3 PURPOSE OF THE POSITION To provide strategic leadership to optimise team, service and system performance and promote curiosity, resilience and agility. To provide direct financial, administrative and operational management of the services through the utilisation of best management practice and effective leadership. To manage the Needs of the Services of CMDHB through the effective management of resources, including staff, in line with clinical care objectives and goals of service. To meet the business objectives of the Services and in turn the ARHOP business plan by delivering on all contractual service requirements. To deliver on the services required outcomes through the active engagement in the clinical partnership model with the Clinical Heads and Clinical Nurse Director. To ensure that care is provided to patients through a coordinated continuum of care. 4 NATURE AND SCOPE OF RESPONSIBILITIES Key Accountabilities Standards / Achievements Leadership Plans strategically at an organisational/or sector level Engages teams in strategic planning and delivery Leads with purpose, persuasion and inspires teams into action Communicates strategic direction and objectives clearly Enhances and optimises individual team and system performance Manages priorities Mentor and develops others through appropriate delegation and oversight Planning Plan, develop and communicate the strategic, business plans and aligned annual budgets for the service in partnership with clinical heads and other SMs. Communicate department/service goals and advocate for these to be included in the wider business objectives. Ensure that customer services are consulted and their expectations confirmed/modified as a basis for planning service delivery. Plan Services to ensure they are appropriate to meet the needs of Counties Manukau Health population, within the funding constraints. Develop appropriate workforce development plans in conjunction with the organisations direction and expectations, relating to each professional group within the service. This includes benchmarking, FTE establishment and balance between professional groups in line with service delivery and professional trends. Sustainable capital plans are developed and managed in accordance with organisational expectations. Service Delivery and Co-ordination Communicate, clarify and sell corporate policies, procedures and business objectives to staff. Ensures service delivery decision making processes involve all relevant members of the multidisciplinary team Foster client relationships with users of Services Keep track of delegated assignments and projects. 5 Key Accountabilities Standards / Achievements progress, trends and changes are traced, monitored and reported. Negotiates and resolves service delivery issues Contribute to the development of Services between ARHOP and key stakeholders. Ensures the General Manager receives relevant and timely information regarding Services. Leads and manages service planning for future national regional and local specialised rehabilitation service delivery (aka Living Well Centre concept) and wider services such as musculoskeletal, multi-trauma and amputee rehabilitation Financial Manage efficient and effective Services, by managing physical and financial resources within budgeted limits and in accordance with company policy and growth expectations. Ensures the achievement of objectives by regularly monitoring progress and taking corrective action, where necessary. Lead the budget process for services in consultation with the Clinical Heads, CND & Business Manager Ensures financial constraints are understood, and accented within the service. Facilitate, and resolves prioritization issues inter and intra service. Data Analytics Uses national and international benchmarking data to analyse service performance, identify opportunities and implement service improvement Liaises internally with the Health Intelligence, business analytics support, HR and Finance team to develop and monitor service performance against Key Performance Indicators Reviews and monitors service capacity vs demand and identifies opportunities for improvement. Risk Management (including the Health and Risk Management plan developed for Safety in Employment Act 1992) services in conjunction with the services direct reports Workplace Health & Safety hazards are identified and reported, including selfmanagement of hazards where appropriate Risks for Services are raised in ARHOP Risk register and Management forum. Certification Achieves certification of Health Services and supports further development of service specific quality measures and standards of care aligned to National Regional and best practice outcomes Management Team Positively contribute to the strategic planning of ARHOP and where appropriate other services in the organisation Implement and promote the strategy, mission and values of CMH in all activities. Foster good cooperation with other service managers and members of the ARHOP Management Team. Change Management Works in partnership with Clinical Heads, CNDs, Charge Nurses other SMs and staff on the effective management of any change of services. Identifies and feeds quality improvement initiatives as they pertain to the Services. Structures, systems and processes are aligned to enable, support and reinforce effective business performance. Cultural Competency Successfully identifies the needs of the CMH multi-cultured client base including compliance with the Treaty of Waitangi and by demonstrating a serious commitment to partnership. 8 COMMUNICATION AND INTERPERSONAL SKILLS Will be required to interact on a regular basis with a range of Counties Manukau Health staff members including: Employee s direct reports other managers medical staff clinical staff Administrative staff. Externally there will be contact with: CMDHB District community Ministry of Health Patient and family Primary care practitioners ACC Unions Other Managers of services in other DHBs. Situations may often call for tact, diplomacy and will require information to be handled in a discreet and sensitive manner. In conflict situations will be required to exercise sound judgement, negotiation and persuasiveness skills, toward facilitating a workable outcome. PROBLEM COMPLEXITY Will be regularly challenged by a wide range of service issues and problem. There will be a requirement to be able to prioritise issues and negotiate time frames, while still providing a quality customer service. The range of problems will be diverse and require solutions customised to meet the circumstances of the client. Therefore opportunities will arise to provide innovative options to the client based on proven outcomes. There will be demands to meet deadlines, maintain accuracy and quality of information. 9 SCOPE FOR ACTION Responsibility to make, implements decisions, meet deadlines, and maintain accuracy and quality of information for the service falls with the employee. Failure to do so could impact on the organisation in terms of not meeting contracted outcomes and business plan objectives. There is an expectation that the employee will normally endeavour to resolve operational problems without escalating these to a General Manager level. Where it is necessary to refer to the General Manager, possible options for resolving the matter will be presented. Discretion is required to be exercised in releasing confidential information to the appropriate parties. DIMENSION OF THE POSITION Will be responsible to the General Manager for the achievement of agreed objectives and operates within the confines of Counties Manukau Health. Minimum of 3 years management experience at a senior level in a small/medium organisation. Financial/Budget Management. Postgraduate qualification in Health, Business or related field. 10 HEALTH AND SAFETY ACCOUNTABILITIES (Management roles) Health and Safety (H&S) is a key accountability of all Counties Manukau Health (CM Health) staff. All CM Health Managers are responsible to: Zero harm Engage in safe workplace practices and manage the health and safety of your employees and other people in the workplace Engage in safe work practices Ensure all Incidents involving staff are reported, investigated and any corrective actions are completed and closed off when completed in the Incident reporting system in line with CM Health Policies and Procedures Ensure all corrective activities are completed and controls are reviewed after incidents Ensure all staff are Inducted/Oriented to the division/service/work area and recorded in the OneStaff database and participate in Occupational Health and Safety matters Risk management Safety Management System Requirements Work safely Manage all hazards, risks and incidents in the workplace by identifying, evaluating, reporting and controlling them effectively by maintaining a Hazard and Risk Register that is reviewed and kept up to date on an ongoing basis Stop work where there is an immediate risk of serious harm and escalate to the appropriate manager Maintain Occupational Health of employees due to workplace hazardous exposures Ensure you and the employees understand and follow CM Health s Occupational Health and Safety policies and Health and Safety regulations, what your responsibilities are under the policies and implement these requirements effectively into your work area Manage the work area s risk profile and how these relate to the corporate risk profile and implement and resource mitigation controls Engage your employees to participate in Occupational Health and Safety matter.
