The DGITM falls within a policy of sustainable development and energy transition, promoting environmentally friendly transport modes and usage within its areas of competence. This document presents a summary of the organisation of the directorate-general. It describes its responsibilities, its major project areas and agents, which are responsible within the management structure for a range of issues including public transport, railway and guided light transit, inland waterway, road and maritime transport. Objectives of the DGITM: provide intermodal planning of transport infrastructures, taking into consideration all direct and indirect effects on the environment, the economy, and the territories, and achieve greater interdependency in a sustainable and innovative mobility system that serves all transport users; for Infrastructure, Transport and the Sea implement suitable and modernised state supervision of the public institutions and companies within its scope of competence; establish a maritime policy that encourages development (blue economy growth) and respects biodiversity; maintaining a high level of reliability, security and safety in transport; ensure the economic development and competitiveness of land and maritime transport, notably by implementing regulatory tools that guarantee transparency and non-discrimination; of Transport Infrastructures of Transport Services of Marine Affairs General Administration and Strategy Service adapt and implement the legal framework and public regulations considered the most developed in Europe. 3 for Infrastructure, Transport and the Sea for Infrastructure, Transport and the Sea for Infrastructure, Transport and the Sea - DGITM of Transport Infrastructures - DIT Under the aegis of the Ministry for Sustainable Development, the DGITM is responsible for all matters related to land and maritime transport, with the exception of motor vehicle legislation, which is handled by the of Energy and the Climate. Road safety falls under the scope of competence of the Delegation for Road Safety and Traffic Management of the Ministry of the Interior. The DGITM is composed of three departments and one service: the of Transport Infrastructures, fwhich is responsible for multimodal transport planning, managing, modernising and developing the rail and inland waterway networks, as well as the national road network, either as concessions or state operations; the of Transport Services, which is responsible for providing policy, safety, security, regulation, for social aspects related to land transport and major maritime and inland ports, and for public transport system projects; the of Maritime Affairs, which is responsible for ensuring maritime safety, training and instruction, monitoring seafarers, developing the number of French-flagged ships, and providing policy for marinas and nautical activities; the General Affairs and Strategy Service, which looks after transversal functions across the and in particular, financing, supervising the AFITF and performing general studies. Arnaud BOUISSOU - Thierry DEGEN/DIREN Poitou Charentes Responsibilities of the DIT planning transport infrastructures; executing major railway, inland waterway and national road projects; providing a maintenance policy for railway, inland waterway and road networks; managing road traffic and passenger information (Bison Futé); awarding and managing the partnership contracts of motorway concessions; supervising SNCF Réseau (public rail network operator) and VNF (public inland waterway authority); managing the national road network and supervising interdepartmental road authorities. Major projects managed by the DIT Lyon-Turin rail link, Seine Nord Europe canal; project management of the high-speed lines Sud Europe Atlantique, Bretagne Pays-de-la-Loire, Nîmes Montpellier bypasses, Paris Orleans Clermont-Ferrant Lyon (POCL), Est Européenne; road infrastructure projects: A45 motorway, Marseille L2 motorway, RCEA, A28-A13 link, Strasbourg west bypass; mobility aspect of the State-Region Plan contracts; management of motorway concession contracts; Trans-European Transport Networks (TEN-T) and European Investment Plan (EIPP); implementation of the road aspect of the intelligent transport directive, SCOOP@F pilot deployment project to connect vehicles with the infrastructure. of Transport Services - DST Responsibilities of the DST organising the sector, providing guidance and governance, and regulating land transport services of passengers and goods (road, railway, waterways and ports); establishing provisions regulating labour standards in land transport; ensuring safety in railway transport in conjunction with the EPSF (public rail safety authority), in ropeway and guided transport systems in conjunction with the STRMTG (Ropeway and Guided Transport Technical Unit), and in inland waterways; supervising SNCT Mobilités (passenger and freight transport), RATP (Île-de-France public transport operator) and EPSF (public rail safety authority); supervising the major maritime ports of Bordeaux, Dunkerque, Le Havre, La Rochelle, Marseille, Nantes Saint-Nazaire, Rouen, and ports in the overseas territories Guadeloupe, French Guiana, Martinique, Réunion; ensuring security in land transport and ports; establishing policy to favour sustainability mobility, public transport and modal transfer projects; directly managing the inter-city rail network (TET). Major projects managed by the DST implementation of the railway reform and negotiation of European regulation text (Fourth Railway Package); organisation of rail freight conferences; implementation of the national ports strategy; design and implementation of the Grand Paris Express rapid transit lines project; development of railway highway projects and assistance to the ADM (Moroccan public motorway authority); follow-up meetings on national logistics conferences; national conference on inland waterway freight; opening-up of the national lines to private coach transport initiatives, management of the registration of passenger vehicles with driver (VTC). 5

4 for Infrastructure, Transport and the Sea for Infrastructure, Transport and the Sea of Maritime Affairs - DAM Specialised and decentralised services linked to DGITM Responsabilities of the DAM drafting and monitoring regulation on maritime safety, preventing pollution by ships, and ensuring ship security; defining maritime signalling; providing guidance on maritime training and instruction; establishing provisions regulating labour standards, working conditions and social protection of seafarers; developing the number of French-flagged ships, supporting the merchant ship fleet, and recording statistics on the registered fleet at the various French registry offices; establishing regulations regarding recreational boats, boaters, and nautical activities; designing and implementing national and international IT systems for maritime purposes; supervising the ENIM (National Institute for Seafarers), the ENSM (National Maritime College) and other professional maritime colleges; managing the units related to the field of maritime transport (DIRM, DM, DDTM). Major projects managed by the DAM implementation of the maritime labour convention of the International Maritime Organisation and the STCW and STCW-F (OMI) conventions; consolidation of the regulatory framework of the transport code maritime aspect; transposition of the Market Surveillance directive (boating, marine equipment); regulation of maritime transport emissions, implementation of controls, support in adapting French-flagged ships; simplification and digitalisation of procedures (boating registration portal, seafarer portal, equipment role, etc.); preparation of regulatory texts following the change in the provisions of the 1992 laws. DIR Ouest To carry out its responsabilities, the DGITM DGITM is supported by the competences of a number of decentralised services and technical units: DIR: 11 interdepartmental road units managing the national state-operated road network DREAL: regional units for the environment, planning and housing DEAL: units for the environment, planning and housing (overseas territories) DDTM: departmental units for land and the sea DIRM: interregional units for the sea (metropolitan France) CROSS: Regional Sea Rescue and Surveillance Operational Centres CSN: Ship Safety Centres DM: of the Sea (Overseas Territories) CETU: Tunnels Study Centre CNPS: National Centre for Emergency Bridges STRMTG: Ropeway and Guided Transport Technical Unit CEREMA: Centre for Research and Expertise on Risks, the Environment, Mobility, and Planning This public agency is under the joint aegis of the Ministry of Housing and Sustainable Homes and the Ministry of the Environment, Energy and the Sea. It was created on 1 January 2014 and brings together the competences of eleven services: eight CETE (Equipment Technical Study Centre), CERTU (Study Centre for Networks, Transport, Urban Planning and Public Works), CETMEF (Maritime and Inland Waterways Study Centre) and SETRA (Transport, Road and Planning Study Unit). This scientific and technical research centre assists in implementing and assessing public policy in the field of planning and sustainable development. General Administration and Strategy Service - SAGS Responsabilities of the SAGS preparating and executing the budget of the DGITM; supervising the French Transport Infrastructure Financing Agency (AFITF); monitoring bi-national transport projects carried out in the Alps and Pyrenees; developing intelligent transport systems; carrying out and managing general and economic studies within the field of land and maritime transport; coordinating transversal transport policy actions regarding logistics, climate, health, governance, international relations; developing the information systems required by the DGITM; locally managing staff. Major projects managed by the SAGS preparation of the budgets for the Directorate General and the AFITF; draft and supervision of research and innovation programmes within the field of transport; coordination of environmental and energy transition in transport; modernisation of transport project assessment tools.
