decision 158: decision on the implementation of national target programs on climate change. CCCO: Climate change coordination office
CAN THO CITY CC ADAPTATION ACTIVIES I. CCCO working plan activities a. Climate change propagating awareness and capacity building (for more than 1200 local staff) b. Web page: http//:biendoikhihau.cantho.gov.vn (to store and provide information about climate change for everyone) c. Research "The link between vulnerability and climate change (to build a reasonable climate change response strategy for the vulnerabilities) d. Study three climate change adaptation indicators (to be the base for evaluating the effectiveness of local agencies resilience activities) e. Building long-term climate change resilience activities plan
CAN THO CITY CC ADAPTATION ACTIVIES II. CCCO intervention projects: a. Dengue fever and climate change research (DOH, ) b. Saltwater intrusion monitoring system (DONRE, ) c. Community-based flood prevention (Ninh Kieu, )
D. CAN THO CITY CC ADAPTATION ACTIVIES III. CCCO intervention cooperation activities a. Project to strengthen national capacity to respond to climate change, CBCC (IMHEN, MONRE&UNDP, ) b. Project to improve the adaptive capacity through the management of water resources (CTU & CSIRO, ) c. Can Tho Resilience Planning for Integrated Flood Risk Management (SCE, the World Bank, ) d. Study about effective communication on climate change (NISTPASS & AMDI, ) e. ACCCRN youth initiative program, AYIP (Challenge to Change ) f. Project training and development activities to respond to climate change for farmers (ADRA, Australia, 2013)
