1 POSITION DESCRIPTION TEAM LEADER COMMUNITY AND RECREATIONAL DEVELOPMENT Reports to: Purpose of Position: Manager Community Development The role is responsible for community capacity building and resilience development within the portfolio. The role will be responsible for the day to day operational management of community resilience and leadership development programs, and the building of strategic and social networks, whilst working actively with the team to achieve defined goals. This includes supporting community groups and clubs to build skills, developing and implementing strategic plans in addition to informing and supporting the development of active communities (sport and recreation) in the Shire. 2 ORGANISATIONAL RELATIONSHIP Position reports to: Manager Community Development Position supervises: Community Planning and Development Officers Community, Facilities and Recreation Officer Section 86 Liaison Officer KEY RELATIONSHIPS Internal: Chief Executive Officer General Managers Department Managers Council officers Councillors Section 86 Committees External: Local and Regional Service Providers Relevant State and Federal Government bodies Residents Volunteers PRIMARY RESPONSIBILITIES AND KEY FUNCTIONS Supervision and strategic leadership of the Community and Recreational Development team including planning and day to day operations. Consult regularly with the Manager and inform the position regarding current and planned activities; any significant issues that arise relating to the team; and the identification of any shortcomings emerging issues, future planning and service provision needs. Provide regular reporting to the Manager and, when required, the Corporate Management Team and Council to ensure all parties are fully informed regarding community resilience and development initiatives and programs, including community views and aspirations. Using the Community Development Charter Framework, work with communities within the Shire to develop, action and review Community Plans; and using a risk and strengths based approach; develop programs that identify and foster capacity building and resilience that is discrete to each community. Work with communities to identify skills gaps and with the community resilience team, develop and organise a training program to build the skills base within communities in the Shire. Provide advice and input to the strategic development of active communities including sport and recreation facilities across the Shire. Manage Council s aquatic facilities management contract. Support and lead the establishment of appropriate groups, partnerships and processes to encourage and foster collaboration and open communication between council and communities; and to facilitate a strategic approach to community resilience and capacity Moira Shire Council - Position Description Page 2 of 7

3 PRIMARY RESPONSIBILITIES AND KEY FUNCTIONS development across the shire which may include initiatives with the aim of promoting health and wellbeing, inclusiveness, recreation/sports participation, economic development and the provision of quality facilities and services for the Shire community. Coordinate and facilitate regular team meetings and network and reference group meetings as required. Identify external funding opportunities for community resilience development and active communities initiatives across all areas of Council Service Provision, in particular opportunities for collaborative partnerships with communities. This involves grant writing and management including lodgement and acquittal functions. Liaise and coordinate with other departments to support appropriate development and management of minor capital works projects and service delivery related to community resilience, planning and active communities (sport and recreation facilities). Contribute to decisions with regard to the introduction of operational procedures designed to improve the coordination of services and to respond to changing service delivery requirements, opportunities or statutory compliance. Manage and monitor operational budget and project budget requirements for all community resilience development projects. Support the development of project budgets for projects that involve community and Council partnerships. Provide recommendations on existing and proposed policy and procedures and exercise judgement in the application of Council policy in relation to the development and delivery of specific projects and current community issues. Contribute to high quality, evidence based, integrated planning for all ages and sectors of the community, with a particular emphasis on, community resilience, capacity building, planning and recreation/sports planning, informing strategic Council planning on an ongoing basis. Engage the community in meaningful dialogue, including through media and social media, to achieve optimal community outcomes. Periodically report against internal and external key performance indicators. Perform other duties as directed in accordance with the responsibility and skill level of the position. Although an employee may be appointed to a particular position, Council may ask for duties to be carried out in other areas that are within their range of skills, competence and training. Moira Shire Council understands and accepts its roles and responsibilities in emergency management operations described in the Emergency Management Act 2013 and it is a core function of Council business. At times the incumbent may be asked to assist in Council s emergency management operations, within reason. Moira Shire Council - Position Description Page 3 of 7

4 ACCOUNTABILITY AND EXTENT OF AUTHORITY This position is accountable to the Manager for the carrying out of duties and responsibilities, in an ethical and non-discriminatory manner that ensures a high level of service efficiency and professionalism. This role requires the Team Leader to act independently and make judgments based on Council policy, procedure and budget. This role requires the officer to give specialist advice to clients and the freedom to act is subject to professional and regulatory review. The officer is required to have formal input into policy development. The Officer must ensure Risk Management tasks are completed in accordance with Councils Risk Management Strategy. Care for and maintain all plant and equipment under direct control and promptly report any loss or damage. JUDGEMENT AND DECISION MAKING High level judgment and decision making is required regarding issue identification and the development of a model of good practice. At times this decision making process will be without guidance due to the nature of community engagement that is involved in this role. Guidance will often be sought from outside the organisation. Problem solving will utilise the application of professional and technical knowledge and the application of this knowledge and techniques to new situations. OCCUPATIONAL HEALTH AND SAFETY COMMITMENT Perform duties in accordance with Legislation, Regulations, Codes of Practice and Council policies and procedures. Monitor occupational health and safety within area of responsibility. Actively participate in the development and implementation of hazard elimination or minimisation strategies. Immediately report any hazards, incidents and accidents to relevant supervisor and take appropriate action. Participate in workplace inspections and in occupational health and safety training. Project management skills. Analytical and investigative skills. Flexibility in approach, ability to think laterally and apply innovative practices to meet changing needs. A high level of oral, written and interpersonal communication skills. Knowledge of and commitment to rural and multicultural issues and an understanding of the needs of new residents and refugees. An understanding of the long-term goals of the Unit and relevant Unit policies and those of Council as a whole in respect of Community Services is required. Knowledge and familiarity of principles and practices of budgeting and accounting/financial procedures is required. Knowledge and understanding of community resilience and community development principles and practice. Demonstrated knowledge of the structure and workings of community based groups and issues including sporting and other non-profit organisations. MANAGEMENT SKILLS Supervision skills to manage and lead staff, establish and maintain productive relationships with staff, community internal and external stakeholders. Demonstrated ability to establish and meet timelines despite conflicting pressures. Ability to set priorities, prepare work plans and to achieve objectives, within allocated resources and timelines. Ability to implement personnel policies and practices including awards, EEO & OH&S policies, recruitment and selection procedures and techniques, position descriptions and staff development schemes and contribute to long term staffing strategies. 6 INTERPERSONAL SKILLS Highly developed written and oral communication skills and an ability to liaise and establish working relationships with new residents and refugees, government authorities, service agencies and community groups. Ability to work constructively with staff of varying professional disciplines and backgrounds to discuss and resolve specialist problems Ability to achieve active participation with community groups and residents High level skills in written communication including an ability to write reports and submissions to Council. Ability to persuade, convince or negotiate with authorities, customers and other staff members. Ability to liaise with counterparts in other organisations to discuss and resolve specialist problems. QUALIFICATIONS AND EXPERIENCE ESSENTIAL Tertiary qualifications in the Recreation, Community Development or Human services field, or vast equivalent and relevant experience in a recreation & safety field. Demonstrated project management experience Previous experience in local government would be an advantage. 7 KEY SELECTION CRITERIA Tertiary qualifications in the Recreation, Community Development or Human services field, or vast equivalent and relevant experience in a recreation & safety field. Demonstrated experience in project management, budgeting and contract management. Previous experience in local government would be an advantage. Current Victorian Drivers Licence Current Working With Children Check Management skills and the ability to work within a team and to provide supervision, guidance and direction to staff. Proven knowledge of community resilience and community development principles and practices and demonstrated experience in working in a similar role. A commitment to and understanding of the principles of social equity and human rights. Knowledge of key areas including community planning and sport and recreation planning and management. Exceptional interpersonal skills including experience in the writing of reports, funding submissions and other documentation. The ability to work both operationally and at a strategic planning level.
