1 JOB DESCRIPTION Position: Held by: Reports to: Hours of Work: Project Manager vacant 3 Waters Asset Manager Full time, 8.30am until 5.00pm, Monday to Friday. Additional hours may be required from time to time attending meetings or meeting project deadlines. Date: October 2015 Purpose of Position Responsible for the planning, design, procurement, construction and commissioning of the assigned projects from the 3 Waters capital programme. Provide technical input and contract management skills to ensure successful delivery of the assigned projects from the 3 Waters capital programme. Champion best practice construction excellence principles for the 3 Waters Team. Independently manage projects from concept to completion. Lead or participate within project teams for successful project delivery. Support asset management processes and decision making. Be an essential member of the 3 Waters team providing customer focused services. Key Tasks This position description is a broad outline of the roles and responsibilities for this position. Key responsibilities may vary from time to time, at the request of the Asset Manager to accommodate the operational needs of the 3 Waters team and the organisation. Project Planning and Delivery Promote, follow and utilise principles of construction excellence in project delivery processes. This includes but is not limited to the ideals of lean construction, performance management, supply chain management, relationship management, benchmarking, optimisation, quality assurance and collaboration. Develop a strong working relationship between contractors and consultants that are involved in the infrastructure capital programme. Liaise with capital project stakeholders, customers and ratepayers Complete assigned tasks efficiently with quality output. 1
2 Ensure all assigned projects are delivered within Annual Plan and Long Term Plan timeframes. Effectively consult and inform the 3 Waters Manager regularly regarding projects progress. Project administration, monitoring and reporting is undertaken in an efficient, systematic and well documented manner. Oversee or manage development of contract documentation and specifications to ensure cost effective delivery of project outcomes. Oversee or manage procurement activities including tender documentation, evaluation, assessment and recommendation in accordance with Council policy. Ensure all assigned projects have agreed and approved communication plans in place prior to construction commencing. Critically analyse technical information regarding project proposals, design and construction specifications and drawings, ensuring the outcome will meet the Council s desires and expectations. All assigned projects are reported on as agreed. Ensure projects are completed to the Council policies and bylaws Acknowledge and refer to current New Zealand Standards in regard to project design Ensure consultation is carried out as agreed, with all key stakeholders at appropriate stages of project planning and delivery. Projects are completed ensuring compliance with appropriate legislation, Council policies and Southland Regional Council regional plans. Ensure all as-built technical and spatial data for infrastructure projects is documented, quality checked and forwarded to the IT team for input into the asset data management system and mapping software. Complete traffic management audits of contract work sites regularly. Contract Management Ensure all consultancy and physical works procurement is advertised, evaluated and awarded in accordance with the work programme and in compliance with approved Council procurement policies and procedures. Assigned contracts are managed in a professional manner and with no justified adverse key stakeholder, consultant and/or contractor feedback on performance. Act as Engineer s representative for project construction works when requested by the 3 Waters Asset Manager, overseeing contract management, site establishment, construction and commissioning to contract and design requirements. Receive, verify and process contract payment claims in a timely manner. When acting as Engineer s representative for project construction works ensure health and safety requirements and legislation is being met at all times by contractors and staff. Complete regular site audits for safety and traffic management. Financial Management Be fiscally aware of the status of project actual costs versus budgets. All assigned projects are completed within approved funding allocations. All significant variations are reported and explained promptly when identified. 2
3 Budget expenditure is monitored and reported as appropriate. Engineering Services Provide advice to customers on 3 Waters related enquiries when other staff are unavailable. Provide technical input and engineering review of resource consent applications for subdivisions and land developments as required by the 3 Waters Asset Manager. Complete engineering inspections for subdivisions and developments as required by the 3 Waters Asset Manager. Asset Management Identify opportunities for the collection of additional or missing utilities data that will support decision making. Assist in asset management processes and workshops as required. Customer Service Objectives Strive to meet the philosophy of the 3 Waters team at all times Quality in everything we do. Respond promptly to delegated requests for service, complaints and comments from the public on activities which the position is responsible for in a manner that is friendly, courteous and non-bureaucratic. Provide well researched, timely and accurate responses to Asset Managers as required. Exhibit a professional manner that presents the Council in good light at all times. Health, Safety and Wellbeing The Council s health and safety plan, policies and procedures are adhered to at all times enabling a safe and hazard free work environment for all staff, contractors and members of the public. Contractors are compliant with Council safety expectations and the Council s health and safety plan. Monitor and report on health and safety compliance across infrastructure construction sites. Organisational Contribution Contribute to special projects as required. Participate in Civil Defence emergency events and training as required. Contribute to innovation by improving work processes and systems. Functional relationships Building effective relationships is important in all roles. 4 3 Waters Asset Manager and other members of the 3 Waters team All staff of the organisation public Elected members Southland Regional Council Other local authorities Contractors and consultants Personal Specification What we are looking for to be effective in this role: Essential Education and qualifications Tertiary qualification in civil engineering Knowledge and experience Theoretical and applied knowledge of the 3 waters based on academic and professional experience, supported by relevant work experience. Sound knowledge of project management principles and delivery. Knowledge and understanding of NZS 3910 and expectations under this standard. Desirable Traffic Controller or Site Traffic Management Supervisor qualification Minimum 5 year s experience in the 3 waters engineering infrastructure industry. Local Government experience. Management and leadership skills Skills Current full NZ drivers licence. Project financial management experience Proven oral and written Understanding of health and safety communication skills. legislation and practices Effective decision making skills. Proven record of completing annual programmes of work to time and budget. Ability to effectively manage time and Experience in stakeholder liaison meet multiple programme deadlines. Ability to oversee and manage multiple projects delivery at the same time. Communicate information in a way that increases understanding of issues and builds positive relationships with groups in a timely manner. Excellent interpersonal communication skills. Financial and budget management skills 4

Confidentiality The employee, during the time of employment and after termination of employment, will keep confidential any knowledge or information which may be acquired during the course of or incidental to that employment with the Gore District Council concerning any members, staff, customers or clients of the Gore District Council or other confidential matters with which the Council may have been involved. Property Following termination of employment, the employee shall deliver to the Gore District Council all materials, papers, documents, uniforms and any other property of the Gore District Council before a final pay will be settled. KiwiSaver The successful employee will be automatically enrolled into KiwiSaver upon commencement of the position, unless they can produce either a holidays contributions notice or such other evidence that they are already enrolled. The Council makes an employer contribution of either 3% or 4% to any approved Kiwisaver scheme. 5
6 Civil Defence To take part in Civil Defence training programmes and exercises in order that the employee is able to assist effectively in a civil defence emergency. Other An individual employment agreement will be entered into with the successful applicant. Appropriate and relevant training and professional development will be provided. 7 The Gore District Council manages an area of some 1,250 square kilometres and services a population of 12,033 (2013 Census). Located in the heart of rural Southland, the Gore District centres on an urban area developed around the rich agricultural industry. As well as the urban area, there is a variety of other farming, forestry and industrial opportunities. In recent years, the dairy industry has changed the dynamics of the rural landscape, established new businesses and brought new people to the area. Gore is renowned for its historical moonshine whiskey and the illicit production in the 1900s in the Hokonui Hills which are an outstanding landscape feature. The Eastern Southland Gallery is home to a stunning art collection and forms an integral part of the District s activities and character. Gore High School and St Peter s College provide secondary education and there are three primary and one intermediate school in the town. Gore has a modern 20 bed primary care hospital facility providing an integrated range of health services to the Eastern Southland community and surrounding areas. These services include inpatient and 24 hour emergency department services, maternity services, a GP practice, dental practice and allied and community health services. The hospital provides health services to a population base of around 21,000 people and is 45 minutes drive away from the base hospital in Invercargill. While the business of the District is mainly focused around its extensive agricultural base, there is a diverse retailing sector, excellent rural servicing companies and a wide range of quality educational, health and social services. Recreational facilities are second to none, with the jewel in the crown being the multi-sports complex comprising a three pool aquatic facility, Olympic short-course ice skating rink and a four court indoor event centre. Alongside the complex, is a water-based hockey turf. The Gore A&P showgrounds is a well maintained facility and includes an all-weather equestrian arena. With nationally recognised public parks and gardens, Gore certainly has something for everyone. It offers a wide range of lifestyle choices for families and those wishing to enjoy a slower pace of life.
