1 Barking and Dagenham LSCB Training Strategy

2 Introduction This strategy provides a framework for the delivery of multi-agency training by The London Borough of Barking and Dagenham s Local Children Safeguarding Children Board (LSCB). The strategy aims to support the learning and development of staff across partner agencies who work with Children, Young people and their families in the Barking and Dagenham area with the aim to promote: A shared understanding of the processes, principles and roles and responsibilities outlined in national guidance and local arrangements for safeguarding children and promoting their welfare More effective and integrated services at both the strategic and individual case level Improved communication and information sharing between professionals, including a common understanding of key terms, definitions, and thresholds for action Effective working relationships, including an ability to work in multi-disciplinary groups or teams, and Learning from Serious Case Reviews (SCRs) and reviews of child deaths The training provided will have a focus on the skills, knowledge and behaviours required for inter-agency working. Course outlines within the programme will clearly outline course aims, objectives and target audience. It will also identify whether there are any prerequisites or pre-reading for the course. The Training Programme The LSCB Training programme is set annually but with flexibility to meet changing demands, the programme is reviewed quarterly via the LSCB Performance, Learning and Quality Assurance (PLQA) Committee. Some of the training within the programme is delivered by locally based people who have particular knowledge and experience in various aspects of safeguarding and some of the courses are commissioned from specialist trainers and organisations from outside of the local agencies. This combination provides good inter-agency and inter-professional working locally, and benefits from best practice and research from further afield. Training needs are identified through various mediums including: Lessons from local serious case reviews Multi-agency audits The LBBD LSCB business plan and priorities Training needs analysis Attendance and Booking Audiences for safeguarding training are diverse and include the whole of the children s and young people s workforce, including paid staff and volunteers working in the statutory, voluntary, community and independent sectors and the wider multi-agency partnership. Each individual course outlines detail that the course is aimed at. Courses are written in accordance with policies and procedures that are local to The London Borough of Barking and Dagenham and as such are only suitable to those that are working within the Borough and supporting our residents. Every effort is made to ensure delegates from different agencies are represented to support multi-agency working. All LSCB Courses are booked via I Learn learning management system which is available to all partner agencies, Courses can also be booked via LearningDevelopment@lbbd.gov.uk / 5544.

3 LSCB Learning & Development Framework Level 4 - Multi-agency - in addition to levels, these will be specialist roles and named and designated professionals. Level 3 - Multi-agency - in addition to levels 1 and 2, level 3 is required for staff, clinical and non clinical working predominantly with parents, children and young people. These are frontline practitioners and could contribute to the assessment, planning intervention and review of children where there is a safeguarding concern. These people will be in positions to identify concerns and to act upon them. Level 2 - Single/Multi-agency - in addition to level 1, level 2 is required for staff, clinical and non clinical working frequently with parents children or young people. Level 1 - Single agency - required for all staff - clinical and non clinical who may be in infrequent contact with children, young people and/or parents & carers. Individual agencies and employers are responsible for ensuring that all of their staff are competent and confident in carrying out their responsibilities for safeguarding and promoting the welfare of children and young people, and in order to fulfil their safeguarding duties as identified in Working Together to Safeguard Children 2015.

4 LSCB COURSE TIERS Group Description Level 1 Staff in infrequent contact with children, young people and/or 1 parents/carers. 2 Those in regular contact or have a period of intense but irregular contact with children, young people and/or parents/carers. 3 Members of the workforce who have particular responsibilities in relation to undertaking section 47 enquiries. 1, 2 4 Professional advisors, named and designated lead professionals, 4 5 Operational managers at all levels including: practice supervisors, front line managers and managers of child protection units. 6 Senior managers responsible for the strategic management of services and section 11 responsibilities. 7 Members of the LSCB. (4 if undertaking specialist roles) Quality Assurance & Evaluation Process A Quality Assurance Framework has been put in place to monitor the quality of the training events that are delivered as part of our programme. The Approach There are three stages to our Quality Assurance, which are as follows: Observation of learning to ensure quality of delivery Evaluation surveys End of Course/Event Questionnaires Impact Assessment Mystery Shopper activity Stage 1: Ensuring Quality Members of the Performance, Learning & Quality Assurance Committee (PLQ) who attend learning events will provide feedback to the committee on the quality of the training delivery and learner engagement/learning. Feedback comments will be passed to the Corporate Learning and Development Coordinator and will inform future commissioning plans. Stage 2: At the end of Learning All learners that attend our courses will be sent an electronic evaluation at the end of their training event which will be sent to them via no later than one working day after the course is completed. These evaluations are used to shape future training plans and helps us to gauge the effectiveness of training. Evaluation response rates are closely monitored and reviewed quarterly at the PLQA Committee along with training feedback. Stage 3: Impact & Mystery Shop 6-8 weeks after attending a training event, learners are sent a further evaluation asking them to complete a short further evaluation around how they have put their learning into practice within their working environment. This will provide us with a further measure to gauge the effectiveness of the training and the impact that this training has had on individuals practice. Findings are included in the quarterly report to the PLQ Committee and are used to inform future LSCB training events moving forward.

5 Cancellation & Non Attendance Policy The demand for training and the costs involved in producing training is high and there are more and more organizations accessing the training we offer. In order to reduce the instances where people do not attend training and have not cancelled in ample time to allow others the opportunity to take their place we have a zero-tolerance policy when it comes to non-attendance with charges in place for non-attendance. Cancellation Charges Our cancellation charging policy is as follows: Notice Period Cancelling 10 days + before the event Cancelling within 10 days of the event running or Non-Attendance No Charge 100 Full day 50 Half day/briefing (Unless a suitable replacement is found to attend) The maximum charge of 100 or 50 [respectively] for a full day/half day or briefing covers all administration costs and will be charged for any delegate who fails to attend without prior notification or, unless an appropriate replacement is secured. If notification is received more than ten days in advance of the training, no charge will be incurred. Charges to Attend Barking & Dagenham LSCB Training Training and e-learning for Barking & Dagenham LSCB partner agencies who financially contribute to the LSCB is free to attend (cancellation charges will still apply). Private and For Profit organisations will incur a charge per delegate at the rate of: Half day Full day e-learning
