1 HAMILTON POLICE SERVICE (HPS) NOTICE OF A CIVILIAN CAREER OPPORTUNITY SENIOR FINANCIAL ANALYST Job Title & No.: Senior Financial Analyst JJR Job Code #177 Reports to: Finance Manager/Chief Accountant, Finance & Administration Job Location: 3 rd floor, Central Police Station, 155 King William St, Hamilton, ON Hours of Work: Monday to Friday, from 8:30 am to 4:30 pm Salary: Schedule 11E - $76,191 to $89,635 per annum (As of January 1, 2015); New Job Subject to Joint Job Review after the first six (6) months Created: November 2015 Job Summary Under the direction of the Manager of Finance/Chief Accountant, the Senior Financial Analyst is responsible for conducting research and financial analysis, and making financial or budget option recommendations for the Manager of Finance in support of the strategic budget and long term financial goals of the Service. The Analyst will also assist with the coordination and preparation of the annual current and capital budgets, ten year capital plan, external agreements, and any new initiatives. This position monitors various portions of the Service s Budget, in adherence with business plan goals and objectives, and provides financial analysis, forecasting expertise, and analytical support for Senior Command, for all financial processes of the Service. General Duties 1. Assist in the coordination, planning, and execution of all budget planning initiatives, including assisting with preparation, complete analysis, and reporting. 2. 2 3. Assist in the Salary/Wages/Benefits portion of the Annual Operating Budget. 4. Provide customer service and technical expertise to Senior Command and other HPS Members on financial issues. Prepare annual operating budget worksheet for Senior Command. 5. Provide monthly and quarterly operational variance analysis for the Finance Manager. Track and provide supporting explanations of variances. Work with business units to understand and mitigate future variances, and provide timely and accurate financial status reports to management, including Annual Financial Reports (AFR s) and transaction listings. 6. Prepare monthly account reconciliations on confiscated funds, donations, revenue accounts, and rewards reserve. 7. Assist in the preparation of annual operating and capital budget submissions in the City of Hamilton Finance Department format. 8. Based on input from Senior Command, assist in the preparation of the annual capital submission to the City of Hamilton Finance Department. 9. Assist in the year end process and reporting, including information required by the external auditors and the City of Hamilton Finance Department. 10. Liaise with City of Hamilton Finance staff on all items, including Capital Asset Management. 11. Maintaining financial information for all capital projects including reconciliations, as required. 12. Monitor, review, and analyze all processes from the Time Management System (TMS) to PeopleSoft Financials, for accuracy and policy adherence. 13. Provide other support, as required, to the Finance Manager and the Assistant Finance Manager, and relief support during the absence of other Finance staff. 14. Perform other duties, as assigned, which are related to the major responsibilities of the job. Supervisory Responsibilities: Not applicable. 3 Working Conditions: Regular office environment, with frequent interruptions. Considerable contact with members of Finance, other members of the Service, Senior Command, City of Hamilton Finance staff, external auditors, and other external parties. Occasional business travel required within the City of Hamilton and possibly within the Province. Physical & Sensory Demands / Dexterity: Assignments will involve activities such as reading, writing, keyboarding, talking, listening, sitting, walking, and standing. Training: On-the-job training will be provided. Required Competencies 1. Education: Minimum three (3) year University Degree in Business Administration, Commerce, or Economics and/or a related field (e.g. Accounting). 2. Experience: Minimum five (5) years of related work experience in financial reporting, analysis, planning, budgeting, and reporting requirements, preferably in a public sector and/or a municipal environment, including experience and working knowledge of Financial Management Systems and Generally Accepted Accounting Principles (GAAP), and strong spreadsheet and database skills and experience, in relation to financial analysis, forecasting, and reporting. 3. Certificates/Licenses/Apprenticeships: Chartered Professional Accountant (CPA) designation and a member in good standing with Chartered Professional Accountants of Ontario/Canada required. Valid Class G Driver s Licence, or the equivalent, with no more than six (6) accumulated demerit points, permitting you to drive an automobile in Ontario with full driving privileges would be an asset. 4. Highly developed technical, analytical, organizational, problem solving, research, and decision-making skills. Demonstrated ability to manage projects and tasks. 5. Excellent ability to conceptualize problems and build computer models to recommend appropriate solutions. 6. Excellent interpersonal, facilitation, presentation, and written communication skills. 7. 4 8. Ability to deal with sensitive information and maintain confidentiality. 9. Ability to work independently while establishing and maintaining sound working relationships in a team environment. 10. Proficiency in Microsoft Word and financial reporting software, and indepth knowledge/experience with Microsoft Excel required. 11. Working knowledge of payroll systems and practices, collective agreement interpretations, public-sector accounting principles, PeopleSoft Financials, and financial management systems in a municipal setting would be an asset.
