2 Improving Project Performance Narayan Study [ Contribution of People s participation: evidence from 121 rural water supply projects, World Bank] showed women s participation was among the variables strongly associated with project effectiveness. And failure to do so can >> project failure. UNDP Voice and Choice for Women: Findings show that water services are better sustained and used by community if institutions and policies enable the communities (men& women, rich & poor) to initiate the service, take informed decisions about type of service management and financing systems and build capacities to maintain and manage the services so burden and benefits are equitably shared. 8 Assessing Policy Implementation In co-operation with the ADB, GWA carried out an operations review from a gender perspective on the water operations of the Bank and the actual implementation of its gender policy. In Bolivia with the Vice-ministry of Basic Services and the Ministry of Agriculture GWA members carried out a gender audit highlighting policy evaporation and need for action at different levels.
