1 POSITION DESCRIPTION TITLE: EMERGENCY MANAGER Job Objective/Summary: The Emergency Manager is responsible for the planning, administering, organization, coordination and evaluation of natural and technological disaster response programs for Okanogan County, as well as responding to emergency incidents, and serves as principle advisor to the County Commissioners, the Sheriff, and elected officials of each municipality in such matters. Scope of Responsibility: Plans, organizes, directs and controls all activities of the Emergency Management Department. Provides professional and technical advice to Okanogan County and its municipalities. Advises and consults on Emergency Management. Work is performed under limited supervision requiring independent judgment and discretion. This position is exempt from the Fair Labor Standards Act. Supervisory Responsibility: This position has supervisory authority for one grant funded Administrative Specialist to include leadership and development of staff. Supervises professional and non-professional staff; prioritizes, assigns and monitors work; evaluates performance; initiates and implements decisions regarding employee selection and discipline; ensures staff, volunteer and physical resources are available for program operations and ensures staff and volunteer training and cross-training. Essential Functions/Typical Duties: Emergency Management: Oversee/manage County Emergency Management Department Be on call and respond 24/7 to major County emergencies and incidents o Secure mission numbers from Washington State EOC o Collaborate, communicate, and coordinate with First Responders when on-scene during incidents o Be prepared to implement ICS and perform on-scene management of emergency incidents, including acting as Incident Commander when needed Implement all aspects of the Emergency Management Cycle, including Mitigation, Preparation, Response, and Recovery Prepare and manage department budgets Activate and manage County EOC as needed, including acting as EOC manager Oversee Emergency Management staff, including daily management, special projects, and yearly evaluations Page 1 of 5
2 Meet with and provide regular reports to Emergency Management Council Executive Board Manage Emergency Worker program: o Receive, process, and maintain records of Emergency Workers in County o Prepare and submit Emergency Worker reimbursement forms to State EMD o Provide ID badges to Emergency Workers, County personnel and other agencies Comply with requirements of RCW 38:52, WAC 118:30, WAC 118:09, and the Joint Interlocal Agreement between the County and Cities. Manage County Hazmat program, including: o Ensure that hazmat spills are properly cleaned up in County o Coordinate with First Responders and State Department of Ecology o Maintain and update County s Hazmat Emergency Response Plan o Receive, record and maintain Tier II reports submitted to DEM o Conduct LEPC meetings o Respond to major Hazmat spills to assist, coordinate, and collaborate cleanup o Restocking of Oil Spill response and agency spill response materials Act as PIO, interface with media, and prepare/send media releases as needed Function as County Liaison to Incident Management teams when they are working in County Inventory, stockpile, and manage County emergency response materials Participate in regular and special briefings as needed (NOAA, Regional, State, Federal) Respond, as needed, to individual structure fires and coordinate/ensure Red Cross response Update and maintain contact information lists for all key personnel for use during emergencies Create, facilitate, and/or participate in exercises as required or available, including providing of assistance to other agencies/jurisdictions in preparation/execution of their exercises Monitor training opportunities for County, City and First Responders, and inform accordingly Provide information to public ongoing, including telephone requests and social media page updates Conduct public education activities, including media releases, and distribution of materials Maintain Emergency Management vehicles, including maintenance, repair, and tire changeouts Prepare, maintain, and update County emergency plans, including CEMP, HMP, ERP, and CWPP Meet with contract cities at regular intervals to provide updates and receive input Assist other agencies, jurisdictions, and cities with preparation of their emergency plans Provide incident and other briefings to County Commissioners and Cities as needed Initiate and maintain good working relationships with key personnel in County, including County agencies, cities, First Responders, and organizations/jurisdictions. During emergencies, prepare and submit damage assessments and SitReps to County/City/State officials Prepare and make presentations, including visual, to Commissioners, Cities, and the public as needed. Conducting special County meetings as needed for floods, fires, and other actual/potential emergencies. During a major declared disaster, interface with State and FEMA representatives, and assist the County, cities, and jurisdictions in the implementation of Public and Individual Assistance programs. Attend Emergency Management conferences, meetings, and trainings as needed/appropriate Work with Animal Control Officer (ACO) to assist with animal rescue activities Page 2 of 5
3 Update and maintain WEBEOC system for use during County emergencies Homeland Security Coordination/Grant Administration: Manage Homeland Security program for Okanogan County Represent Okanogan County at Region seven council meetings Conduct and/or participate in required or available Homeland Security exercises Manage all aspects of grants under DEM jurisdiction, (SHSP, EMPG, OPSG, and HMEP), including writing of application, budgeting, purchasing, contracts, payments, reimbursements, reports, and audits. Execute grant deliverables in accordance with grant contracts Prepare/manage County budgets associated with grants Provide grant administration assistance to County departments, sub-recipients, and other agencies Oversee, monitor, and manage grant sub-recipients Execute purchases associated with DEM and grants according to County purchasing guidelines Prepare for and participate in yearly audits by Washington State Auditor, and additional audits by Washington State. Reconcile grants regularly and prepare County Grant Accountability worksheets yearly. Ensure County NIMS compliance, and track compliance of other jurisdictions Emergency Communications: Oversee/manage emergency communications systems under DEM jurisdiction, including: o Amateur radio infrastructure, repeaters and emergency communications center (ECC) o Amateur radio operators (ARES/RACES). o Manage/maintain County s Emergency Notification System (ENS) o Manage/maintain County s Emergency Alert System (EAS), including: Participation in SECC Conduct LECC meetings, and coordinating with broadcasters Conduct Required Monthly Tests (RMT s) o Activate and staff ECC during emergencies as needed o Conduct weekly CEMNET tests for MCP and ECV vehicles o Maintain radios in emergency caches in full operational ready status at all times o Deploy radios from emergency caches to incidents, exercises and events and needed o Maintain County tactical repeater in operational status and deploy as needed o Maintain County Emergency Communications Vehicle in operational status at all times Maintain Mobile Command Post (MCP) in ready status at all times o Respond to incidents/emergencies as needed/appropriate/requested and provide communications, coordination, and incident management. Minimum Qualifications: Bachelor s degree in Emergency Management, Communications, Public Administration or closely related field; and Six (6) years progressively responsible experience, including three (3) years in a supervisory or managerial capacity; or Page 3 of 5
4 Any combination of education and experience which provides the knowledge, skills and abilities sufficient to successfully perform the essential functions of the position. Valid Washington State Drivers License. Successful completion of a criminal back ground investigation. Preferred Qualifications: Experience in mitigating against, preparing for, responding to, and recovering from emergencies, disasters or terrorist events. Experience and established relationships working with local, state and federal emergency management agencies. Experience in creating, evaluating and coordinating emergency plans (CEMP, MHP, etc.). Knowledge, Skills and Abilities: Knowledge of: Emergency management at the local government level. Practices and principles of public administration and government fiscal management, including budget preparation, expenditure control, contract administration, and recordkeeping. Grant administration; project management, public administration and organizational management and supervisory theories, and principles and practices. Facilities, equipment and technical and theoretical methods of emergency management program facilitation. Terminology, laws, rules and regulations as applied to emergency management. Sociological relationships among governmental agencies, industries, businesses, health science and schools. Terminology of emergency management operational methods, principles, issues and services standards. Record keeping practices and procedures. Customer service techniques and team building concepts, and theories, principles and methods of communication and conflict resolution. Supervisory principles and practices. Skills and/or Ability to: Using a personal computer and related software applications. Operating basic office equipment. Determining priorities and making critical decisions. Developing initiatives and projects. Directing, teaching, coaching, monitoring and evaluating the work of staff and volunteers. Developing, writing, applying and implementing county and inter-agency emergency management program plans, policies and procedures. Recruiting volunteers and working with various interest groups. Solving problems, resolving conflict, building teams, and promoting the program mission. Giving presentations, public speaking and meeting facilitation. Mediating, enforcing and researching laws, rules and regulation. Organizing, coordinating and implementing emergency management activities with other agencies and groups. Page 4 of 5
5 Determining effectiveness of emergency preparedness methods used. Researching and gathering statistics and other information. Writing and evaluating reports and news releases. Establishing and maintaining effective interpersonal relationships with County and other officials, at all organizational levels and with the public. Oral and written communication sufficient to exchange or convey information and to give and receive work direction. Physical Demands: The working environment for this positions is generally in an office setting, office duties require standing, walking on various types of surfaces, sitting, standing, maintaining balance, climbing stairs and inclines, bending, stooping, reaching, pushing, pulling, twisting; requires a sense of touch, finger dexterity, gripping with fingers and hands; lifting and carrying up to 30 pounds. Must be able to hear normal voice conversations, to speak in a public setting, have close, far, side vision with depth perception. Requires ability to operate a passenger vehicle as required to attend training and attend meetings at various county worksites. Work may require 24/7 response, periodic travel outside of standard business hours, and may involve exposure to inherently hazardous or potentially dangerous environmental conditions.
