2 1.0 LABORATORY SCHEME OF TESTING AND INSPECTION FOR CERIFICATION OF TEXTILES - HIGH DENSITY POLYETHYLENE (HDPE) / POLYPROPYLENE (PP) WOVEN SACKS FOR FILLING SAND SPECIFICATION AS PER IS 14252: A laboratory shall be maintained, which shall be suitably equipped and staffed, where different tests and inspection shall be carried out in accordance with the method given in the specification. 1.2 Environmental conditions wherever applicable shall be maintained. 2.0 TEST RECORD 2.1All records of tests and inspection shall be kept in suitable forms appropriate to requirements of specification and levels of control. 2.2 Copies of any record and other connected papers that may be required by Bureau shall be made available at any time on request. 3.0 QUALITY CONTROL 3.1 It is recommended that, as far as possible, Statistical Quality Control (SQC) methods may be used for controlling the quality of the product during production as envisaged in this scheme[see IS 397(Part I):2003, IS 397(Part 2): 2003 and IS397 (Part 3): 2003]. 3.2 In addition, efforts should be made to gradually introduce a quality management system in accordance with the quality system module as per IS/ISO CALIBRATION Calibration of testing instrument / equipments shall be carried out periodically from NABL accredited calibration laboratories wherever they are available in the same city. In case where such laboratories are not available traceability to a National measurement system (NPL) to be ensured. All records of such calibration to be kept. 5.0 STANDARD MARK :- The standard mark(s) as given in column ( 1) of the first schedule of the licence shall be printed using suitable inks by flexography or gravure printing or stenciling on each sack and bale of HDPE/PP Woven Sacks; as the case may be, provided always that the sacks in each bale to which this mark is thus applied conforms to every requirement of the specification. 6.0 MARKING: - Each bale shall be legibly and indelibly marked with the following information. a) Name of the manufacturer; b) Type and size of sacks; c) Number of sacks; d) Gross weight; e) Net weight; f) Month and year of manufacture g) Identification mark h) Batch No. i) Any other information as required by the law in force. j) BIS Licence No. CM/L

3 6.1 In addition, each sack shall be compulsorily marked with visible recycling logo as given below at a space on bottom of the bag compatible with the art work of the buyer for printing the sack and on the bale. 7.0 PRINTING ON SACKS - The printing on sacks shall meet the requirements as specified in Clause 5.1 of IS 14252: PACKAGING - The sacks shall be packed as per Clause 5.2of IS 14252: LEVELS OF CONTROL :- The tests as indicated in Table 1 & Table 2 of this STI and at the levels of controls specified therein, shall be carried out on the whole production of the factory which is covered by this scheme and appropriate records and charts maintained in accordance with item 2 above. All the production which conforms to the Indian Standard and covered under the scope of this licence shall be marked with the Standard Mark. 8.1 CONTROL UNIT:- For the purpose of this scheme, HDPE/PP Woven Sacks of the same type having same construction and manufactured in a single day shall constitute a Control Unit. 8.2 SAMPLING FOR FLOOR INSPECTION:- Five sample bundles shall be selected every four hours of production, one bag shall be taken from each selected sample bundle, subject to 30 bags in a control unit and shall be tested as under: Sl. Root cause analysis to be carried out and corrective actions to be taken before resuming production 8.3. In the event of failure of the sample in one or more of the requirements, the entire material in the control unit may be either reprocessed for rectifying the defect or rejected. Such reprocessed material when tested again shall conform to all the requirements of the specification. 9. In respect of all other clauses of the specification the factory will maintain appropriate controls and checks to ensure that their product conforms to the various requirements of the specification. 10. RAW MATERIAL The high density polyethylene (HDPE) or polypropylene (PP) used for manufacture of tape shall confirm to the requirements specified in IS or IS respectively. The raw material composition mix to be used for manufacturing of the HDPE/PP woven sacks shall be as agreed to between the buyer and the seller The fabric used in the manufacture of HDPE/PP woven sacks shall be woven as a tube on circular looms from HDPE/PP tapes having a width of 2.5cm conforming to IS 6192 and IS respectively. The construction particulars of the fabric shall be as given in Table 1.

4 10.2 The material used for stitching shall be UV stabilized HDPE/PP tape as used in the fabric or any other UV stabilized thread/multifilament yarn suitable for the purpose. 11. REJECTION- A separate record providing the detailed information regarding the rejected control units and mode of their disposal shall be maintained. Such material shall in no case be stored together with that conforming to the specification. 12. SAMPLES- The licensee shall supply, free of charge, the sample(s) required in accordance with the Bureau of Indian Standards (Certification) Regulations, 1988, as subsequently amended, from his factory or godowns. The BIS shall pay for the samples taken by it from the open market. 13. REPLACEMENT- Whenever a complaint is received soon after the goods with Standard Mark have been purchased and used, and if there is adequate evidence that the goods have not been misused, defective goods are replaced free of cost by the licensee, in case the complaint is proved to be genuine and the warranty period (where applicable) has not expired. The final authority to judge the conformity of the product to the Indian Standard shall be with BIS In the event of any damages caused by the goods bearing the standard mark, or claim being filed by the consumer against BIS Standard Mark and not conforming to the relevant Indian Standards, entire liabilities arising out of such non-conforming products shall be of licensee and BIS shall not in any way be responsible in such cases. 14. STOP MARKING- The marking of the product shall be stopped under intimation to BIS if, at any time, there is some difficulty in maintaining the conformity of the product to the specification, or the testing equipment goes out of order. The marking maybe resumed as soon as the defects are removed under intimation to BIS The marking of the product shall be stopped immediately if directed to do so by BIS for any reason. The marking may then be resumed only after permission by BIS. The information regarding resumption of marking shall also be sent to BIS 15.PRODUCTION DATA - The licensee shall send to BIS as per the enclosed Proforma-1 to be authenticated by a Chartered Accountant, a statement of quantity produced, marked and exported by him and the trade value thereof end of each operative year of the licence.
