1 JOB DESCRIPTION Position Held by Dolamore Park Caretaker vacant Date August 2018 Reports to Hours of work Parks Officer Full time, 40 per week, Monday-Sunday, based at Dolamore Park Purpose of position Responsibility for the day-to-day operation of all activities within the confines of Dolamore Park and responsibility of all district play equipment and furniture. Position objectives The general aim of the Parks and Recreation Department is to provide wide ranging opportunities for residents and visitors to increase their participation in affordable and accessible sport and recreational activities. The objectives are identified as follows, but may be subject to change within the broad guidelines: 1. Facilitate both passive and active recreational opportunities for the community. 2. Contribute to the overall amenity and image values of the district. 3. Provide protection of natural areas for conservation and preservation. 4. Utilise and supervise, where necessary, government funded employment schemes and volunteers including PD and Community Service workers. The performance levels set for Dolamore Park represent a strategy for achieving Council s policy aims and objectives for the management of the Park as outlined in the Reserve Management Plan. The main operations required include turf, garden and tree maintenance, noxious weed control, reporting, building maintenance along with supervising camping and picnics and other users of the Park, maintaining a close working relationship with the Department of Conservation. 1
2 Key tasks 1. Ensure that the Dolamore Park water and electricity supplies are operative at all times. 2. The employee will carry out the day-to-day maintenance operation of Dolamore Park in an efficient and cost-effective manner within budgets set by the Parks and Recreation Manager and in accordance with work delegated by then Manager and the operative Reserve Management Plan. 3. Maintain a close working relationship with user groups and ensuring that camper issues are addressed and experiences maximised. 4. Ensuring the Park is secure in the evenings by the opening and closing of the main gates. 5. Monitoring of undesirable visitors to the Park, ensuring that the safety of campers and others is maintained at all times. 6. Be able to deal firmly and quickly with the undesirables that frequent the Park from time to time and seek assistance when necessary, particularly dog control (subject to Gore District Council Dog Control Bylaw). 7. Compile and submit to the Parks and Recreation Manager, plant running sheets, weekly timesheets, and a comprehensive activity report monthly. The activity report should outline work completed for the month repairs required etc and projection of work to be undertaken in the coming month. This should include capital expenditure as determined by the Council s Long Term Plan. 8. Maintenance and inspection of all the District s play equipment, signage and garden furniture to meet the appropriate safety standards. The employee will need to be fully conversant with the current New Zealand playground safety standards and ensure all District playgrounds comply with that standard. 9. Complete scheduled playground checks on the electronic data collection platform and address any identified issues in a timely manner. Maintain currently of a relevant playground assessors qualification (RoSPA). 10. Other duties as assigned from time to time. Key result areas The duties of the Caretaker are being carried out to the required standard when: 1. The performance levels and key tasks delegated by the Parks and Recreation Manager are being met. 2
3 2. An innovative and enthusiastic approach to duties, and a courteous and helpful attitude to the public and user groups are adopted at all times. 3. There is a high level of satisfaction among user groups. The Parks and Recreation Manager is aware of and responsive to their requirements and complaints are addressed promptly. 4. All facilities are presented in a clean, tidy and attractive condition. 5. All dealings with outside organisations are handled in such a way as to promote the desired customer-orientated image of the Gore District Council. 6. A professional attitude is present at all times and the maintenance of order and coping with misbehaviour, lawlessness and vandalism is kept under tight control. 7. The objectives and policies contained within the Dolamore Park Management Plan are being followed. 8. Ensure all District playground equipment is presented in a safe and operative condition at all times. 9. Ensure all Dolamore Park furniture including signage is safe, usable and well maintained at all times. Delegation The Caretaker will have authority to purchase budgeted goods and equipment as delegated up to a value of $1,000. Personal specification Education No formal qualification is necessary, but sound knowledge in reading and writing and the ability to carry out various calculations would be an advantage. Basic computer skills in Excel, Word and Outlook are required. Experience At least three years experience in an amenity park type complex is considered to be necessary. The Caretaker should possess a wide range of handy-man skills, including sound horticultural, gardening and turf management experience. An ability to delegate and manage staff and/or volunteers effectively and to foster a high level of morale and motivation amongst them. A very high degree of personal and professional integrity and an ability to gain the trust of user groups and to establish a working relationship amongst them. 3
4 A good operational knowledge of small farm and gardening machinery is essential. Good self motivation, organisational skills and the ability to forward plan and self-manage is essential. An affinity and understanding for nature, in particular native forests and their associated ecosystems. Functional relationships Members of the public and visitors to Dolamore Park Other Council staff Elected members Occupational health and safety The employer and employee will meet their obligations under the Health and Safety at Work Act The employer s duties include ensuring, so far as is reasonably practicable: The provision and maintenance of a safe working environment for employees and others in the workplace. The provision and maintenance of facilities for the welfare of employees while at work The provision of necessary training instructions to employees. The provision and maintenance of safe machinery, equipment, and working arrangements. The provision of suitable procedures to deal with work emergencies. That health and safety employee engagement and participation practices are in place. That it consults and cooperates with other businesses operating in the same workplace(s). The employee will follow the employer s health and safety rules and procedures (Gore District Council s health and safety manual). The employee will take reasonable care to look after their own health and safety at work, their fitness for work and the health and safety of others. Examples of how the employee can take reasonable care include: Following all health and safety rules and instructions. Participating in health and safety discussions. Taking reasonable care that their actions (or inactions) do not cause harm, or risk of harm, to themselves or others. Not reporting for duty under the influence of alcohol or drugs that impair their performance or fitness for work. Wearing all the necessary personal protective equipment and clothing. 4
5 The employee must report any potential risks, accidents, incidents and near misses so that the employer can investigate or eliminate or minimise harm or risk of harm. Failure to follow reasonable health and safety rules (including this clause) may be considered serious misconduct. KiwiSaver The successful employee will be automatically enrolled into KiwiSaver upon commencement of the position, unless they produce either a holiday contribution notice or such other evidence that they are already enrolled. The Council makes a matching employer contribution of either 3% to 4% to any approved KiwiSaver scheme. Confidentiality The employee, during the time of employment and after termination of employment, will keep confidential any knowledge or information which may be acquired during the course of or incidental to that employment with the Gore District Council concerning any members, staff, customers or clients of the Gore District Council or other confidential matters with which the Council may have been involved. Property Following termination of employment, the employee shall deliver to the Gore District Council all materials, papers, documents, uniforms and any other property of the Gore District Council before a final pay will be settled. Civil defence Council staff are expected to commit to relevant emergency operations centre (EOC) training and be available to participate with the operation of an EOC in order to assist with the management of any emergency. 5
