1 Rural Livelihood Promotion Society Rural Livelihoods Ministry of Rural Development 6 th Floor, Hotel Samrat, Chanakyapuri, New Delhi-21 Vacancies in Rural Livelihood Promotion Society The Government of India has launched Aajeevika- Rural Livelihoods (NRLM) under the Ministry of Rural Development (MoRD). The mission aims at creating efficient and effective institutional platforms of the rural poor enabling them to increase household income through sustainable livelihoods and improved access to financial and public services. To implement the mission, GoI has constituted Rural Livelihood Promotion Society (NRLPS) to provide Technical Assistance to all states. A multidisciplinary professional team, has been constituted in NRLPS. This team consists of senior development professionals, experienced consultants and young professionals. The details about NRLM and its structure can be seen at The mission s portfolio is growing gradually. In this light, NRLPS is identifying and placing a few more suitable professionals across its various thematic areas. Applications are invited from suitable candidates for the positions under NRLPS. Educational qualifications and desired skillset required are provided below. At least 15 years of working experience with rural poor including SHG Bank Linkage programme. Experience of working with state and national level large scale Poverty Reduction/ Livelihoods programme will be given preference. The person should have hands on experience in the areas lending operations, fund

2 management, preparing cash flow projections, product design. S/he should be well be well conversed with policies and regulation of FI Intiatives Government and other regulator. The person should also have ability to handle MIS related to on-lending operations. The person should have a proven track record of Closely working with rural poor communities Candidates who have undergone relevant training programmes/specific course in Financial Inclusion will be given preference. L 1 (Specialist)- M&E - Enterprise, Post Graduate in Economics/Econometrics/Statistics/Rural Management/ Social Work/Development Studies from a reputed university or institution. Ph.D. in the relevant subject would be highly desirable Post graduate in any discipline. Accounts/Mathematics as compulsory subject at Graduation level. At least 15 years of post qualification experience in design, conduct/management of large studies/research studies/evaluation studies in the area of rural development/ livelihoods/ poverty alleviation, particularly, in respect of projects funded by the Government of India, state governments and multilateral agencies. The person should have experience in project monitoring, process monitoring and community monitoring of rural development projects is essential. Experience in sampling design, data analysis, development of methods and tools, report writing, documentation of case studies and best practices as well as knowledge products is also required. He/she should have experience in data analysis using MIS and be familiar with basic data analysis software such as SPSS and Atlas.ti At least 15 years of relevant experience preferably in implementing Non farm livelihoods intervention/enterprises in large development

3 Promotion and Development (Expert)- Livelihood Farm - Financial Management Post Graduate in any discipline from reputed academic institution. PG in Commerce/MBA(Finance)/ICWA/CA from institute of national and international repute. projects/organizations or with a producer group/collective Supporting field level programme execution in enterprise promotion /support. Experience in managing a business, preferably related to rural India. At least 15 years of experience in Livelihood promotion for poor. The person should have worked at field level with implemented livelihoods programme for rural poor. S/he should have fair understanding about poor s livelihoods opportunity and building strategies on it. Person should have proven track of Participating in field based studies. Developing case studies and knowledge materials. Data analysis and report preparation The relevant training programmes/ specific course in livelihoods will be given weightage. More than 15 Years of post qualification experience with programs of considerable size and scale in Public sector or Pvt. Sector. Of total, at least 5 years of should be in the domain applied - Budgeting and Sanctioning, transferring of funds, Accounting, Financial Budgeting, statutory compliances and Grant Management, etc. The person should have a proven track record of working in State/central government programme(s) or any other reputed large organisation similar to the nature of the for 5 years; Livelihoods/poverty reduction programme large scale; and/or

4 L2 Digital Financial Inclusion L2 Micro Insurance Social Security PG/ MBA in Finance, Rural Management, Information Technology, Social Work from an institute of repute. Programme/project targeting and enhancing livelihoods of poor At least 10 years of experience in livelihood promotion for poor. Should have experience of working in SHG Bank Linkage programme.. The person should have experience digital financial technologies, branchless banking, UID, mobile banking. S/he should have knowledge on banking technology service providers and other stake holders in digital finance space. S/he should have well conversed with policies and regulations governing digital financial inclusion. Candidates who have undergone relevant training programmes/specific course in Financial Inclusion will be given preference At least 10 years of experience in livelihood promotion for poor. should have experience of working with state and national level large scale Poverty Reduction/ Livelihoods programme. The person should have hands on experience in conceptualizing, designing and implementation of large scale micro insurance and social security programme S/he should have insight conversant with policies and regulations governing micro insurance. The person should knowledge about insurance providers and other stake holders, technology interventions in insurance and DBT. The person should have a proven track record of working with state/central government programmes of similar nature and size. Implementing livelihoods/poverty reduction programme at scale.

5 Closely working with rural poor communities. Persons having additional qualification on insurance will be preferred. Retired Bankers / retired persons from insurance company having relevant experience will also be considered. L2 - MIS L2 Non Farm Livelihood MCA or equivalent qualification/ M.Tech. (Computer Science or IT)/ B.Tech., (Computer Science or IT), from a reputed university or institution. In addition, MBA from any reputed university or institution would be preferred. Post graduate in any discipline. Accounts/Mathematics as compulsory subject at Graduation level. At least 10 years of experience in design/development/management and rollout of MIS in large scale projects. Experience in implementation of MIS for large scale social development/livelihoods projects in the Government of India/ State Governments would be preferred. He/she should have experience in managing large data sets and be familiar with programming languages. At least 10 years of relevant experience preferably in implementing non farm livelihoods interventions/ enterprises in large development projects/organisations or with a producer group/ collective. Supporting field level programme execution in enterprise promotion/support Experience in managing business, preferably related to rural India. Or experience in developing /coordinating development of business support software and a willingness and interest to work for the rural Indian populace.
