1 MATAWA FIRST NATIONS MANAGEMENT Job Description Project Manager Rapid Lynx Fibre Economic Development Department (Full Time)

2 PURPOSE OF THE POSITION The Matawa First Nations Chiefs Council established the Rapid Lynx Telecommunications General Partnership, a company offering a combined long-haul and fibre to the home system. Rapid Lynx, established in 2017, will build and operate its own network with fibre optic cable routes across Northwestern Ontario, connecting underground landing points, data centres, community anchors, colocation facilities, enterprises, schools and First Nation governments with the most advanced dark fibre system. SCOPE The Project Manager has the responsibility to work with a team to oversee the design and deployment of the Rapid Lynx Fibre Network including facilities, electronics and equipment. The Project Manager will activate services and connect customers while ensuring system integration and improvements. The Project Manager is responsible for budget control and contract management of all construction expenditures within the assigned project. The Project Manager will work to continually improve engineering and construction standards and share lessons learned with the organization. The Project Manager is a hands on position and requires experience working with electrical power systems, AC/DC inverter and rectifier systems, HVAC systems and controls, working knowledge of telecommunications equipment installation practices and general facilities operations and maintenance experience. The Project Manager reports to the Economic Development Manager, Matawa First Nations Management and is accountable to the Rapid Lynx Telecommunications Board of Directors. The position is based out of Thunder Bay, Ontario. RESPONSIBILITIES 1. Design and Deployment of Rapid Lynx Fibre Network Main activities: Successfully manage all assigned project components and meet corporate, customer, and First Nations expectations (e.g, consent). Work with the Matawa Economic Development Manager to oversee a project team of engineers, contractors and vendors. Create planning and tracking documents for managing projects with completeness and accuracy. This includes establishing broadband project goals and objectives, identifying scope, developing a detailed project schedule, analyzing risks and contingency plans, managing quality, assigning resources appropriately, monitoring and managing budget. As necessary, develop alternatives to accommodate resource and/or schedule conflicts, shifting priorities, and other unanticipated events. Proactively investigate opportunities for improvements in the project scope that will result in value added.

3 Ensure project expectations are managed by communicating effectively and timely with the project team and stakeholders. Coordinate and facilitate meetings with relevant representatives and stakeholders to review project proposal, goals, and deliverables. Coordinate with project team during the design, staking and construction of Backbone and Distribution Networks to ensure conformance with capital plan, business plan, technology plan and project timeline, as well as requirements of Operating Partner and key wholesale/enterprise customers. 2. Management of Outside and Inside Plant Engineering and Construction Main activities: Review engineering and construction management agreements and recommend refinement. Review engineering deliverables, and pre-approve change orders. Review timing and compliance for environmental assessment and cultural preservation permitting requirements, other permits & easements as required. Coordinate with engineer to identify range of outside and inside plant core electronics, and standard/specifications for access electronics. Coordinate with First Nations and engineer to identify locations for equipment shelters, site requirements and building entrance requirements. Draft Request for Proposals, invite qualified contractors to bid and manage bid process. Assist with contract execution, ensure required certifications, insurance coverage, and surety bond. Oversee and coordinate with assigned statements of work and bid packages for construction of network project. Ensure accurate and timely submittal of projected cost-to-complete for monthly work in progress reports. Minimize construction costs without compromising safety, system quality or operational impact. Troubleshoot, negotiate and mediate client or subcontractor problems or complaints that arise at site level. Ensure consistent and continuous compliance by all employees and vendors with safety and regulatory requirements, standards and protocols. Ensure proper use of capital expenditures by ensuring adherence to Rapid Lynx Fibre design standards and ensuring compliance with installation contractors. Review and pre-approve contractor invoices, prepare reports describing activities, project status and presentations for management meetings and for reimbursements from funders for completed work. 3. Equipment and Inter-Connection Facilities (POP) and Upstream Interconnections Main activities: Work with project team to determine best locations for Point of Presence (POP) facilities for electronics and interconnection.

4 Develop forms of contract and Requests for Proposals for site preparation, design, delivery and deployment of facilities and systems. Sequence and deploy Rapid Lynx Fibre network by phase, tracking progress and costs to grant timelines and budgets. Manage site preparation and the construction of community equipment shelters. Identify Rapid Lynx data center location and construct facility or upfit space. Finalize standards and specifications for core and access electronics, incorporating requirements of operator to ensure end-to-end integration with operator systems. Oversee testing, engineering inspection and certification of the Rapid Lynx Fibre network including the final testing with vendor integrator Operating Partner, upstream network providers. Obtain all close-out documentation from contractors and vendors, including construction units, as-builts, fibre assignment records, warranties, system documentation, completion reports, final drawings and inventories. Provide regulatory compliance reports, as required. Update capital plan and pro forma financial statements. Attend Rapid Lynx Board of Directors meetings for project updates. KNOWLEDGE, SKILLS AND ABILITIES Knowledge The incumbent must have proficient knowledge in the following areas: Skills A University degree or diploma in science, technology, engineering, or an equivalent combination of formal training with 3 or more years technical experience in design and management of cable telecommunications networks, IT or construction. PMP certification preferred. Experience managing Outside Plant projects. Advanced skills in MS Office, Project, Visio, and Google Earth. GIS/Mapping, AutoCAD experience a plus. Experience conducting end to end project management of large fiber deployment projects; able to provide technical and analytical guidance to a project team. Electric Utility Experience a plus. Experience with various fiber optic / carrier / collocation (Large data centers) products and services in an operational, engineering or implementation role. Relationship management experience (government/first Nations, clients, etc.) preferred. Civil/and or telecommunications construction background preferred. The incumbent must demonstrate the following skills: Demonstrated recognition for leadership qualities, communication and negotiating skills, and has good budgeting and financial management skills; Ability to plan strategically, manage new developments and manage day-day activities;

5 Ability to develop and maintain strong business relations with vendors and constructions teams; Demonstrated experience and success in working with First Nations; Demonstrated experience and ability to organize, manage and lead a diversity of complex projects simultaneously using accepted project management techniques, manage issues, solve strategic problems, provide leadership expertise, gain commitment, secure resources and accomplish goals; Comprehensive understanding of the goals and perspectives of area First Nations Direct experience in information sharing and/or consultation with First Nations; Exceptional written and oral communications skills; The ability to travel to First Nations communities in Northwestern Ontario, the locations of which are sometimes remote. 6 WORKING CONDITIONS Physical Demands The Project Manager may have to travel throughout the region in all weather. They may have to lift, carry and manage equipment and supplies. They may have to work odd or long hours at a time to complete special requests or projects. The Project Manager may have to spend long hours sitting and using office equipment, computers and attending meetings. Environmental Conditions The Project Manager may have to manage a number of clients and projects at one time, and they may be interrupted frequently to meet the needs and requests from the Board of Directors. The Project Manager may find the environment to be busy, noisy and will need excellent organizational, time and stress management skills to complete the required tasks. Sensory Demands Sensory demands can include reading and use of the computer, which may cause eye strain and occasional headaches. The Project Manager may be noisy and busy making it difficult for the Manager to concentrate. Mental Demands The Project Manager will have to manage a number of requests and projects at one time. They must be aware of all Matawa First Nations or Rapid Lynx Telecommunications business and any and all relevant bi-laws, policies and procedures. They may have to complete a number of tasks and responsibilities at one time, and must be prepared to deal with emergencies and stressful situations at any time.
