2 Fiji Health Sector Support Program The goal of FHSSP is to remain engaged in the Fiji health sector by contributing to the Fiji Ministry of Health s efforts to achieve its higher level strategic objectives in relation to reducing infant mortality (MDG4), improving maternal health (MDG5), and the prevention and management of diabetes as outlined in the MoH s Strategic Plan The goal of FHSSP enables the Program to support the achievement of three of the seven health outcomes identified in the MoH s Strategic Plan, namely: Reduced burden of NCDs Improved maternal health and reduced maternal morbidity and mortality Improved child health and reduced child morbidity and mortality. The priority areas for FHSSP as outlined in the design document took particular account of the current and future strategic priorities of the Fiji MoH, and the Program objectives are closely aligned with those of the MoH Strategic Plan The aim is to improve the delivery of essential health services at decentralised levels; to revitalise primary health care; to support the MoH in working towards the achievement of the MDGs; and to increase health development partner harmonisation, with the long term aim of working towards sectorial coordination. There are five key objectives for FHSSP: 1. To institutionalise a safe motherhood program at decentralised levels 2. To institutionalise a healthy child program throughout Fiji 3. To improve prevention and management of diabetic foot sepsis and cervical cancer 4. To revitalise the community health worker program 5. Targeted health systems strengthening The Program was designed as a five year AUD25 million program of support to the Fiji MoH to improve health outcomes in Fiji over the period FHSSP is funded by the Australian Government Aid Program and is managed by Abt JTA. Australian Aid Remuneration Framework On the 15th of February 2011 Australian Aid released the Adviser Remuneration Framework (ARF). The ARF is a set of market-based, long and short term remuneration rates and entitlements which apply to Australian Aid-funded positions that are commercially contracted by Australian Aid directly, or through a managing contractor such as Abt JTA. A Long Term Adviser (LTA) role is considered any appointment that is six (6) consecutive months or longer in duration. Compensation & Benefits Long Term Adviser In accordance with the ARF, the compensation and benefits associated with this Long Term Adviser position are outlined below. The successful adviser will receive: 1. A monthly Professional Fee paid in arrears at the end of each calendar month. This fee is inclusive of a 9.25% superannuation contribution to your nominated superannuation fund (for Australian residents). The rate band for this position is: AUD12,314 to AUD13,683 per month. N.B. For taxation purposes this position is likely to be tax free for Australian residents. Professional advice should be obtained from your accountant to confirm this entitlement. 2. A project vehicle. N.B. A contributory amount of AUD 400 per month will be deducted from your Professional Fee. 3. An Annual Leave Allowance of 20 days per year (pro rata). 4. Comprehensive pre-departure and in-country briefings (security and role specific). 5. Reimbursement for expenses associated with visas, police checks, medical clearances and vaccinations. If an adviser is required to move away from their home base to undertake this role (either domestically or internationally) they will also be entitled to: 1. Return economy flights for mobilisation and demobilisation for the adviser and any mobilising dependants. N.B. Dependants are defined as a spouse or child under the age of 18 who will not be earning a separate income. 2. Reimbursement of rental accommodation costs up to the value of FJD 4,500 per month (inclusive of VAT/GST). N.B. This is an Australian Aid discretionary allowance and is only applicable for those advisers whose partner and/or accompanying dependants are not currently in receipt of such an allowance from Australian Aid or any other employer. 5 3. A monthly Mobility Allowance ranging from $1,748/month to $1,858/month (AUD) for a single LTA and up to $2,622/month to $2,787/month (AUD) for a LTA mobilising with dependants. N.B. This is an Australian Aid discretionary allowance and is only applicable for advisers who have moved internationally for this role and whose partner and/or accompanying dependants are not currently in receipt of such an allowance from Australian Aid or any other employer. 4. A Mobilisation/Demobilisation Allowance to provide reimbursement for appropriate mobilisation and demobilisation expenses. This can include: a. Excess baggage (up to 25kg total); and/or b. Sea/air freight for personal belongings. N.B. This allowance, as it applies to sea/air freight, is based on cubic meterage and is determined upon the number of mobilised dependants. Reimbursement is made to the adviser by Abt JTA upon the presentation of a valid receipt. 5. Core Competencies Delivers Results Promotes Technical Excellence and Quality Builds Internal and External Customer Satisfaction Sets Vision and Direction Develops People Communicates Effectively Builds Teams and Cooperation Promotes Diversity Acts as a Role Model Duty Statement: The Team Leader Technical is responsible for the high-level management of the FHSSP workplan and effective implementation of the Program s Monitoring and Evaluation Framework (MEF) to ensure performance meets Program goals and outcomes. This includes quality assurance and performance management of technical inputs, effective risk management, and quality reporting against the workplan and MEF that meets DFAT Guidance on Progress Reporting and Head Contract requirements. Specific Duties: Performance Management of FHSSP workplan and Monitoring and Evaluation Framework (MEF) Be responsible for the high level management of the FHSSP workplan, ensuring: o annual validation of the workplan maintains alignment with the MoH Strategic Plan and planned technical assistance remains current to the needs of the MoH o technical inputs are coordinated in collaboration with FHSSP Program Managers and MoH to minimise duplication of effort and maximise benefit to achieving annual targets and end of program outcomes o Technical risks and issues are mitigated and managed effectively with lessons learned documented and communicated with Abt JTA, FHSSP Program Managers and MoH o Support and oversight to the Program Administrator in the financial management of the FHSSP workplan budget. Effective implementation of the MEF in consultation with the LTA M&E, Program Director and Program Managers Page 7

8 including regular review and revision as required. Management of Program-related data collection, ensuring data is of a high quality and contributes to evidence based reporting in line with the MEF. Provision of regular updates to PCC and Program partners on the implementation of the MEF and results of technical inputs. Coordination and Quality Assurance of Technical Inputs Be responsible for the coordinated delivery and quality assurance of technical inputs of the Program ensuring inputs align with the Program workplan and MEF, and contribute to end of program outcomes. Work closely with MoH and other stakeholders to maximise available technical assistance resources in Fiji and internationally. Ensure Technical Assistance workplans are developed in consultation with FHSSP Program Manager(s), and MoH counterparts and are o technically reviewed at the commencement of work to ensure activities reflect Scope of Services/TOR o and proactively monitored throughout the input period to ensure achievement towards TOR performance outcomes Monitor Technical Assistance workplans to ensure deliverables meet technical benchmarks to time and budget and reports meet DFAT Progress reporting guidelines. Manage performance related matters in accordance with Abt JTA Performance Management policy and DFAT Adviser Remuneration Framework. Establish and lead regular Program technical working groups to: o manage technical inputs across Objective areas and with the MoH o manage and mitigate technical risks and issues in a collaborative manner with FHSSP Program Director, Objective Program Managers, and Program Partners o Program Reporting discuss technical issues and peer review technical deliverables for improved quality assurance Lead preparation of program progress reports and ad hoc briefing papers in collaboration with PD and SPM, ensuring they are submitted on time, are of high quality, and meet DFAT Progress Reporting guidelines and Abt JTA reporting standards. Coordinate the implementation of the Program Exit Strategy in collaboration with PD and PMs. Lead the development of the Program Completion Report. Program Engagement Page 8

9 Support the Program Director in providing timely advice to DFAT and MoH on matters relating to Program performance. Work closely with the PD to promote high level engagement of the Program Coordination Committee (PCC) and act as Secretariat to the PCC ensuring all papers provided to members support strategic analysis and decision-making. Develop and maintain positive relationships with key stakeholders, including DFAT, MoH and other key agencies and donors as required. Oversee the FHSSP Communications Coordinator in the development and dissemination of Program communications (print, media, web etc), ensuring materials meet DFAT and Abt JTA standards. Participate in internal and external program reviews. Performance Outcomes: Reporting: Selected technical inputs meet the requirements of the Program workplan and MoH Strategic Plan. Technical assistance develop clear and functional workplans with activities reflecting intended performance outcomes. Technical assistance inputs are proactively coordinated, monitored and quality assured in collaboration with PD, PMs and MoH so that performance outcomes contribute to the sustainability of systems and capacity of the MoH. Technical risks and issues are mitigated and managed effectively with lessons learned documented and communicated with Abt JTA, FHSSP Program Managers and MoH. MEF is regularly reviewed and aligns with the Phase 2 End of Program Outcomes, MoH Strategic Plan, DFAT Country Strategy. Program-specific data collection processes and data management systems are strengthened to support high quality information that contributes to evidenced-based Program reporting. Program reporting deliverables are submitted on time, are of high quality, and meet DFAT and Abt JTA reporting standards. Program communications activities ensure that the Program receives appropriate media exposure, and materials meet DFAT and Abt JTA standards. Relationships with key stakeholders including DFAT, MoH, Abt JTA head office and other key agencies are positive and professional. The Team Leader Technical is required to provide a range of reports including: A six monthly individual workplan Page 9

10 Provide quarterly updates and six monthly detailed reports on progress and achievements against the individual work plan. Input Completion Report. In addition, the adviser will contribute to the preparation of FHSSP reports including: Six monthly and annual progress reports Annual plans Exit Strategy Program Completion Report Other reports as requested by the Program Director, Abt JTA and/or DFAT. Each report that is provided should be: Of the highest standard of quality including report content, formatting, spelling and grammar. Prepared in accordance FHSSP reporting guidelines. Provided as an electronic Microsoft Word or Excel file. Delivered by the required date. Key Selection Criteria For your application to be considered by the panel, interested applicants must submit a response to each of the following Key Selection Criteria: KSC 1: KCS 2: KSC 3: KSC 4: KSC 5: KSC 6: KSC 7: At least 10 years of experience in managing a complex health program or similar sector in international development Tertiary or post graduate qualifications in public health, management, social sciences or similar Demonstrated experience in performance managing a team of technical and program management professionals Demonstrated experience and understanding of public health issues in a development context. Prior work experience in Fiji or broader Pacific region will be highly regarded Demonstrated experience in monitoring and evaluation (M&E) systems and data collection to support reporting against Program outcomes Exceptional written and verbal communication skills across varied audiences. Understanding of the Australian aid program, with demonstrated ability to work successfully across cultures, preferably within the Pacific region.
