2 PURPOSE OF THE POSITION The Agoke Development Corporation Limited Partnership is responsible for the sustainable management of the Ogoki Forest and developing economic opportunities for the First Nations of Aroland, Eabametoong and Marten Falls. The General Manager reports to the Board of Directors and works under the general authority of the Board. The position should be of interest to those who have several years of progressive experience in forest management and are ready take on a challenging leadership role. Based in our Thunder Bay office, this role will be best suited to a self-starting and motivated individual able to work in a busy environment, with competing priorities and limited direction. The General Manager will have a background in forestry or natural resource development, direct experience in working with First Nations in Ontario, and a demonstrated track record of building positive, mutuallybeneficial relationships with external partners. SCOPE The General Manager is responsible for the global, strategic and operational management of Agoke Development Corporation Limited Partnership and its subsidiaries. The General Manager will oversee the forest management and licensing activities on the Ogoki Forest. The General Manager will be part of a team working to define a higher standard in working with First Nations communities to develop sustainable long-term forest management and mutually-beneficial relationships. The General Manager will work internally and externally to support the development and implementation of business strategic plans, protocols, agreements and approaches aligned with Agoke Development Corporation s business interests to achieve consistent and effective engagement with First Nation partners. This work will support the Nakina sawmill operations, with the ultimate goal to deliver mutual benefits built on a foundation of mutual interests. RESPONSIBILITIES Ensure the global, strategic and operational management of Agoke Development Corporation Limited Partnership; Ensure that the strategic planning and the annual operating budgets including proposed capital expenditures are done and adhered to; Ensure that the finances of the Agoke Development Corporation Limited Partnership are maintained; Issue invoices to end users of Crown forest resources for monies due to Agoke Development LP; Prepare an Annual Report to the Board of Directors; Inform the Board about problems and issues and their resolution, results compared to plans, recommended action to deal with variances and ensures the application of the Board s decisions and recommendations; Manage Agoke Development Corporation and Limited Partnership s responsibilities as they relate to existing business partnerships (JV, LP) with First Nations partners, consuming mills, forestry companies and seek to develop new business arrangements;
3 Manage Agoke Development Corporation and Limited Partnership s relationships with the Ministry of Natural Resources, Harvesters, Facilities, other forest companies, contractors, and stakeholders; Lead in the design and implementation of capacity building programs with First Nations partners, including identification of potential funding sources; Lead and motivate operational staff and forest management team to understand the cultural, ecological and business interests of First Nations partners, and to work with those partners to achieve mutually-beneficial outcomes and address challenges; Develop a Compliance Monitoring Plan and oversee the compliance program; Administer the Provincial Road funding program; Oversee the implementation of the silvicultural program; Make applications and report to the Forest Futures Trust Fund as required; Be the company designate, managing the renewal trust account for the Ogoki Forest; Monitor and ensure payment of Crown Charges by overlapping licensees and mills receiving fibre from the Forest; Prepare the Annual Work Schedule and Annual Schedule of Planned Harvest Areas for the approval of the Board; Manage and assign harvest blocks; Arrange for the preparation and administration of Annual Work Schedule revisions and Forest Management Plan amendments; Coordinate the preparation of annual reports; Tender for service contracts which can include but are not limited to road construction, water crossings, surveys, renewal contracts and all others except for harvest contracts; Lead the Agoke Development Corporation Limited Partnership s participation in outreach activities with key communities, including community events and job fairs; Administer and manage all contracts; and Represent the Board of Directors with the support of the Board. KNOWLEDGE, SKILLS AND ABILITIES Knowledge The incumbent must have proficient knowledge in the following areas: A University degree or diploma in natural resources or resource management sector (e.g., forestry, resource management, geography), public or business administration; communications or conflict resolution, or an equivalent combination of formal training and practical experience; and, A minimum of 5 years progressive experience as a manager in forest industry and/or government environments; Knowledge of forest management practices including forest management planning, forest operations and reporting including the understanding of the Ontario legislative and policy environment governing these activities.
4 Skills The incumbent must demonstrate the following skills: Demonstrated recognition for leadership qualities, communication and negotiating skills, and has good budgeting and financial management skills; Ability to plan strategically, manage new developments and manage day-day forestry activities; Ability to develop and maintain strong business relations with present and future members of the Board, First Nations, local communities, Ontario Government personnel and Ogoki Forest stakeholders; Demonstrated experience and success in working with First Nations; Demonstrated experience and ability to organize, manage and lead a diversity of complex projects simultaneously using accepted project management techniques, manage issues, solve strategic problems, provide leadership expertise, gain commitment, secure resources and accomplish goals; Comprehensive understanding of the goals and perspectives of area First Nations and knowledge of First Nations issues as they relate to the forest sector; Direct experience in information sharing and/or consultation with First Nations; The capacity to work well in teams and independently; Exceptional written and oral communications skills; The ability to travel to First Nations communities in Northwestern Ontario, the locations of which are sometimes remote. 5 WORKING CONDITIONS Physical Demands The General Manager may have to travel throughout the region in all weather. They may have to lift, carry and manage equipment and supplies. They may have to work odd or long hours at a time to complete special requests or projects. The General Manager may have to spend long hours sitting and using office equipment, computers and attending meetings. Environmental Conditions The General Manager may have to manage a number of clients and projects at one time, and they may be interrupted frequently to meet the needs and requests from the Board of Directors. The General Manager may find the environment to be busy, noisy and will need excellent organizational, time and stress management skills to complete the required tasks. Sensory Demands Sensory demands can include reading and use of the computer, which may cause eye strain and occasional headaches. The General Manager may be noisy and busy making it difficult for the Manager to concentrate. Mental Demands The General Manager will have to manage a number of requests and projects at one time. They must be aware of all Agoke Development Corporation business and any and all relevant bilaws, policies and procedures. They may have to complete a number of tasks and responsibilities at one time, and must be prepared to deal with emergencies and stressful situations at any time.
