CDI FOUNDATION TRUST FUND Promoting the Participation and Capacity Building of Women for Sustainable Rural Development 2 nd Women & Mining Conference. June-2005 Madang
Mipela ol man tasol save lon makim canoe We don t see things as they are.. We see them as we are.. Throughout history, societies have clearly articulated the separate roles and responsibilities of men and women. Accompanying this clear differentiation was the strong belief that these roles and responsibilities were biologically based and natural. Mipela ol meri blon lukoutim ol pikini na pik As research findings have accumulated to indicate the social origins of gender roles, these studies have profound implications for those working to improve the human condition. Increasingly we see that social development are inter-twined with fully understanding the gender roles and power relationships in a given society. Without that full understanding, well intended development interventions are likely to range from ineffective to counter-productive.
GENDER AS A DEVELOPMENT ISSUE THUS IN CDI WE SEE GENDER (the role of men and women in a society) AS A DEVELOPMENT ISSUE BECAUSE: It is socially constructed It is learned It changes over-time Differs from society to society, village to village, family to family etc.. It is described through a network of kinship It is achieved through work in economics, political and social spheres It is influenced by caste, class, age and religion. AND IT IN TURN INFLUENCES How men and women think, act and feel The division of labor Access to resources Power relations The need of different gender groups.
Sustainable Development Mechanism INTERNAL ORGANISATION Sustainability of CDI as an Organisation EXTERNAL RELATIONSHIPS Capacity building of local institutions or primary stakeholders and key partnerships Sustainable Development Improving Rural Livelihood PROGRAM PERFORMANCE Impact & Effectiveness programme
Background External Affairs Community Relations Land ownership investigations Land compensation payments Landowner company contracting Local labour recruitment Local level government liaison Address community expectations and conflicts relating to project benefit streams Community Development Monitoring and mitigation of social impacts of project Social development programs and promotion of village self-help Logistic support for government social services World Wildlife Fund Community Conservation Kikori Integrated Conservation and Development Program (KICDP) Lessons Learned Community Relations and Community Development functions would be more effective if clearly separated. External resources are available to leverage company efforts for more results. Company s organizational culture poorly suited to achieving social objectives. Non-profit organizations have lower cost structures. Programs not sustainable beyond life of oil and gas production Company s community development activities should be better integrated with WWF s conservation activities.

Actions taken to ensure we are continuously addressing the changing gender relations and are identifying gender issues effectively and addressing them: - Female and Male staff in each of the program and sectional teams and the Board of CDI. - Monitoring gender segregated data on participation and for key sector indicators and analyzing these on a quarterly basis. - Annual Program evaluations have a gender component that is inquired into. - Ensuring that our policies are gender sensitive and assessing them annually to ensure that they are creating a conducive environment for both male and female staff to participate fully to their capacity. - Developed a manual on Gender Analysis and conduct training for staff on a annual basis on the topic. - Making gender a responsibility of all programs and not just one section of the organisation.
Examples of Gender Issues in Programs PUBLIC HEALTH -Lack of male participation in immunisation clinics. TRAINING & EDUCATION - Low number of female enrolments, high number of non-completion, and high number of completion in higher education. AGRICULTURE & NATURAL RESOURCE CONSERVATION - Low number of female farmers in contact farmers register, and high participation of female farmers in food production in the community. CAPACITY BUILDING -Low number of female representation in the LLG and segregated venue of participation on community planning.
THANK YOU.. Every innovation increases the chance that further innovation will flourish. Every women who breaks into a new sector increases the chance that other women will follow because she acts as an example that everything is possible.. Limor Livnat
