1 Office of the Chief, Essex-Windsor Emergency Medical Services Bruce Krauter Chief, Essex-Windsor EMS A Message from Essex Windsor EMS Chief, Bruce Krauter I am pleased to announce that the Essex Windsor EMS 2017 Part Time Paramedic Recruitment Campaign is currently underway. We are seeking hard working and highly motivated individuals who have followed their dream by training to be a Paramedic. Part-time Paramedics are the foundation and key to our future success. They will become our future full-time Paramedics and leaders within our EMS organization and our community. Our recruitment team has the responsibility to select the most suitable, prepared, and competent individuals who will provide the highest quality of Emergency Medical Services to the citizens of the County of Essex, the City of Windsor, and the Township of Pelee. By the very nature of this job, Paramedics impact citizens during their most difficult and vulnerable moments. The public trusts that Paramedics have at their core, honour, character and high moral standards. For this reason we expect our Paramedics to conduct themselves with Accountability, Integrity, and Compassion. The selection process is a highly competitive and complex assessment process. The process is designed to ensure candidates meet the minimum standard qualifications for a Paramedic, and to ensure candidates are best suited to our requirements. 3 JOB POSTING: Part Time Primary Care Paramedic Position Summary: Reporting to an EMS District Chief, you will perform primary emergency medical care and controlled acts under the direction of the Base Hospital Medical Director; ensure the safe and timely land transportation of ill or injured persons, including cross-border transfers; operate emergency vehicles safely in all weather conditions; maintain contact with and comply with direction from the Central Ambulance Communications Centre; liaise with other agencies to collect and provide relevant information; maintain ambulances, equipment, supplies, controlled drugs and stations in a state of readiness; complete required documentation; participate in mandatory training; function in a First Response capacity when and if required. Qualifications: Meets all qualifications to work as a Primary Care Paramedic, as set out in the Ontario Ambulance Act and its Regulations, and as established by the County from time to time, including: A-EMCA pending status will be considered; Valid Class F Driver s License; good driving record and good driving skills; Able to identify patient treatment needs and provide appropriate care; Physically capable of lifting and carrying heavy patients and equipment; Valid documentation and suitability for allowable entry into the United States for cross-border transfers Available to comply with availability requirements and work all shifts, all stations (including overnight assignments at Pelee Island), as scheduled or called in, in a 24 hour per day, seven day per week operation (days, nights, weekends and holidays); Good interpersonal skills; able to communicate effectively; to work closely with the entire healthcare team; Good teamwork skills, ability to work closely with a partner for extended periods of time;

4 Able to work in stressful situations and exercise sound judgment in emergency situations; critical thinker; Good data entry skills. 6 ESSEX WINDSOR EMS 2017 Part Time Paramedic Recruitment and Selection Overview Essex Windsor EMS will accept submissions for the 2017 Paramedic Recruitment from April 3, 2017 until no later than 1600 hrs on Friday, April 21, Late applications will not be considered. The following outlines our selection process and the order in which we will complete this recruitment. Consideration is given in the areas of skills, abilities, motivational and organizational fit. The information contained in this document is intended to be a guideline and is subject to change. Any and all costs associated with providing application and employment documentation will be at the applicant s expense unless otherwise noted. Please note that failure to pass any stage in the recruitment process will eliminate an applicant from the competition. Please be advised that scores and rankings are considered confidential and will not be shared with candidates. Candidates who move through the recruitment process will be contacted electronically via correspondence. You must provide a valid address as part of the application phase. PHASE 1 Application and Initial Screening Submission of resumes and pre-employment documentation. Package must include and be submitted in the following order: Cover letter, must include current home address, telephone number, and valid address;

7 Resume; Diploma in Ambulance and Emergency Care from a Community College. This competition is open to candidates expecting to graduate this semester. *Additional information is noted below: Proof of completion of mandatory Ministry of Health core training as per BLS standards from a community college for recent graduates, or from an EMS employer for individuals currently/previously employed as a Paramedic. Correspondence from your Program Coordinator (or designate) on community college letterhead, which outlines the mandatory core training courses which you have successfully completed is considered acceptable. *Additional information is noted below: *Applicants expecting to graduate with a diploma this current semester will be required to provide proof of expected graduation and proof of completion of mandatory Ministry of Health core training from your Community College either at the time of application or upon arrival at the written test. You will not be permitted entry to the written test without these documents. A-EMCA certificate. Expected Spring 2017 graduates will be considered as A-EMCA pending in accordance with the Ambulance Act, Ontario Reg. 257/00; Current CPR certificate, (must be minimum Health Care Provider level and meeting the 2015 Canadian Heart and Stroke Foundation Guidelines and within 1 year from date of issue, proof of date of issue required); Current F Class Ontario Driver s license (both sides); Proof of valid passport or enhanced driver s license (or proof of application of such; Proof of original must be received no later than the commencement of employment), and; Certificate from a medical physician or medical lab indicating current immunizations for each of the following: o Tetanus immunization must be within the last ten years o Diphtheria immunization must be within the last ten years o Poliomyelitis must provide proof of immunization o Pertussis single dose in adulthood (over 18 years of age)

8 o Measles, Mumps, Rubella serology confirming evidence of immunity or proof of 2 doses o Hepatitis B serology confirming evidence of immunity or proof of 3 doses o Chicken Pox serology confirming evidence of immunity or proof of varicella immunization. o Current TB Skin test Application and resume packages will be assessed for minimum documentation requirements as well as experience and training suitability requirements. PHASE 2 - Written Test Candidates who meet the basic job requirements and pass the application and initial screening will be invited to a written test on Monday, May 1, 2017 (no substitute day). The test will be completed at a location in Essex County. You must be present to complete the test. Details of the written test will be ed only to those who are invited to attend. The test is made up of multiple choice questions. Some calculation and problem solving is required. Please note that test results will not be released. Test time: 90 minutes PHASE 3 Practical Tests Based on the results of the previous stages, selected candidates will be invited to participate in this 2-part testing phase (in no particular order). During one component, candidates will complete scenarios designed to assess a candidate s ability to treat and interact with patients based on related legislation, standards and regulations. During the other component, candidates will move through three (3) skill stations and will be assessed on a variety of work related and critical thinking skills. Test time: up to 1 hour PHASE 4 Interview An appropriate number of candidates will be invited to participate in an oral job related panel interview. The interview will assess a candidate s knowledge, skills, abilities, and suitability for the position. Interview time: approximately 45 minutes PHASE 5 Conditional Job Offers Successful candidates will receive a job offer conditional on the following: Signed offer of employment Complete a job related physical fitness assessment; details will be provided at the time of job offer

9 Provide original documentation of all credentials referred to in the application phase (all credentials submitted must be dated prior to the date of application) Three (3) satisfactory employment reference checks from within the last five (5) years. Two of these references must be supervisory Completion of base hospital symptom relief and defib certification Satisfactory driver s abstract Satisfactory vulnerable sector criminal record search Completion of Ambulance ID form application Successful completion of orientation An applicant may have their job offer withdrawn if they fail to meet any of the above requirements. Successful candidates are subject to all applicable County of Essex and Essex Windsor EMS department specific policies as well as the Canadian Union of Public Employees collective agreement. Once all documents have been received, reviewed, validated and deemed satisfactory, the offer of employment will be confirmed. PHASE 6 Orientation and Training Candidates will participate in a 2-week in-depth orientation and training program commencing on June 16, 2017 (date subject to change). Attendance is mandatory. Candidates will be required to pass every portion of the orientation and training program in order to be eligible for employment.
